If a central ovt. officer is on medical leave and he/she has HPL and/or EL balance available with him/her, can his/her salary be stopped on the basis of absence in office?

The question here is unauthorised absence which is considered as Misconduct . It doesnt matter how many days ELs / HPLs are at credit, .

The salary can be stopped when the employee remains absent from duty without any information . Because one never knows whether the employee will resume duty or not.
