Subject: Rounding off and broad banding of disability for the purpose of computing disability element -reg.
The undersigned is directed to refer to Para 7.2 of this Ministry’s letter No. 1(2)/97/D(Pen-C) dated 31.01.2001 wherein rounding off criteria table for determining the extent of disability or functional incapacity for computing the disability/liberalized disability/war injury clement has been provided. The same is reproduced below for reference. This was based on communication of DoP&PW issued vide OM No. 45/22/97-P&PW(C) dated 03.02.2000.

2. DoP&PW has amended the broad banding procedure on civil side and rationalized it by issuing amendment Notification No. S.0. 410(E) dated 15th February, 2011, published in the Gazette of India on 22th February, 2011 and circulated vide OM No. 33/2-P&PW(F) dated 20.04.2011 formally incorporated in the statutory CCS(EOP) Rules, in 2011 which is as under:

3. Accordingly, to bring out uniformity between both civil and military, it has been decided with the approval of Competent Authority to amend the rounding off table given in Para 7.2 of GOI, MoD letter dated 31.01.2001, as under:

Note: For the Armed Forces Personnel who are retained in Service despite disability attributable to or aggravated by Military Service Post Retention cum Impairment Assessment Board broad-banding will apply only if the actual assessment of disability is 20% or above and for life.
4. Medical Boards will indicate actual assessment of disability and will not carry out any rounding off or broad-banding at their level. Any required rounding off or broad-banding will be done by Pension Sanction Authority only. DGAFMS may make suitable amendments in their relevant orders including their letter No. 16036/RMB/IMB/DGAFMS/MA(Pens) dated 14.12.2009 in accordance with these orders.
5. The findings of the Medical Board on the extent of disability will be treated as final and binding.
6. These orders shall take effect from the date of issue of this letter.
7. All other terms & conditions shall remain unchanged.
8. This issues with the concurrence of Ministry of Defence (Finance/Pension) vide their ID No. 10(07)/2016/Fin/Pen dated 21.09.2023.
