Clarification regarding Travel on School Card Passes (SCP) in AC-EMU Suburban Trains – Railway Board Order dated 22.08.2024

The Railway Board issued a letter dated August 22, 2024, to provide clarification regarding the use of School Card Passes (SCP) for travel in AC-EMU suburban trains on the Western Railway network. The letter was addressed to the General Managers of the Western Railway in response to concerns raised by the National Federation of Indian Railwaymen.

The issue highlighted was that wards of Railway employees, who hold First Class ‘A’ or First Class SCP, were reportedly being denied permission to travel in air-conditioned Electric Multiple Unit (AC-EMU) suburban trains. The Federation urged the Railway Board to clarify the rules surrounding the use of SCPs in these specific trains, as there appeared to be inconsistencies in their enforcement.

Upon reviewing the matter, the Railway Board noted that an existing clarification had already been issued in a prior communication (Board’s letter dated September 6, 2022). This previous directive established that holders of First Class ‘A’ and First Class Residential Card Passes (RCP) are entitled to travel in AC-EMU suburban trains. The current letter extends this entitlement to SCP holders, aligning their travel privileges with those holding RCPs.

In conclusion, the Railway Board reaffirmed that First Class ‘A’ and First Class SCP holders are indeed permitted to travel in AC-EMU suburban trains on Western Railway. This clarification aims to standardize travel entitlements across different pass categories and ensure consistency in the application of travel rules for railway employees’ wards.

रेलवे बोर्ड ने 22 अगस्त, 2024 को एक पत्र जारी किया, जिसमें पश्चिम रेलवे नेटवर्क पर एसी-ईएमयू उपनगरीय ट्रेनों में यात्रा के लिए स्कूल कार्ड पास (SCP) के उपयोग के संबंध में स्पष्टीकरण प्रदान किया गया। यह पत्र पश्चिम रेलवे के महाप्रबंधकों को संबोधित किया गया था और भारतीय रेल कर्मचारी संघ द्वारा उठाई गई चिंताओं के जवाब में था।

समस्या यह थी कि रेलवे कर्मचारियों के बच्चों, जिनके पास प्रथम श्रेणी ‘A’ या प्रथम श्रेणी SCP है, को एयर-कंडीशन्ड इलेक्ट्रिक मल्टीपल यूनिट (एसी-ईएमयू) उपनगरीय ट्रेनों में यात्रा करने की अनुमति नहीं दी जा रही थी। संघ ने रेलवे बोर्ड से अनुरोध किया था कि इन विशिष्ट ट्रेनों में SCP के उपयोग के नियमों के बारे में स्पष्टता प्रदान की जाए, क्योंकि इन नियमों के अनुपालन में असंगतियां प्रतीत हो रही थीं।

मामले की समीक्षा के बाद, रेलवे बोर्ड ने नोट किया कि एक पूर्व निर्देश (बोर्ड का पत्र दिनांक 6 सितंबर, 2022) में पहले से ही स्पष्टीकरण जारी किया गया था। इस पिछले निर्देश में यह स्थापित किया गया था कि प्रथम श्रेणी ‘A’ और प्रथम श्रेणी आवासीय कार्ड पास (RCP) धारक एसी-ईएमयू उपनगरीय ट्रेनों में यात्रा करने के पात्र हैं। वर्तमान पत्र में SCP धारकों के लिए भी इस पात्रता को विस्तारित किया गया है, जिससे उनकी यात्रा की सुविधाएं RCP धारकों के समान हो जाती हैं।

अंत में, रेलवे बोर्ड ने पुनः पुष्टि की कि प्रथम श्रेणी ‘A’ और प्रथम श्रेणी SCP धारक पश्चिम रेलवे की एसी-ईएमयू उपनगरीय ट्रेनों में यात्रा करने की अनुमति प्राप्त हैं। इस स्पष्टीकरण का उद्देश्य विभिन्न पास श्रेणियों के बीच यात्रा की पात्रताओं को मानकीकृत करना और रेलवे कर्मचारियों के बच्चों के लिए यात्रा नियमों के अनुप्रयोग में निरंतरता सुनिश्चित करना है।

Ref : Board’s letter No. E(W)2018/PS5-2/6 dated 06.09.2022.

National Federation of Indian Railwaymen have drawn Board’s attention to the fact that wards of Railway employees holding First Class ‘A’/First Class School Card Passes (SCP) are not being permitted to travel in AC/EMU suburban trains on Western Railway and requested to issue clarification in this regard.

2. The matter has been examined. In this context, it is observed that a clarification regarding entitlement to travel in AC-EMU by First Class ‘A’/First Class Residential Card Pass (RCP) holders already stands issued vide Board’s letter cited under reference. Since, entitlement on SCP is also at par with entitlement on RCP, it is clarified that First Class ‘A’/First Class School Card Passes are also valid for travel in AC-EMU Suburban trains.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
