Sub.: Nomination of PHODs in the DPCs Constituted for Selection to Group ‘B’ Posts.
In terms of provisions contained in Para 202.1 of IREM, Vol.I, the Selection Committee for promotion to Group ‘B’ posts should consist of 3 Heads of Department or Additional Heads of Department or as has been provided for in the relevant Recruitment Rules. In terms of the Recruitment Rules for promotion to Group ‘B’ posts, Group ‘B’ Departmental Promotion Committees are generally headed by the PHOD of the concerned Department. However, recently a few instances have come to light where PHOD of the concerned Department is not available for nomination as a Member of the DPC due to some compelling circumstances like his name being figuring in the “Agreed list” etc. Therefore, Board has now decided that in the eventuality of non-availability of PHOD of the concerned Department due to some compelling reasons, G.M. may appoint any other HAG/SAG officer available in the said Department as a member of the DPC. However, in view of their unavailability also, the GM in consultation with the GM of the other Railway/Production Unit may nominate PHOD of the concerned department for coopting him as a Member of the DPC for promotion to Group ‘B’ posts.
