Subject: Regularization of Productivity Linked Bonus (PLB) to Civilian Employees of Defence  Production Establishments for the year 2015-16.
Ref:     This office Circular No.Pay/Tech-I/05/Bonus/Cir-02 dated 06.10.2016 and No. Pay/Tech-1/05/Bonus/Cir-05 dated  31.10.2016
Please  refer  to  this  office  circular  dated  06.10.2016   in which  a copy  of the  OFB Fax/COMNET  MSG bearing No.873/2015-16/PER/POLICY  dated  06/10/2016  was forwarded for  payment  of PLB equivalent  to  40  days wages provisionally to  all eligible  employees  of OF Organisations    and  allied  establishment  like  DGQA and  DAD attached   to  Ordnance  Factories subject  to adjustments  including  recovery  if necessary  later.  An undertaking  to this  effect  was also to be taken  from  the eligible  employees.
The  order  for  payment  of PLB has  since  been  issued  vide Govt. of India,  Min of Defence  (Deptt  of Defence Production) No.10(1)2016/D(Estt/NG) dated  17.10.2016 which  is being forwarded vide  this  office No.Pay/Tech-I/05/Bonus/Cir-05 dated 31.10.2016.
As  per  para 3 (d) of the MoD  No. 10(1)2016/D(estt/NG)  dated  17.10.2016, payment  of PLB may be calculated taking the  average number of days  as 30.4  days.  Hence, PLB paid for  the year 2015-16 may be reviewed accordingly and  Factory management may  be advised  suitably  to recover the over payment made  in this  regard from  the ensuing  monthly pay bill.  A compliance  report  in this  regard  may  be consolidated   in respect  of Br. AOs under your Group charge  and  forwarded  to this office for record  please.
