    a specialize case came and which i am unable to solve my self that one my friend position as under and requested entire pay structure since 01.1.2006 along with arrears pl .
    1. pay as on 01.01.06 is Rs 5375/
    2. got one time bond promotion in postal department scale 4500-125-7000 from 15.2.2005
    3. original increment sept, but on stepping with junior at 5 cpc increment from jan since2006.
    4. post phonement increment(rule 16 punishment for clerical error for one year with out any further and restored from feb 2007 .
    5. His pay fixed at 12640 with grade pay RS 2800 by postmaster account branch
    6. mean while his junior who are in the pay scale 4000-100.-6000 has got promotion and
    reached pay of RS 5500/-(4500-125-7000) from june 2006 and his pay as on 1.9.2008
    rs 14000 GP 2800 got good arrrers.
    7. coming to pint his pay fixation neither for 5250X1.86 nor 5375×1.86 taking six monthly
    avarage of Rs 12640(grade pay rs 2800, pay RS 9840(5250+5375/2 x1.86= 9840)
    which does not have scientific support given 6th pay commission approved )
    8. actually he is 5375×1.86 Rs 10000 fixed+2800 =RS12800, so balane RS160 per month
    and with DA on arrears should be, his pay on 1.7.2008 is 14250+GP 2800
    9. It is not known when punishment of post poning increment for one year in the revised
    6cpc version he was been in the scale of Rs 12640 from jan 2006 to july 2007 for 18 month , it is much injustice for official who vicitimsed for a long period which not covered any by pay commission structure and disciplinary proceedings.
    10. There fore it requested every body to look in to matter for every common justice that
    no innocent has to sufferer for a long period.
    11. necessary ruling position and full pay structure with arrears calculation is requested

    I was discharged from IAF on 31.12.08(A/N) on completion of 29 years and 19 days of service before attaining the age of superannuation. while in Air Force, my wife has undergone sterlization operation (Tubectomy) on 07 Jul 1989 and a special increment was granted to me. Now, I have joined MHA wef 01 Jan 2009 as an ex-servicemen and still left with 11 years and 4 months to retire. The present department mentioned that no special increment for family planning is admissible on re-joining of any Governmen t service.Kindly, let me know whether I am eligible for getting special increment of family planning in the present Central Government service.

Let me know whether 6th pay commission gazette notification ordered by govt has been activated for PP for sports achieved. whether PP is included in 6th CPC revised? Pl clarify. if not it.     In the recent Travelling allowance rules, food allowance is given in place of daily allowance. Whether the food expenditure is to be noted in the lodge receipt to get the food allowance or it will be given when the tour is approved? Also for local movement, taxi fares has been fixed for PB-3 and above. How to make a claim?
    Let me know in detail.

    As per old TA rules (for which we could opt) Self declaration with distance traveled in KM is enough for claiming expenses incurred for local travel on mileage basis. New TA rules used the term ‘reimbursement’ which is interpreted by PAOs as production of original bills claiming expenses for food, local travel etc

    I am a pensioner of govt of india with PPO no 751260800010 of ministry of environment&forests,paravaran bhawan,newdelhi-110003 worked under its institute in bangalore[institute of wood science & technology,18th cross,malleswaram- under ICFRE,dehradun-6]. Till date 6th pay arrears and entitled ACP are not given besides paying low pension of RS 6286 as against the stipulated RS 10500[OM no 38/37/08-P&PW[A] pt.1 min of p,pg&p,d/o pension & pensioners welfare,dt 14-10-08, newdelhi]. Will anyone help me as I have availed of all grievance cells of the country.I feel it a great shame on the nation to trouble elderly senior citizens like me.This is an intolerable inequity fit to be anathemised and accursed.     Just now felt loathesomely disgusted about the way things are handled in this country with no coordination between any two persons, So,the policies will be faulty,policymakers do not know what they are doing,talking and thinking. In such an eventuality any calamitous and direful things can happen,which is exactly what many mentally gifted elderly seniors are mourning upon.Afterall 6th cpc is a trifling issue worth ignoring framed by mostly unread people hanig no understaning of numinous, platonic and spiritual values our nation stood for, ofcourse once upon a time.Commonsense is very uncomman is the apropos phrase for the nonce and going to be still worse as days roll on.

