This is a query regarding my 6 CPC pay fixation which remains unresolved till date.
My date of increment was on 1st Jan. in the year before 2006, the year of implementation of 6 CPC. I was on earned leave from some date of December 2005 and joined office on 7th January 2006. At that time, 5 CPC was on vogue and so my increment got deferred to my date of joining i.e 07.01.2006. From the next year the date of increment got restored to 1st of January as per rule.
6 CPC got implemented in September 2008 with effect from 01.01.2006. A person with date of increment on 1st January 2006 was to get pay fixed on 01.01.2006 with one increment on pre-revised scale. But as I was on EL on 01.01.2006 I was not given increment on pre revised scale on 1st Jan. My increment on revised scale was given on 01.07.2006.
Now as persons with date of increment between February to June was getting increment after one and half years, an OM was issued to grant them one increment on pre-revised scale on 01.01.2006 as one time measure. Now, there is no mention about person like me whose increment got deferred to later date of January, though we are also getting increment after one and half year. Further, my juniors are now drawing higher salary than me.
So, either the original 6 CPC pay rules already has provision to address our situation or the authority, while issuing the “one time measure” OM.
So, there is an anomaly.
I request all members to guide me to resolve the anomaly, if it is so, at earliest.
