Bihar state government employees – to get full benefits under the 7CPC from January 1, this year.

From January this year the Bihar state government employees will get full benefits under the 7th Pay Commission which has been announced by the state chief minister Nitish Kumar on Tuesday.

“The state government will implement the pay panel’s recommendations as soon as the state fitment committee submits its report,” Nitish Kumar was quoted by Times of India in his vote of thanks for the governor’s address to the joint session of the legislature.

On December 21, 2016, the state cabinet had approved the formation of the fitment committee headed by ex-chief secretary S S Kang. The committee has been asked to submit its report in next three months.

In Bihar, around 4.5 lakh  Bihar state government employees and 3.5 lakh pensioners will benefit under the new payscales. Earlier, the Centre had claimed that its employees would get a pay up to 23 per cent with the implementation of 7th Pay Commission.

In its Budget for 2017-18, the Bihar state government has estimated expenditure to the tune of Rs 78,818.46 crore (Rs 6,541.51 crore more than the last fiscal year) on the establishment and committed costs, including payment of salaries and pension.

Meanwhile the committee on allowances that had recently submitted its report on higher allowances under the 7th Pay Commission and had suggested no hike in the transport allowance for the central government employees. The Committee on Allowances had accepted the 7CPC recommendations on Transport Allowance (TPTA) and had also said there will be no hike. The panel also decided to raise the House Rent Allowance (HRA) to 30 per cent. After the recent developments, the Central Government employees will now receive the travel allowance as per the 6CPC recommendations including Dearness Allowance (DA).

The 7th Pay Commission made a report on Dearness Allowance (DA), assuming that the rate of it will be 125 per cent at the time of implementation of the 7CPC recommendation, ie: on January 1 next year. The committee on allowance also suggested raising HRA to 30 per cent of the basic pay as against the 24 per cent recommended by the 7CPC.
