Nearly two months after the central government approved recommendations of the 7th Pay Commission on allowances for Central government employees, Odisha government has announced revised pay scales for state government employees.
Odisha Chief Minister Naveen Patnaik announced implementation of 7th Pay Commission’s recommendations for the government’s nearly 8 lakh employees and pensioners.
Odisha government employees will draw revised pay with their salary for the month of September. “My government has decided to implement the recommendations of the committee constituted for examination of the 7th Pay Commission and its adoption for state government employees,” Odisha Chief Minister Naveen Patnaik said on Tuesday.
The Naveen Patnaik government’s decision will bring cheer to employees ahead of the festive season.
The state’s 4.5 lakh government employees and nearly 3.5 lakh pensioners will benefit from the implementation of the Seventh Pay Commission’s recommendations. The decision will put an additional burden of nearly Rs 4,500 crore annually on the state exchequer.
A few days ago, Odisha’s finance minister S B Behera had hinted that the Patnaik government is likely to announce implementation of Seventh Pay Commission’s recommendations soon.
“We have received the report from the fitment committee and the government is considering to implement the new pay scale for employees soon,” the finance minister said.
State government employee unions have been demanding implementation of Seventh Pay Commission’s recommendations with effect from January 1, 2016 as was done by the Central government. For the state, this would have meant an additional burden of nearly Rs 5,500 crore per annum.
Employees unions have expressed displeasure over the time of implementation of the Seventh Pay Commission recommendations.
Despite Odisha’s worrying liquidity position, Naveen Patnaik’s decision is significant considering Odisha goes to polls in 2019, and a resurgent BJP may pose stiff challenge to the ruling Biju Janata Dal (BJD) government.

भुवनेश्वर: ओडिशा के मुख्यमंत्री नवीन पटनायक ने बुधवार को आठ लाख कर्मचारियों और पेंशनधारियों के लिए सातवें वेतन आयोग की सिफारिशों को लागू करने की घोषणा की. नवीन पटनायक ने संवाददाताओं से कहा “मेरी सरकार ने 7 वें वेतन आयोग के परीक्षण के लिए गठित समिति की सिफारिशों को लागू करने और राज्य सरकार के कर्मचारियों के लिए इसे लागू करने का फैसला किया है.”
ओडिशा में इससे राज्य सरकार के करीब 4.5 लाख कर्मचारी और 3.5 लाख सेवानिवृत्त कर्मचारी लाभान्वित होंगे. पटनायक ने कहा कि इससे लगभग 4,500 करोड़ रुपये का अतिरिक्त सालाना व्यय होगा. पटनायक ने कहा कि “राज्य सरकार के कर्मचारियों को सितंबर के वेतन से यह वेतन वृद्धि मिलेगी.”
कर्मचारी संघों ने हालांकि 7 वें वेतन आयोग को लागू करने के समय को लेकर नाराजगी व्यक्त की है. केंद्र सरकार द्वारा एक जनवरी, 2016 से वेतन आयोग की सिफारिशें लागू की गई हैं. ओडिशा के कर्मचारी भी इसी तिथि से वेतनमान लागू करने की मांग कर रहे हैं.
