I have joined as Stenographer Grade D on 18.10.1989 in CSSS and later in 1994 joined a Subordinate Service as Stenographer Grade III on technical resignation I was granted ACP on completion of 12 years on 18.10.2001. I got my first promotion as Stenographer Grade II in the year 2003 but no fixation was availed due to ACP. Later in 2009, I got my promotion as Stenographer Grade I. In 2012,I was promoted as Private Secretary. After implementation of 6th CPC, the Stenographers Cadre was restructured as Stenographer Grade II by merging Grade III and Grade II together granting 2400 grade pay and Stenographer Grade I with 4200 grade pay. I may please be advised whether I am eligible for 3rd financial upgradation on completion of 30 years since the Stenographers Grade III and Grade II were merged together.
I shall be grateful for a reply.

1 st promotion – 2003 [ Steno Grade II ] GP 2400

2 nd promotion – 2009 [ Steno Grade 1 ] GP 4200

3 rd Promotion – 2012 [ PS ] GP 4600

Dear Sir

At the outset my sincere thanks for your response. At the same time, I would like to clarify my first promotion in 2003 was to the GP of 4200. At the time of joining Government Service the pay scale was 1200 basic corresponding to 2400 GP in 6th CPC Regime. Second promotion in 2009 was also with the same GP 4200.

Sir,

If your entry level pay is equivalent to GP 2400 due to merger of stenographic Grade III and Grade II , you are entitled to 3 rd financial up gradation on completion of 30 years of service .

Since there’s no pay scales from the 6th CPC you’re already in the higher grade pay so there’s no pay fixation. Yes you are eligible for 3rd upgradations of basic pay on completion of 30th year 3rd MACP as on 18-10-2019 but as per the 7th CPC rules you should give opinion increment from January 2020 in the MATRIX LEVEL 6 and DNI on 1-1-21in MATRIX LEVEL 7 (GP 4600).
You mention your basic as on 1-7-19 I will fix your pay on 1-1-20 & 1-1-21.
