The Ministry of Development of North Eastern Region (MDoNER) has issued a notification inviting applications from eligible and retired officials of Central/State Government, Public Sector Undertakings (PSUs), Autonomous bodies, and Statutory bodies for the post of Consultant in its Infrastructure Wing. The details regarding the eligibility criteria, number of vacancies, qualifications, and application process are given below.
Position Overview
- Position Title: Consultant (Infrastructure Wing)
- Number of Vacancies: 3
- Mode of Appointment: Contractual
- Duration: 1 year, extendable up to 3 years (based on performance and ministry’s requirement)
Eligibility Criteria
Qualifications
- Essential Qualification: Graduate Degree or its equivalent from any recognized university.
- Desirable Qualification: Preference will be given to candidates with experience in Scheme/Project Division of Central Government/State Government/PSUs/Autonomous bodies/Statutory bodies.
Work Experience
- Minimum Requirement: At least 2 years of work experience in project management or other areas relevant to the job description.
Additional Skills
- Good working knowledge of technology and ICT applications.
- Strong communication and interpersonal skills.
Age Limit
- The candidate must be below 62 years as of the date of application.
Remuneration and Allowances
- Remuneration: As per Department of Expenditure’s O.M. No. 3-25/2020-E.IIIA dated 09.12.2020. This equates to the last pay drawn minus the pension received.
- Transport Allowance: A fixed transport allowance is provided for commuting between the residence and place of work, not exceeding the rate applicable at the time of retirement.
- Other Benefits: No other facilities such as Dearness Allowance (DA), accommodation, medical reimbursement, or foreign travel will be provided. However, TA/DA on official tours will be applicable as per the candidate’s entitlement at the time of retirement.

Selection Procedure
- Shortlisting: Applications will be scrutinized by a selection committee headed by the Joint Secretary (Infra Wing). Eligible candidates will be shortlisted based on their qualifications and experience.
- Interview/Written Test:
- Direct interviews will be conducted if the number of shortlisted candidates is 15 or fewer.
- If more than 15 candidates are shortlisted, a written test (70%) and interview (30%) will be conducted.
Service Conditions
- Consultants will follow the same working hours as regular government employees.
- They are required to mark their attendance using the biometric system.
- No additional compensation will be provided for working beyond office hours or on weekends/holidays, though compensatory leave may be granted at the discretion of the concerned authorities.
Confidentiality Agreement
Selected candidates must sign a Non-Disclosure Agreement to ensure confidentiality as per the Indian Official Secrets Act, 1923.