    Sir, I am having one Fin. Ministry Order stating that Grade Pay Rs. 4600/- i.e. If your Prerevised Scale is more than 5000 and you are drawing the Grade Pay of Rs.4200, here is a good news for you. In a reply given under RTI the Ministry of Finance, Department of Expenditure has clarified that the pre-revised scales 5000-8000, 5500-9000, and 6500-10500 have been granted identical revised Pay Band of PB-2 ( Rs.9300-34800) with grade pay of Rs.4600/-. It is means the grade pay of HC/Acctt/SSK and those UDCs who are granted 2nd ACP, should be Rs.4,600/- instead of Rs.4,200/- presently drawn by most. Clarification from the Ministry of Finance order is with me. Kindly clarify this…

    Child care leave – 2 years
    clarification 2 has mixed the 2 points where EL is no way connected to child care. Which leave is to be applied for the purpose is individual discreation where as here women folks are asked to take child care leave on after finishing EL , Child care leave is a subject related to social upliftment , and it is clearly mentioned in 6 th CPC that it is to be treated like maternity leave , miscarriage. Clarification 2 has clearly misguided the women folk and the basis of the 6 th pay commission to grant this leave. such type of mis clarification shows the jealousy on women folks by man.
    This type of help (CCL ) is comming after long due course of hardship the women folks has faced by nature or by virtue most of the look out of the family wellbeing and their time table including their husband is to be taken care by women only . I being having two children I have gone through the consequences and at present I am left with 1 month EL after 17 years of service .apart fromthis not enjoyed one month leave any time to enjoy with my own parents.the proverb ” It your baby dear ” comes from the circumstances This CCl is very much required for the mothers who care for their children.
    If we leave our child to their own to look after then their may various consequences , servants , child care centre are also not reliable during the sickness of the child , for proper guidance and indepth knowledge of the wisdom all comes from the mothers only. Mothers are the social building blocks of coming generation , If u want better society ,mothers(Working womens) are to be looked after in the right attitude. I appericiate the spirit of 6 CPC,

    Men who are jealous because of the CCL may be married men with non-working wives or wives working in private sector. The men with non-working wives will be already jealous because of the income tax relief female colleagues are getting for their income which mostly will not be the sole income of the family, while their sole income gets taxed!
    It is a known fact that most of the departments are running short of hands and every one are doing extra work. Then who are going to look after the work of women going on such leave? If citing the above leave is not granted then what is the use of such rule for women?!
    Is it not the duty of the family enjoying the fruits of the woman’s work share her responsibility also?
    How can this rule benefit the society as the percentage of women working outside the purview of this rule is much much more than the women who are going to enjoy it?!
    It will be best for the women if their own family men realise their plight and appreciate their contribution first. Let the women make the men at home change their attitude which will beget better society.

    the pay difference between armed forces and cops not justified. even all force pers are working for nation and giving their supreme sacrifice for tri-colour. the supreme sacrifice for the nation of 2 men should not be differenciate by the govt. the difference of green and khaki to be finished. all army/cpos pers leaving behind their personal comforts/families/ children guarding nation on i s duty or on border. all citizens should see the comforts of a force pers first.

    Hello… Today another clarifications for CCL issued. It
    is clarified that child care leave sanctioned prior to issuance of O.M. No. 13018/2/2008-Estt.(L) dated 18th
    November, 2008 shall be treated as child care leave and shall
    be deducted from the Child Care Leave account of the Government servant concerned. No adjustment against any other kind of leave shall be made in this regard. The Child Care Leave sanctioned for the period beyond 18/11/2008 shall however be regulated in terms of clarification issued vide O.M.
    of even number dated 18/11/2008.

    Sir, My pay as on 01/01/06 was 5500/- ( GP 4200 as per CPC) . Got ACP after completion of 12 years on 01/08/2007 to pay scale of 8000-275- ( GP 5400 as per CPC ). If my pay is fixed as per the new ACP scheme after completion of 10 years which is 01/08/2006 , whether I would be give ACP in the GP of 5400/- or to 4600/-. If it is 4600/- , why should I accept it , when I am suppose to get GP 5400/- as per ACP received after completion of 12 years as per old ACP rule.

    Please guide me .

    As per 6th pay commission LTC will be given every year, i.e for 3 occasions for Home town and one occasion for All India tour in a block of four years, say current block 2006-09. Whether LTC for the year 2008 can be taken upto Dec 2008 or upto Dec 2009. Similarly for the year 2009 upto Dec 2009 or upto 2010. Please clarify and send e-mail to gdpaul@sify.com .

    I have got ACP on 08-07-2007 in the scale of 6500-200-10500 from the scale of 5500-175-9000. My office has not fixed my pay in revised scale stating that it is still not clear that you will be given modified ACP benefit or you can retain your old ACP.The clarification stated above relating to fixation of pay in r/o promotion/ACP up gradation got on or before notification date and after the 1.1.06 is applicable on me or not. Which option I should give to get more benefit on fixation. Please suggest.

