Government Extends 2023-24 PAR Submission Deadlines for AIS Officers

In a recent development, the Ministry of Personnel, Public Grievances, and Pensions under the Government of India has announced an extension of deadlines for the recording of Performance Appraisal Reports (PARs) for the year 2023-24. This decision comes as several reporting officers are yet to submit their remarks, necessitating an additional timeline to ensure timely completion and accuracy.

Revised Timeline for PAR Submissions

As per the notice, the Department of Personnel and Training (DoPT) has extended the deadlines for different stages in the appraisal process. The revised schedule is outlined below:

The extension applies specifically to cases where delays in submission have occurred, offering reporting officers and authorities more time to finalize and submit their remarks. This extension aims to prevent premature auto-forwarding of PARs due to missed deadlines.

  • Self-Appraisal Extension: Officers now have until 15th August 2024 to complete their self-appraisals.
  • Reporting Authority Deadline: Reporting authorities are required to finalize their remarks by 15th October 2024.
  • Reviewing and Accepting Authority: Reviewing authorities have until 15th December 2024, with the Accepting Authority deadline unchanged at 31st December 2024.

Implications of the Deadline Extension

The extended timelines aim to streamline the appraisal process, reducing the frequency of auto-forwarding of incomplete PARs. According to the DoPT, any auto-forwarded PARs that have been reverted for comment will also follow the new deadlines.

However, the notification emphasizes that no remarks can be added or altered post 31st December 2024. This final cut-off aligns with the existing AIS (PAR) Rules, 2007, ensuring the process concludes before the end of the appraisal cycle.

The DoPT has directed all Ministries and Departments to adhere to this revised timeline. Key departments, including the Ministry of Home Affairs and the Ministry of Environment, Forest & Climate Change, have been specifically addressed, ensuring cohesive action across various governmental divisions.
