Sub:- Grant of Patient Care Allowance to Group C employees with Grade Pay of Rs. 4200/-
Ref:- Ministry of Health & Family Welfare letter No. B12020/1/2012- JCM dated 15.3.2013.
Dear Sir,
Your kind attention is drawn to para 4 (i) of the minutes of 33rd meeting of the Departmental Council of Ministry of Health & Family Welfare issued Vide your letter dated 15.3.2012 referred to above.
It has been stated therein that since there is no change in duties and responsibilities (though they have been classified as Group B) and also that they have not been promoted, they should continue to draw PCA if they were drawing it before 6th Pay Commission.
It has been seen that the National Tuberculosis Institute Bangalore Vide their O.M. F.No. 5/ 1/24/2008-09/Estt 076 dated 8.4.2014 has intimated that Director General of Health Services Vide his letter No. Z 28013 / 12 99-TB dated 17.2.2014 has directed the Institute to ensure that payment of PCA is granted to Group C (Non Ministerial) only. And in compliance to these instructions, the payment of PCA to the Group B employees (Non Ministrial) (i.e. those in Grade Pay 4200) has been discontinued.
Not only this, it has also been decided to recover the PCA from those now in Group B for the period from 9.4.2009 to 8.4.2014 in installments.
This is clearly in contravention of the decision taken in the aforesaid 33rd meeting of the Departmental Council.
Therefore, it is requested that immediate orders should be issued to stop recoveries of PCA, if this has been commenced. The Director General of Health Services may be asked to withdraw / modify his letter No. Z 28013/12/99/TB dated 17.2.2014 so that those employees (non Ministerial) now drawing pay in PB-2 with Grade Pay 4200 who were drawing PCA prior to 6th CPC are allowed to draw as their duties and responsibilities have not changed / nor have they been promoted. The National Tuberculosis Institute Bangalore may also be advised to allow PCA to all employees (Non Ministerial) who were drawing it prior to 6th CPC.
If similar discontinuance of PCA has been ordered in other Institutes / Hospitals etc under the Ministry, such order may also be reversed.
Action taken in this regard may kindly be advised to the Staff Side National Council – JCM.