    The ACP fixation has been made in the old scale as follows

    Name and sesignation = T.G.RENJITH
    Date of Financial Upgradation = 08/07/2007
    Pay in the existing scale of Rs.5500-175-9000 = Rs.7950/-+60/-QP
    Pay initially fixed in the next Higher scale

    Fixation of pay in revised scales. Iwas drawing 6650/-(BP) in the scale 5000-150-8000 as on 1.1.06 (Got ACP on Aug 1999 from 4000-100-6000 to 5000-150-8000)
    Now my pay is being fixed in PB-2 (9300-34800) but grade pay given is 2800 which falls in PB-1. Can anybody give copy of orders to get the appropriate grade pay.

    every is telling that PBOR were given 70% penion of their last salary and sixth pay commission has reduced to 50%. this is not correct. PBOR were never given 70% pension. i retired from army. my pay scale was 6600-170-9320. my last pay was 6670/ when i retired from service. my pension should be fixed ie rs 4739/ as per 70% rule. my pension was fixed rs 3743/ vide rule 50% maximum of pay scale ie 4660 multiply by by number of year service rendered ie 26.5 years and divided by 33, one can render maximum service. is equal to rs 3743. now rumour in air that govt is agreed to restore 70% pension. i am unable to understand the meaning if Restore. when nothing is earlier given ,now what will be restored.

    the part B of the schedule of the pay notification mentions that post in the pre-revised scale of Rs.6500-10500 carrying a minimum degree of Engineering or law should be upgraded to the pay scale of Rs.7450-11500.     I am working as post Graduate Teacher. My department is refusing me to give one increment at the time of giving me upgradation/Grade-II as the teachers are not covered under ACP though the teachers are given Assured Carrier Progression in the form of Grade-I or Grade II or Senior Scale or Selection Scale. Pl. Clarify as Government servants other than teacher are upgraded under ACP by giving one increment if the Grade pay is changed but the same rule is not applicable to teacher though they are also covered by upgradation.

    I M V Bhaskar working as Electrical Khalasi at Hyderabad Central Electrical Division, NISA, Hakimpet, in (Central Public Works Department), possessing prescribed qualifications as mentioned in para 3.7.9(i) of the Report have represented to our Department for placing me in the Group D PB-I pay band of Rs.4860-20,200 along with grade pay of Rs.1800 according to the Gazette notified.

    But my pay was fixed and placed in Rs.4440 -7440 in the Grade Pay of Rs.1300 ie., -1S Pay Band.

    In the Gazette the following was stated:

    Placement of Group D in PB-1

    “As mentioned in para 3.7.9 (i) of the Report, all Group D employees possessing prescribed qualification shall be placed in the PB-I pay band of Rs.4860-20,200 along with grade pay of Rs.1800 with effect from 1.1.2006. Other Group D employees not possessing prescribed qualifications shall be retrained and after retraining they shall also be placed in the PB-I pay band along with grade pay of Rs.1800 with effect from 1.1.2006. Arrears shall be payable in both the cases with effect from 1.1.2006. Further, retraining should preferably be completed with in a short period, say 6 months also, so that fixation in pay band PB-I and payment arrears of salary is not unduly delayed”.

    I need a clarification regarding the fixation of pay specified above as mentioned in the Gazette.

    Is it the Group D Staff working in the Administration side ie., Attender / Peon are only eligible and shall be placed in the PB-I pay band of Rs.4860-20,000 along with grade pay of Rs.1800 (as informed in our Department) or else;

    Is there any specific guidelines or certain instructions to implement the same to all the Group D employees such Skilled / Unskilled working in other than administrative side and shall be placed in the PB-I pay band of Rs.4860-20,000 along with grade pay of Rs.1800

    Kindly clarify on the above please.

    I retired from CSIR Scientific service on 30-6-2008. Full pension benefit has not been given in my case as the circular issued for full pension is 2-9-2008. I have put-in 25 years of service and elgible for full pension as per original VI PC recommendations. It is an injustice and the revised scales are implemented from 1-1-2006 and full pension should be given to those who retired after 1-1-2006. Could you pl. clarify and if there are any modification regarding pay fixation for those who retired durng 1-1-2006 and 2-9-2008 (the date of cicvular issued).

AS PER VI TH PAY SCALE WAS GIVEN 5000-8000, COMPLETING 12 YEARS ON3/2006 AS PER ADHOC APPOINTEMENT & 3/2007 AS PER REGULAR APPOINTEMENT NOT RECIEVED ANY PROMOTION ,NITHER ANY ACP SCALE PLAESE CLARIFY WHEN WILLBE MY FIRST ACP AS THERE NO PROMOTION FOR ME IN FUTURE

They are enrolled with a technical qualification under statutory provisions given in constitution of India i.e. under Pharmacy Act 1948. yet they are treated at par with 4th class employees and are kept in Pay Band-I despite the 6th CPC had recommended a better pay scale for pharmacists at 3.8.15, which has not been considered by Govt. This reputed profession has not even been mentioned in the notification while quoting other Para Medical staff.

