UP State Govt to exercise compulsory retirement to non performing staff (Hindi Version Included)

Pushing for efficiency, the Uttar Pradesh government is reviewing the performance of its employees and will retire or even sack those found wanting, a move that has caused a flutter among the 1.7-million strong workforce.

The intent is to clean up the state bureaucracy by ridding it of non-performers, tainted officers and staff after reviewing their track record and giving them a three-month notice.

In an order issued Thursday, chief secretary Rajiv Kumar asked all additional chief secretaries, principal secretaries and secretaries to screen the performance of staff who are 50 and above and submit a list by July-end.

“Those whose performance is not up to the mark would be considered for compulsorily retirement as per the government rules,” says the order issued after chief minister Yogi Adityanath called for strict adherence to the compulsory retirement rule.

Timely disposal of work, punctuality and public image are some of the criteria the staff would be measured against. Based on the ratings, department heads would recommend names for compulsory retirement or termination.

“Mere transfers are not enough to spruce up the government machinery, which has become rusted and needs to be greased and geared up for delivery of important projects and schemes,” an official said on condition of anonymity.

The said order was issued late on Thursday night to all the additional chief secretaries, principal secretaries and department heads to submit this report by July 31.

The department of personnel and training uploaded the government order (GO) on its official website forcing officers and employees of the four lakh-strong work force falling in the ‘50 plus’ bracket to pull up their socks.

As per the order, the chief secretary would set up a screening committee which will review and analyse the performance of all employees over 50-years of age as of March 31, 2017 and decide.

The GO, however, clarifies that the exercise of compulsory retirement has to be undertaken on a large scale and all department heads are expected to complete it within the stipulated period.

“This system of appraisal and evaluation of work is already going on at Centre and in many other states,” stated Singh. Clause 56 of the order says: “The competent authority can send an officer on compulsory retirement on a three month notice without mentioning the reason.”

उत्तर प्रदेश सरकार ने अपने काम को सही तरीके से अंजाम नहीं देने वाले 50 साल और उससे अधिक उम्र के सरकारी कर्मचारियों को अनिवार्य सेवानिवृत्ति देने के लिये स्क्रीनिंग करने के आदेश दिये हैं. कर्मचारी संगठनों ने पिछली छह जुलाई को जारी इस शासनादेश का विरोध किया है. अपर मुख्य सचिव मुकुल सिंघल द्वारा राज्य के सभी विभागों के अपर मुख्य सचिवों एवं सचिवों को जारी किये शासनादेश में कहा गया ‘‘वित्तीय हस्तपुस्तिका खण्ड 2, भाग 2 से 4 में प्रकाशित मूल नियम-56 में व्यवस्था है कि नियुक्ति प्राधिकारी, किसी भी समय, किसी सरकारी सेवक को (चाहे वह स्थायी हो या अस्थायी), नोटिस देकर बिना कोई कारण बताए, उसके 50 वर्ष की आयु प्राप्त करने के बाद सेवानिवृत्त हो जाने की अपेक्षा कर सकता है. ऐसे नोटिस की अवधि तीन माह होगी.’’

शासनादेश में सभी विभागाध्यक्षों से कहा गया है कि वे अपने विभाग के अधिष्ठान नियंत्रणाधीन सभी कर्मियों के सम्बन्ध में अनिवार्य सेवानिवृत्ति के लिये स्क्रीनिंग की कार्यवाही 31 जुलाई तक जरूर पूरी कर लें. 50 वर्ष की आयु के निर्धारण के लिये कट-ऑफ डेट 31 मार्च 2018 होगी. यानी ऐसे सरकारी सेवक जिनकी आयु 31 मार्च 2018 को 50 वर्ष या उससे अधिक होगी, वे स्क्रीनिंग के लिये विचार के दायरे में आएंगे. हालांकि, कर्मचारियों ने इस शासनादेश पर तीखी प्रतिक्रिया दी है. उत्तर प्रदेश सचिवालय कर्मी एसोसिएशन के अध्यक्ष यादवेन्द्र मिश्र ने कहा कि सरकार के इस तरह के कदम दरअसल, कर्मचारियों को परेशान करने के लिये हैं. इसे बरदाश्त नहीं किया जाएगा.

माना जा रहा है कि प्रदेश के 16 लाख में से चार लाख सरकारी कर्मी इस स्क्रीनिंग के दायरे में आएंगे. उनके कामकाज और प्रदर्शन के बारे विस्तृत रिपोर्ट 31 जुलाई तक सम्बन्धित आला अधिकारियों को सौंपी जाएगी.
