It’s a good news for the CG employees who would like to travel far away places in this summer as the Government has extended the the relaxation for travel by air to visit North Eastern Region under Leave Travel Concession for further period of two years beyond 1st May 2010.

DOPT has issued Office Memorandum F.No. 31011/4/2007-Estt.(A) dated 20th April, 2010 in this connection.

Dear Sir,
LTC to NER was announced in year 2008 for two years and that time block year 2006-2009 was running, now it is extended to two more year and new block year 2010-2013. As the orders not specified about the number of times wecan avail it. i need one clarification either from ur side or from dopt, whether now after taken NER ltc in 2008, can we avail one more time to NER in the extended period and in new block year. pl. clarify, as number of employess would like to know this.

If you are not entitled for Air travel while proceeding on LTC but intend to travel by air, you are eligible for applicable train fare

Then you are not eligible for conversion of home town LTC into LTC for destinations in NER. But you can avail LTC to NER using your all india LTC

It depends on the cadre. If you are a GROUP A or Group B officer (gazetted or non- gazetted), you are entitled to travel by air to NER from the place of posting

There is no relation between this relaxation and block year. Since this relaxation falls between two block years, we can avail this facility only once in either of the block years

If you are a Group B (gazetted or non gazetted) officer your entitled to travel on LTC to NER by air from the place posting

Yes, if place of posting is not your home town then you are elligble by conversion of one block of home town LTC into LTC for destination to NER from Chennai.

Yes. 2010-2013 is a new block year. So you can avail one all india LTC and travel to NER in lieu of home town LTC. But these LTCs are to be availed in different home town block years

If You have availed the HTC of the block of 2006-2009 by conversion to NER, you will not entitled for the AI for 2006-2009, though you have not availed it. Already lapsed. Only new block of 2010-2013 is before you to handle

Your HQ will be where you are posted/working now. If it is other than the one of your Home town then you will be eligible for NER HTC conversion. Generally the 20 Kms radius of a town and urban limit of a bigger city is considered as the HQrs and beyond which only considered for Home town LTC.

Please go through the clarification OM issued on NER circular (circular corner of Gconnect). Bagdogra is eligible air port destination for gangtok. No confusion at all. Further you are eligible for either Home town conversion of this block 2010-2011 or All India (2010-13) for gangtok.

Dear Dopt, Thanks for the reply. Inspite of having the OM 14/5/08 on NER, my office has given me the reimbursement by following LTC-80. Can I take your reply as authoritative and put up a note to my office that LTC 80 fares do not apply to LTC availed for NER.

Can the person travel from Nagpur to Mumbai and mumbai to Kolkata and from kolkata to NE Region. If this not applicable to Group B whose GP is 4600, then where is the relaxation. kindly clarify.

why you are worrying pl go through the clarificatory OM for NER LTC. It is clear from that from the nearest Airport to your HQ to the nearest Air port to NER. In case of travel by private Air travel also the full normal fare of the pvt airlines to NER will be allowed for GR B (GOs & NGOs)

2010-2013 is a new LTC block. So you can very well avail LTC for travel by air to NER by converting your home town LTC for the home town block year 2010-20111

Sorry You are not entitled for Carry Fwd grace period as you have availed your HTC in the year 2009 i.e in the second block of2006-2009 only. The non availing AI LTC /HTC in the first block of will not give you entitlement for using it in the extended period

Dear narinder
If your Post is a gazetted/non gazetted Groub B cadre, you are entitled for NER LTC Air fare concession. Otherwise, you are eligible for entitled Train Fare. If you go by even pvt airlines, it will be reimbursed but restricted to Train fare

The LTC NER clarification is not for a person if his HQRS and Home Town are one and the same. If Your HQRs-Ghaziabad is within the urban agglomeration of Delhi, you will not be eligible.If not, you are eligible.

You are eligible for NER Home town conversion for 2010-2011 (2010-2013) upto Dec-2011 and you can avail AI LTC for 2012-2013(2010-2013) from 01/01/2012 onwards upto 31/12/2013. If blocks available, there is no bar/restriction for availing NER LTC concession once again.