As per the recommendations in the 6th Pay commission report at para 3.1.15 Simultaneously, separate recruitment to the Ministerial and Stenographer cadres in the filed offices shall cease immediately. All future recruitment in the pay scale of Rs.6500-10500 correspondint to the revised pay band PB 2 OF RS.8700-34800 ALONG WITH GRADE PAY OF RS.4200 FOR EVERY FILED OFFICE SHALL BE MADE AS EXECUTIVE aSSISTANT whose qualification as well as method of recruitment shall be as prescribed for Executive Assistants in the Secretariat. Fifty% of the posts in this grade shall be filled by direct recruitment of cadndidates possessing minimum qualification of a Graduate degree and one year diploma in computers. “THE EXISTING INCUMENTS IN THE MINISTERIAL AND STENOGRAPHERS CADRES IN FIELD OFFICES SHALL CONTINUE AS DISTINCT CADRES TILL THE TIME THE ADMINISTRATIVE MINISTRY CONCERNED EVOLVES A PROCEDUCRE FOR THEIR JOB ENLARGMENT/ ENRICHMENT, RETRAINING AND RE-DEPLOYMENT IN ONE UNIFIFED CADRE”
    Based on this recommendations i lodged a petition in New Delhi about the above mentioned points at the public grievence redressal cell. They reply sent by them is to aproach the respective ministry. In this connection i would like to say all my friends who are UDC & LDC who have any degree with computer diploma awared by university (PGDCA) or Computer training provided by the Government may apply a request you to respective Ministry why we may not be considered for Executive Assistant with grade pay of 4200 from 01.01.2006. As said in the pay commission report and CSS rules 2009 for recruitment of Assistant. Hence i request all my UDC & LDC friends to give a representation in their respective ministry by today itself. Hope for the best.

    Sub: Anomaly in the CCS Rules for Pay Fixation
    Sir,
    Due to the first time introduction of one uniform date of annual increment i.e., 1st July (July to July as year) for all the employees, severe injustice and discrimination has been caused to those 50% of the existing employees whose date of annual increment in the unrevised pay scales otherwise falls after 1st January but before 1st July qua those whose date of annual increment falls after 1st July but before/on 1st January.
    Those whose date of annual increment in the unrevised scales is in December, their annual increment is pre-poned (advanced) to 1st July by nearly 6 months in the revised scales and hence get a recurring benefit, for all years to come, of an advanced annual increment by 6 months and consequently increased retirement benefits as well.
    On the other hand, 50% of the employees whose date of annual increment in the unrevised scales falls in January/February etc. their annual increment is postponed to July upto/by 6 months( annual becomes 13-18 months) and hence suffer a recurring loss, for all years to come, in the revised scales and a consequential loss in retirement benefits also for no fault of theirs.
    Solution: As a one time measure, commensurate with the first time introduction of one uniform date(1st July) of annual increment, it is requested to pre-pone notionally the date of annual increment in the pre-revised scale to 1st January of all those employees whose date of annual increment otherwise falls between 2nd January and 30th June, so that they can also get a similar benefit of their due annual increment, six months before at least in the pre-revised scale (if not in the revised scale) seemingly at par with those who have already been given of a similar benefit of preponement (whose date of annual increment otherwise falls between July and December) before the first annual increment is given to all the employees on one uniform date in the revised scales i.e., 1st July.
    In the matter of annual increments, between July to July in the unrevised scales, there should be no discrimination among the employees; one set of 50% getting the benefit of annual increment and the other 50% not getting the benefit. If as a one time measure, the annual increment of December can be pre-poned (advanced) and reduced by/upto 6 months to July in the revised scales, and then there is nothing wrong to set the parity by pre-poning the benefit of annual increment notionally for others also in the unrevised scale from June to 1st January, again as a one time measure only.
    By doing so, heartburning, injustice and discrimination, arising out of (by) giving annual increment after 13-18 months, against 50% of the employees can be redressed.

    in 6th pay commission whose increment is on 1.1.2006 they have been given a increment on that and fixed next increment w.e.f 1st July every year giving the increment benefit 6 months earlier.
    My point is those who are going to retire in the month end of June, they are all loosing the increment benefit after serving one complete year and that to at the time of retirement why can’t they be given last increment those who retires on 30th June? I sincerely request you to look int this matter and do some justification in this regard

    Dear sir, I am PH person working as a UDC, I join the Board during 28.11.1990 after complition of 12 years during the year 2002 they promot me as UDC, in between when i reach my pay i.e.4000 to 4500 they will give an ACP of the Board and fix my basic pay to 5000 meanwhile after 6h pc they will withdraw the ACP due to that I will loss the grade pay from 4200 to 2400. i.e. around 4213/- per month and they recover my grade pay from 1.1.2006 to 1.7.2009 amounting to Rs.46794/- from my IInd instalment arrers . (after re claicultion of arrers from 1.1.2006 to 1.7.2009) KINDLY CLARIFY THIS EITHER i WILL GET THE GRADE PAY 4200 OR NOT.

    Injustice with pharmacists

    Pharmacists are backbone of Indian Health System. Because India is a pure country and most of the patients visit hospital with intention to get free medicines. These medicines are distributed to patients by a technical person called Pharmacists. The Drugs and Cosmetics Act, gives power only to a pharmacist to distribute, store, manufacture a medicine.

    But perhaps govt. do not want to imply Drugs and Cosmetics Act, and do not want to improve Indian Health System thats why Pharmacists are kept with 4th class employees in 6th pacy commission.

