7th Pay Commission benefits to ICSSR aided institutions
330 Shri Jawhar Sircar:
Will the Minister of Education be pleased to state:
(a) what are the reasons for the unusual delay in granting benefits of 7th CPC to Indian Council of Social Science Research (ICSSR) aided institutions;
(b) what was the approximate gap in granting revised scales during the 6th CPC between the ICSSR and its aided bodies; and
(c) by when can these aided institutions expect their benefits under the 7th CPC?

(a) to (c): The revised pay structure recommended by Central Pay Commission (CPC) are extended to the employees of Quasi-Government Organizations, Autonomous Organizations and Statutory bodies etc. set up and funded/ controlled by the Central Government with specific approval of the Central Government as per guidelines of Department of Expenditure, Ministry of Finance.
The recommendations of 6th CPC for the revision of pay scales was extended to the employees of the Indian Council of Social Science Research (ICSSR), New Delhi on 06.10.2008. At the time of implementation of a new pay commission in Research Institutes, the performance, governance, needs and faculty & staff strength of the institute are thoroughly examined by ICSSR. Consequently, the order was issued on 30.11.2010 in respect of 21 Research Institutes and on 10.03.2011 in respect of two Research Institutes funded by ICSSR.
The Ministry has constituted a Committee for examining the applicability of 7 CPC recommendations to the Research Institutes funded by ICSSR.