ACP/MACP are granted only financial status only however not giving the real Status of the post. Thus non gazetted Group B Status to the GP4200 by way of ACP/MACP may not be allowed by Administration/PAOs. But Categorical clarification should be sought for from MF

Head of office is competent authority for accepting home town declaration. There is no connection between permanent address and home town. Both can be different

I think it is possible if one is take LTC in the year 2010 or 2011, home town converted into NE region. and second one is in the yar 2012 or 2013 as all india LTC. If agree please give your comment.

I think you are talking about LTC block 2010-2013. If it’s so you are correct. You can covert the first hometown LTC for 2010-11 as LTC to NER and the second one (2012-13) as All India LTC

As you are quoting that LTC to NER by Group-B employees can be availed twice i.e. once in block year 2008-09 & the next in 2010-11 by converting HT once and then by through AI. Still there are doubts on availing the LTC to NER by Gr-B officers second time since DOPT has not issued any clarification for availing LTC second time. Our department has categorically denied that LTC to NER cannot be availed twice. Will there be any clarification from DOPT in this regard?

automatic Extension of one year in respect of a block year is available in the LTC Rules and procedures issued by DOPT from time to time.

I have joined my organisation in October 2006 and since then I have not taken any Home town or all India LTC.
In the month of June 2010, I have availed my home town LTC of previous block year 2006-09. Now I want to avail All India LTC in the month of September for previous block year 2006-09. But administration of my office has rejected it stating that I cant avail two LTC together of previous block year.
Can i avail both the LTC in year 2010? If yes kindly give me any notification or circular which support it.
I have read in some of the rules that those who has not completed 8 years in their service will be treated as new recruiters. So will i be treated as a new recruiter and what all benefits i will get for the same?

Your administration is correct in this aspect. You have availed hometown LTC for the block 2008-2009, which will have an automatic extension of one year i.e till Dec 2010. Home Town LTC for the block 2006-2007 is already expired

I dont understand one thing that if the period has been extended for one year then its been extended for taking the left LTC. I understand that I cant take both Hometown together but I think I can take one hometown LTC and one All India LTC in year 2010.

I repeat it again that I want to take one All India LTC in september 2010 and I have taken One home town in june 2010 for previous block year 2006-09 in 2010.

If it still cant be taken then is there any rule for the reversal of the hometown I have taken. If yes the please provide me any circulars or notification for that. Or is there any other way by which I can take the All India LTC.

We are of the view that you have utilized the home town LTC for the block 2008-2009 as all India LTC during 2010. The home town LTC for the block 2006-2007 can not be availed now as the same is expired.

Check this Provisions

“CENTRAL CIVIL SERVICES (LEAVE TRAVEL CONCESSION) RULES, 1988

Rule 10:
10. Carry over of leave travel concession.-

A Government servant who is unable to avail of the leave travel concession within a particular block of two years or four years may avail of the same within the first year of the next block of two years or four years. If a Government servant is entitled to leave travel concession to home town, he can carry forward the leave travel concession to any place in India for a block of four years only if he has carried forward the leave travel concession to home town in respect of the second block of two years within the block of four years.”

Based on the details given by you, it seems you have availed the home town for the block 2008-2009 in the year 2008. In such situations, you can not carry forward, the home town for the block 2006-2007, to the first year of next block year

Whether full refund of air ticked is possible for NE LTC from Goa to Gangtok via Delhi. If no what is alternate solution.

With regard to LTC to north east the entitle officers can they utilise the service of private airlines like relaxation offered recently for J&K

As per point No:4, travel by private airlines is not permitted for lTC to J&K

Further to my statement 23-10-2010, it is to state that As per OM dated 11/03/2010 on austerity measure the Govt allowed only Indian Air lines/Air India for Tour on LTC, Recently the Govt has relaxed and allowed the entitle class of people to visit to J&K even by private Airlines. The same rule is it applies to North East also. One of your clarification stated that other than J&K and North east for other places Private Airlines are not preferred on LTC. In this circumstances now can entitle Govt Employees fly by Private Airlines on LTC to NER

NOT ENTITLED. aS PARA(IV) OF j&k oM DATED 18/6/10 ITSELF IT HAS BEEN REITERATED THAT RESTRICTION OF PVT AIR TRAVEL TO OTHER PLACES IS CONTINUED.
rESTRICTION IMPOSED BY OM 11/3/10 APPLICABLE FOR ner ALSO AS IT SUPERCEDES THE ORIGINAL CLARIFICATION ON NER PARA 3