Now I am due for IInd ACP on completion of 20 years (on 1-9-2008) GP Rs.2800 in the (PB-1) 5200-20200.But One LDC who has competed 24 years on 24-8-2008 got the GP 4200/- and in pay band (PB-2) 9300- 34800. AS This system is in vogue in our department,WHETHER the UDC will get in future PB2 after completion of the 24 years of service?. Actually our department have the pre-revised scales for LDC 3050-75-3950-80-4590, UDC 4000-100-6000, HC 5000-150-8000, OS ord.5500-175-9000, OS Gr.I 6500-200-10500 now 7450-225-11500 (this is 13 th order.)

    Mr. Thimmappa. w.e.f. 1.9.08 the MACP came into force in place of earlier ACP. In MACP the next Grade pay is given. so you got Rs.2800 correctly. No further change of GP on completion of 24 years. you will get 4200 on promotion to the grade of HC only. The other UDC is very lucky as he has completed 24 years on 24.08.08 and got 4200 under the old ACP.

    I wish to bring to your kind notice that the current anomalies got created due to the unfair recognition meted out to ‘NET or SLET holders with M.Phil degree’. The recent Tamil Nadu Government clarification (G.O 350) gives same sort of privilege to ‘NET or SLET holders with M.Phil degree’ and ‘M.Phil holders without the NET or SLET’. Thus, treating on par with each other. That is to say, two increments in the basic pay at the time of joining service. This is against the principle of fairness and the UGC’s sayings

    In order to ensure .equity and the right to recognition the NET or SLET holders with M.Phil degree could be given an edge like the Ph.D holders, the time span in the pay Band period, as four years instead of five years. I hereby request to consider and let justice be done for hard work.

    On grant of 1st ACP pay was fixed @ Rs.4100/-PM wef 08 May 2007 in the pay scale of Rs 4000-100-6000 after grant of Annual Increment for the year 2007 (which was due on 01 May 2007) without making any option.

    My pay as been revised wef 01 Jan 2006 @ Rs.7070/+ Grade Pay Rs.1900/- PM in PB1 Rs 5200 – 20200, accordance with the provision of 6th CPC. While fixation of Pay under 1st ACP, Now, I have made an option that my pay be fixed wef 01 Jul 2007 after grant of Annual Increment for the year 2007. Audit authority object that you can not make an option now for fixation of pay under ACP because you have not made an option earlier. Sir, I want to know that Can I make an option now for fixation of may pay under ACP, after grant of Annual increment for the year 2007.

    You can opt for fixing the pay with effect from July-2007. There are clear cut provisions available in Memorandum for fixing 6CPC pay after 1.1.2006 based on the option given by the employee.     I am working in Food Corporation of India. I want a clarification whether I am entitled to get removed abonomly or not? The brief history of the case is that A & B joined in FCI as typist in 1979 and 1983 respectively. Mr.B was promoted as Steno Gr.II in 1986 & Mr.A promoted was promoted as Steno Gr.II in 1989 respectively by competiting departmental test. As on 31.12.1986 Mr. B was drawing Rs.902 as basic pay and Mr. A was drawing Rs.895. As on 31.12.89 Mr. B & Mr. A were drawing Rs.962 in the old scale but in revised scale, A was drawing two increment higher than B . Is there any anomoly ? If yes, what FR.22 says in this regard or any other rule is applicable in this regard because FCI authoriuties has refused to remove the anomoly without giving any satisfactory reply. Who is the right person to be contacted in the Ministry of Consumer Affair and Public Distribution. Can B get his pay equavalent to A in revised scale w.e.f. 31.12.1989?     As per Clarification-1 vide F. No. 1/1/2008-IC dated 13.9.2009, only employees completing 6 months and above in the revised pay structure are to get increment on 1.7. 2006.         On this very basis, before switching over to the new system of one uniform date of increment (1st July) for all the employees, firstly acknowledge, credit and give benefit of one pre-revised increment on 1.1.2006 to all those who have completed 6 months or more, after their last increment, in the pre-revised scale in 2005. Otherwise, they will suffer a loss of more than 6 months service and their annual increment will be after 13-18 months and not after 12 months resulting in a recurring loss to the 50% of the employees and consequently loss in retirement benefits (whose date of increment is between Jan. and June).           Since 1st July 2006 is the benchmark for the first increment purposes in the revised scales, preceding one year from July to July should be the basis of the last increment and every employee who has completed 6 months or more should get one increment of the pre-revised scale by/on 1.1.2006. for fixation purposes. 
                       In the revised pay structure, due to the introduction of one uniform date of increment 1.7. 2006, the worst losers/sufferers are those 50% employees whose date of increment in the unrevised scales was between 2nd Jan. and 30th June. Between July to July for 12 months preceding 1.7.2006, such employees have not got any increment (even of the unrevised scale). They get annual increment on 1.7.2006 after a gap of 18-13 months.                      If they exercise their option under Rule 11 and get their fixation postponed to their next date of increment (as per unrevised scale) between Feb. 2006 to June 2006, then the next increment they will again get after 13-18 months on 1.7.2007 and not on 1.7.2006.                       The only solution is to give one increment in the pre-revised scale on 1.1. 2006 at the time of fixation to all those who have completed 6 months or more after the last date of increment in the pre-revised scale.

