DRDO Invites Applications from Retired Officials for Consultant Roles

The Defence Research & Development Organization (DRDO) under the Ministry of Defence has announced openings for retired government officials to join as consultants on a short-term contract basis. This recruitment is specifically targeted at experienced individuals from Central and State Government departments, Public Sector Undertakings (PSUs), and Autonomous Bodies who have expertise in government functions and security.

• Number of Consultants Required: 2 positions
• Pay Level: Level 7 as per last drawn pay
• Tenure of Contract: Initially one year, with possible extension
• Maximum Age Limit: 63 years as of the application closing date
• Remuneration: Fixed for pensioners, up to ₹30,000 for non-pensioners
• Conveyance Allowance: ₹3,000 per month for commuting

Eligibility Criteria

The following eligibility requirements have been outlined:

1. Experience Required:
   • Retired officers or officials with experience in government, PSUs, or autonomous organizations.
   • Applicants with prior experience working with DRDO will be given preference.
   • The candidate should possess effective communication and interpersonal skills.
2. Educational and Professional Background:
   • Relevant experience in technical roles, particularly in fields like telecommunications, cryptography, or networking.
   • Retired Junior Commissioned Officers (JCOs) from the Army’s Corps of Signals or equivalent ranks are encouraged to apply.

Terms of Reference (TOR) for Engagement

Role 1: Consultant for Cryptographic Document Production (Post Code: 2024/JCB/229)

• Objective: Provide guidance to improve document security during production.
• Duties:
  • Assist in secure handling and production of cipher documents.
  • Provide feedback and consultancy at various stages to ensure high-quality output.
• Skill Requirements: Expertise in handling and managing cryptographic materials, technical proficiency in communication systems, and knowledge of high-altitude field operations.

Role 2: Consultant for Cryptographic Document User Interaction (Post Code: 2024/JCB/230)

• Objective: Enhance post-production user feedback management for cryptographic documentation.
• Duties:
  • Provide early resolution of user feedback.
  • Offer consultancy in applying new Key Management (KM) techniques.
• Skill Requirements: Knowledge in document handling, networking, and cryptographic administration.

Both roles emphasize the importance of improving national security through better document management and user feedback in cryptographic processes.

DRDO has laid out the following conditions for successful applicants:

• Working Hours: The consultants are expected to adhere to DRDO’s lab or unit hours.
• Remuneration Details: Pensioners will receive a fixed amount calculated from the pension and last drawn pay, while non-pensioners are eligible for a maximum monthly compensation of ₹30,000.
• Leave and Other Benefits: Paid leave is limited to 1.5 days per month of completed service, and no additional benefits apart from remuneration and conveyance are provided.
• Non-Engagement Clause: Consultants should not be involved in any other business or professional activities that could conflict with their role in DRDO.
