New Delhi, the 30th June, 2020

S.R.O. 11.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Indian Air Force (Group ‘C’), Fire Fighting Staff, Recruitment Rules, 2013, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the Group ‘C’ posts of Fire Fighting Staff in Indian Air Force, Ministry of Defence, namely:-

1. Short title and commencement .— (1) These rules may be called the Ministry of Defence, Indian Air Force, Fire Fighting Staff (Group ‘C’ Post) Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix .—The number of the said posts, their classification and Level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc .—The method of recruitment to the said posts, age- limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification .— No person ,–

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

Shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from operation of this rule.

6. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provision of these rules with respect to any class or category of persons

7. Saving .—Nothing in these rules shall affect reservation, relaxation of the age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion: Leading Firemen and Fire Engine Driver in level-3 in the pay matrix (` 21700-69100) with eight years regular service in the grade subject to possessing the qualification of Senior Fire Supervisors Course from Centre for Fire, Explosive and Environment Safety, Defence Research & Development Organisation, New Delhi or the Sub-officers course from the National Fire Services College, Nagpur or any other similar Government recognised course.Note : Where juniors who have completed their qualifying eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. Group ‘C’ Departmental Promotion Committee (for considering promotion) consisting of :-1. Officer of the rank of Wing Commander or equivalent or above – Chairperson;

2. Officer of the rank of Squadron Leader or equivalent – Member;

3. Commissioned Officer with requisite technical knowledge and not related with the section where promotions are to be made – Member.

Note 1
: The crucial date for determining the age-limit shall be the closing date for receipt of applications from candidates and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Union Territory of Ladakh, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands and Lakshadweep.
Note 2
: In the case of recruitment made through employment exchange, the crucial date for determining the age-limit shall be the last date upto which the employment exchange is asked to submit the names.
Essential: (i) Matriculation or equivalent qualification from a recognised Board. (ii) Must have atleast three years experience of driving heavy vehicle and be in possession of valid driving license issued by the any Government. (iii) Must be physically fit and capable of performing strenuous duties and must have passed the test specified in Note-1 below. Or Ex-servicemen of appropriate trade.
Desirable:
 (i) Having experience in maintenance and operation of various types of Fire appliances. (ii) Experience of having worked in a regular Civil or Defence Fire Brigade as Fireman from any Government. (iii) Have passed the General Fire Fighting Course from any Government recognised institute.

Two years for direct recruits and re- employed Ex- servicemen after superannuation By direct recruitment failing which by transfer on deputation/ re- employment Transfer on deputation or re-employment: The Armed Forces Personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications prescribed shall also be considered. Such persons would be given deputation terms upto the date on which they are due on relief from the Armed Forces; thereafter they may be continued on re-employment.
Note 1
: The departmental candidates who are in the feeder category will not be eligible for consideration of appointment on deputation. Similarly, deputationists shall not be eligible for appointment by promotion.
Note 2
: The period of deputation including period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the central government shall ordinarily not exceed three years.
Note 3
: The maximum age-limit for appointment on deputation shall not be exceeding 56 years as on the closing date of receipt of the application.

(iii) Must be conversant with the use and maintenance of all types of extinguishers, Hose Fittings and Fire appliances and equipments like Fire Engines, Trailer Fire Pumps and Foam Branches. (iv) Must be physically fit and capable of performing strenuous duties and must have passed the test specified in Note-1 below. Or Ex-servicemen of appropriate trade. Desirable: (i) Should be familiar with maintenance and operation of various types of Fire appliances. (ii) Experience of having worked in a regular Civil or Defence Fire Brigade as Fireman from any Government. (iii) Have passed the General Fi Fighting Course from any Government recognised institute. Note-1

Physical Examination

Test as to physical fitness etc. referred to in Column 7 and 11 shall be as under:

1. Height without shoes : 165 cms provided that concession of 2.5 cms in height shall be allowed for members of the Scheduled Tribes;
2. Chest (non-expanded) : 81.5 cms
3. Chest (upon expansion) : 85.0 cms
4. Weight : 50 Kgs minimum
5. Endurance Test : (a) Carrying a man (fireman lift of 63.5 kgs to a distance of 183 meters within 96 seconds)
(b) Clearing 2.7 meters wide ditch landing on both feet (long jumps)
(c) Climbing 3 meters vertical rope using hands and feet.