I joined as Steno-Typist when the Institute was governed by Tamil Nadu Government Rules and Regulations. From 1.4.1989 we switched over to Central Government Rules and Regulations and my designation was Stenographer Gr.III in the scale of pay of Rs.1200-30-.. As per FR 27, I was drawing two advance increments (Rs.30 + Rs.30 = 60/-), which carried no allowances, for acquiring Higher Grade in Shorthand. I got my first ACP on 21.4.2008 on completion of 12 years of service. My scale of pay on award of ACP was Rs.5000-100-… I was drawing two advance increments of Rs.100 + Rs.100 = 200 (which carries no allowances) for higher grade in Shorthand. I have completed 21 years of service in November 2009 without any regular promotion. On implentation of 6 PC, my office did not allow two advance increments stating that there is no OM of Govt. in this regard and I did not receive advance increment corresponding to Rs.200/- in 6PC.

    Now as per the OM No. 18144188-Estt.(Pay) I dated 7th December 2009, I am eligible for two advance increments which will be considered as pay for all purposes.

    I would like to recieve clarification from you on the following :

    1. Will I be eligible to get D.A. for Rs.60/- for the period from 1.4.89 (IV Pay Commission) and D.A. for Rs.200/- (V Pay Commission)?

    2. As I was awarded ACP on completion of 12 years of service the personnel in Establishment Section state that I will not be eligible to get two advance increments under 6 PC as I have been granted I ACP from 21.4.2001.

    Kindly clarify me if the Stenographers do not get advance increments for Stenography after the award of Assured Career Progression Scheme. Kindly clarify.

    Recently Non Functional Scale to CSS Cadre on grant of grade pay of Rs. 4800 to Rs. 5400 has been granted in which it has been clarified that 3% fixation benefit will be granted to all employees of above grade pay. Further other department like Income Tax, Customs and Excise also sought clarification in this regard. In this regard it is to submit that by this there is a imparity in other department in which 3% fixation benefit was not granted i.e. in the Ministry of Water Resources and other ministries of the Government of India. Kindly give valuable suggestion so that the other department may also be benefited.

    I am working as junior hindi translator w.e.f. september 1993 in the pay scale of Rs.5000-8000 pre revised now revised to Rs.9300-34800 .One Assistant(Hindi ) in the subordinate office whose post is abolished by the Staff Inspection Unit in the year 1996and after that a departmental examination and interview for the post of Junior Hindi Translator was held in the year 1999 and an employee Assistant Hindi applied for it and after selected for the post , the employee declared senior to me in the seniority list issued in the year 2009. It is also noted that there was no post of junior hindi translator in that subordinate office prior to 1999. Please clarify me how can this employee senior to me when the employee assumed the charge of junior hindi translator in the year 1999.

In the seniority list of Jr. Hindi Translator issued by the sports Authority Of India , an employee, who assumed the charge of Jr. Hindi Translator in the year 1999, showing senior to me .     3000-4590, 4000-6000, 5000-8000, 5500-9000, 6500-10500, 7450-11500. What will be the next step of Upgradation for me under MACP according to sixth pay commission. Will I get the benefit of grade pay of Rs.4200/- according to our promotional hierarchy or grade pay of Rs.2800/- (which pertains to pay scale of Rs.4500-7000) according to sixth pay commission which never exists in my organisation. Normally the increment will be given after serving 1 year in the year. Now in 6th pay commission increment date fixed as on 1st July every year. What is the fate of those retireing on 30th June? why should they loose last increment after serving 30-40 years in their service? When increment benifit given to those who has increment date why cant be the persons be given their last increment benifit since they are serving complete one year i.e. 1st July to 30June Justification has to be done in this regard.

    Ya. Govt is not coming out with an clarification in this aspect. Retiring employees deserve to get the increment for the period actually worked by them. Increment date in those case are to be adjusted to the date of retirement. For example if an employee retires in March, we feel he should be given an increment when he retires as he had worked more than 6 months without any increment in the pay.

As per Rule 8 of CCS (RP)rULES 2008 “entry level pay in the pay band mentioned under Section II of the notification, will be fixed, at which a DR recruited after 1/1/06 to a particular post carrying a specific grade pay. As such in Section II against the GP 4600 what is the band pay/basic pay is available is to be fixed i.e 17140 as Basic.quote Rule8 and get it fixed

    I was appoint as an Attendant (Group D Employee) on 1.4.1983 in the Basic Pay of Rs. 210-290 revised 800-1150 (Vth Pay Commission)

    My first Assessment done from 1.4.1991 as an Attendant in the Pay Scale of Rs. 3050-4590. After worked nine and half year I was selected as LDC in the same pay scale from 25.10.2000. So I am still working in the same pay scale w.e.f. 1.4.1991 more than 19 years, but does not award any assessment or any upgradation. Am I eligible for next upgradation under MACP. (Under MACP three upgradation will be award entire service? Please what is our next upgradation date?

