7th Pay Commission Non Practicing Allowance payable to Central Government Doctors in Medical and Veterinary Posts –Â 20% of Basic Pay – DA is payable on NPA
Non Practicing Allowance is a special kind of allowance payable to Doctors occupying the posts of Medical and Veterinary Services.
Until implmentation of 7th Pay Commission NPA (Non Practicing Allowance) was paid at the rate of 25% on tthe Basic Pay (Pay in Pay Band and Grade Pay).
7th Pay Commission had recommended that Non Practicing Allowance be paid at the rate of 20% of Basic Pay since it is a percentage based allowance. It may be noted that similar to to NPA all the percentage based allowances were proposed to be reduced to 0.8 times by 7th Pay Commission. While implementing 7th Pay Commission’s recommendations Govt also decided that NPA is payable at the rate of 20% of basic pay.
As recommended by 7th CPC, Govt allowed for taking NPA as Pay for the purpose of calculating Dearness Allowance. However, the for the purpose of calculating HRA, Govt decided that NPA should not be taken in to account since 7th Pay Commission found no justification in including NPA for calculating HRA.
