Will the Minister of Education be pleased to state:
(a) whether there was a provision for the University Grants Commission (UGC) to share the burden of 50 per cent of funds after the implementation of 7th Pay Commission by the universities;
(b) whether Government of Bihar has implemented the 7th Pay Commission on which an amount of ₹ 767 crores had to be spent;
(c) whether the UGC has not released its share of ₹ 383.50 crores till date; and
(d) if so, the justification for this delay and the time-line by which it proposes to release the same?

(a): The Scheme of Revision of Pay (7th CPC) of Teachers and Equivalent Cadres in Universities and Colleges has been implemented by the Ministry of Education. Under the scheme, the Central Government reimbursed50% (fifty per cent) of the additional expenditure involved in the implementation of the pay revision in universities, colleges and other higher educational institutions funded by the State Government, for the period from 01.01.2016 to 31.03.2019, to those State Governments, who wish to adopt and implement the scheme, subject to certain conditions and furnishing of complete proposal along with necessary documents by the closing date of the scheme i.e. 31.03.2020.
(b),(c) & (d):The Government of Bihar informed that it had implemented the Scheme of Revision of Pay (7th CPC) for teachers and equivalent cadres of State Universities & Colleges and the total additional expenditure for implementation of the scheme for the period from 01.01.2016 to 31.03.2019 is Rs.767,06,18,748/-, but did not submit the complete proposal along with required documents on or before the closing date i.e. 31.03.2020 of the scheme. Therefore, the central share for the scheme could not be released.