    I am still drawing in the basic Pay 3200-4900 (Revised 5200-20200 with GP 2000) w.e.f. 25.10.2000 because My Attendant Basic Pay and LDC Basic scale is same and GP is also same w.e.f. 1.4.1991 (Attendant Basic Pay and LDC Basic Pay are same of Rs. 3050-4590 now revised by 3200-4900.     As per CCS Pension Rules 1972, 10 years service as pensionable service for superannuation cases only. For VR cases, completion of 20 years is must to get pension under Pension Rules.

    My Query towards Assessment Policy under MACP

    I was appoint as an Attendant (Group D Employee) on 1.4.1983 in the Basic Pay of Rs. 210-290 revised 800-1150 (Vth Pay Commission)

    My first Assessment done from 1.4.1991 as an Attendant in the Pay Scale of Rs. 3050-4590. After worked nine and half year I was selected as LDC in the same pay scale from 25.10.2000. So I am still working in the same pay scale w.e.f. 1.4.1991 more than 19 years, but does not award any assessment or any upgradation. Am I eligible for next upgradation under MACP. (Under MACP three upgradation will be award entire service? Please what is our next upgradation date?

    In the above context I want to say something :

    Dear viswakarma
    It is easy. Convert your scales into Grade pay. As said by you, in your case if you had been appointed as attendant (gp 1900)and as per revision scale of LDC in your Dept to GP 2000,then you will get 2nd MACP 2400 and 3rd macp as 2800 only. Even then MACP will not be given from 2000 to 2800.

    I am working in HSS Department as a Junior Assistant in the Basic Pay Rs. 5200-20200 GP 2000 wef 1.4.1992

    My appointment in Institute 1.4.1978 (Helper-Group D Employee) in the GP 1800 (old Basic Scale of Rs. 196-232), then upgrade in the same group in the scale of Rs. 210-290 (GP 1900) w.e.f. 1.4.1983, after completed nine year then upgrade in the same group in Basic Pay 3050-4590 (Revised by our organisation in the scale of Rs. 3200-4900 gP 2000) w.e.f. 1.4.1992.

    I want to say something, in our insitute if any employee appointment in the 196-232 they will three upgradation in entire service. (Those are appointment in the scale of Rs. 3200-4900 onward they will entitled only two upgradation in entire service before MACP)

    After implement MACP Scheme i am also entitled two more upgradation in service.
    I am still working in the same pay scale for more than 18 years (5200-20200 GP of Rs. 2000) from 1.4.1992. ONE THING IN OUR INSTITUTE IF ANY EMPLOYEE WORKING IN THE 5200-20200 GP 2000 AS A LDC/TECHNICIAN THEN UPGRADATION IN THE 5200-20200 WITH GP OF RS. 2800 Am I eligible Second and Third upgradation in MACP?
    Please what is our next upgradation date under MACP?

    I am working in the department of Customs and Central Excise in the pre-revised pay scale 5000-8000.In the anomaly committee held on 27 march 2010 the staff side demanded pay of officers in the pay scale of 5000-8000 and 5500-9000 should have been fixed with effect from 01-01-2006 by appling multify factor of 1.86 at 6500 as the foresaid scale have been merged with 6500-10500 with effect from 01-01-2006. In reply to this demend the official side informed that incomdencs in the pre-revised pay scale of Rs.6500-10500 have been granted grade pay of 4600/- hence there is no justification for this demand .It seems that the anomaly have been settle by giving grade pay of 4600/- to all theses three scales i.e. 5000-8000, 5500-9000 & 6500-10500.However the department side is unwilling to give grade pay of 4600/- to pre-revised scale of 5000-8000 and 5500-9000.It is therefore requested to clarify whether employees in the pre-revised scale of 5000-8000 and 5500-9000 are also eligible for grade pay of 4600/- with effect from 01-01-2006.

    It appears from the reply of department side of anomaly committee that government still wants to differentiate pre-revised 5000 and 5500 scales from 6500 pay scale, and therefore impress upon staff side that gp of Rs.4600 is applicable only to those who received pay in the pre-revised pay scale of Rs.6500 as on 1.1.2006

    I was drawing Rs. 6500 as basic pay in the pre-revised pay scale of 6500-10500 as on 1/1/2006. On implementation of 6 cpc, my pay was fixed at Rs. 12090 (6500*1.86) with GP of Rs. 4200. Subsequently, as per provisions of 6cpc the pay is upgraded and fixed as per Note 2A of Rule 7 under CCS(RP) Rules 2008. The grade pay is up-graded to 4600 with out any change in the pay-in-payband (Rs. 12090). The Note 2A refers to Illustration 4A, which gives one increment to the pay-in-payband as “benefit of bunching”, which was not extended to me. When asked, my department (DAE) clarified that Note 2A only is applicable and not Illustration 4A. But as per the recent Ministry of Finance O.M 1/1/2008-IC dt 13.11.2009, the pay has to be fixed as per Illustration 4A. Please let me know whether it is applicable to me and whether i can get the “benefit of bunching” based on the order. Thanking you.(ssri@igcar.gov.in)

    year dept is correct. In the illustration given under 4A, the Group D scale is taken and thus on the up gradation the pay with bunched benefit plus the next GP was given, as almost all Group D scales are getting bunching benefit. But there is no bunching stage in respect of 6500 scale.

    For those who joined after 1.1.2006, pay in pay band should not be fixed in minimum of pay band. It has to be fixed based on one’s grade pay. See the Section II of CCS revised pay Rules 2008 (page 43 of following pdf file which you can get from GConnect-Just follow the link below)

    You can see that merger of pre-revised scales you referred has been discussed. It is provided that the pre-revised pay scales 5000-8000,5500-9000 are merged with Rs.6500-10500 and that Rs.6500 scale be granted grade pay of Rs.4600. However, if government agrees to the staff side’s claim that once the pre-revised pay scales 5000-8000,5500-9000 are merged with Rs.6500-10500, all these scales are entitled for grade pay of Rs.4600 with fixation of 6cpc pay, considering the pre-revised scale for all applicable cadres as Rs.6500-10500, is yet to be accepted by the government

The brief history of the case is that Mrs.Girja Mohan, Steno Gr.II & I joined in FCI as typist in 1979 and 1983 respectively. I was promoted as Steno Gr.II in 1986 & Mrs.Girja Mohan was promoted as Steno Gr.II in 1989 respectively by competiting departmental test. As on 31.12.1986 I was drawing Rs.902 as basic pay and Mrs Girja Mohan was drawing Rs.895. As on 31.12.89 I and Mrs.Girja Mohan were drawing Rs.962 in the old scale but in revised scale, Mrs. Girja Mohan, my Junior is drawing two increment higher than me . Is there any anomoly ? If yes, what FR.22 says in this regard or any other rule is applicable in this regard because FCI authoriuties has refused to remove the anomoly without giving any satisfactory reply. Who is the right person to be contacted in the Ministry of Consumer Affair and Public Distribution. Can I get his pay equavalent to my junior Mrs. Girja Mohan in revised scale w.e.f. 31.12.1989?     In 5th CPC, theres is a provision that if DA reaches 50% then it will be merged in Basic Pay. Like that, is there any recommendation made by 6th CPC regarding merging of 50% DA. probably reaching 50% on 1.1.2011, because 35% + 9 + atleast 6+ DA w.e.f. from 1.1.2011.

    Dear Sir, I am working in a reputed Central Govt. organisation. Govt. of India. My starting basic pay was RS. 5500-175- 9000( unrevised)and Revised Rs. 9000- 38000 and pay band at 4200. Last Year,
    I got promoted to post of Senior Field Officer in adhoc basis in the month of Jun,2009 and at basic pay Rs.9000-38000 and pay band Rs.4600/-. In the month of July,2009 I got my regular annual incremnet and fixed my bacic pay at Rs.13170/ from the basic pay Rs. 12600/. But deptt. didn’t fix my salary for promotion till January,2010. On discussion with deptt. and fixed my basic at Rs.13,170/ and pay band at Rs.4600/- and released the amount in arrear basis. But they didn’t give me the promotional incremnt till now. According to them I am not eligible for two increment without completing of six month interval. Now, my juniors in same cadres who got promotion nxt to me in the month of Decmeber, 2009 they got promotional increment and their basic pay is Rs.13,700/- and pay band at Rs.4600/-. Now question is coming that whether a junoir will be getting more salary than a senior one and Whether I am eligible for both the increments for promotion as well as for regular increment. Give me suggestion for this same.

    Your dept is correct as per extant Rules. As your promotion falls from 2nd Jan to 30th June and on adhoc basis, your pay is to be fixed on the date of promotion and no regular increment on that year; As it is an ad hoc promotion you cannot have Option to get your pay fixed on accrual of inc. But there is really an anomaly between you and your junior got the promotional increment as well the regular increment, and if the anomaly is well within the conditions stipulated under FR 22, you may get your pay set right with that of your Junior w.e.f July of that year. try best wishes

    I am now Gr.I (after merging of Gr.II and Gr.I stenos) steno. Recently as per DOPT clarification, our dept has redesignated Steno Gr.II and Steno Gr.I as Steno Gr.I without change in GP of 4200. In my opinion, GP 4800 is eligible for PS at par with CSSS, in sub offices like DAD, IT Dept, etc.

    At present my grade pay is 4600. (old grade pay 6500-10500) I have completed 12 years in the same grade. At present I have only one remark mentioned as “Fair” in the year 2005-06. Till now all the other years show “Good” remark . Still I am not being upgraded because of the “Fair” remark. Kindly suggest if the decision of the management is biased or not. Sharad Kirkase
