The model code of conduct for elections may affect education minister Mr.Arjun Singh’s plans to announce a raise for university and college teachers by Diwali.
Top officials in the ministry went into a huddle today to discuss the likely delay amid fears that it could hurt the UPA in the elections.
Sources said, on October 8, Mr.Singh had asked his department to finalise the pay hikes proposed for over five lakh college and university teachers in time for Diwali.
But any announcement of a raise now may be described as a measure against the model code of conduct which is in force, officials said.
The model code came into effect when elections to five states — Delhi, Mizoram, Rajasthan, Madhya Pradesh and Chhattisgarh — were announced. It will remain in force till December 4, the last day of polling.
Mr.Singh was hauled up by the Election Commission in 2006 for promising OBC quotas in central higher education institutions just ahead of state polls that year. He is unlikely to risk a repeat, sources said.
A University Grants Commission pay panel headed by G.K. Chadha had earlier this month recommended pay hikes ranging from 75 per cent to over 100 per cent for teachers. The recommendations have been accepted by the UGC and the ministry is finalising them, the sources said.
“But now, even if we finalise the salary hikes, we will in all probability be unable to implement the raise till December 4,” a senior official said.
These concerns were debated at a late afternoon meeting of ministry officials under higher education secretary Mr.R.P. Agrawal, the sources said.
The promised raise will be valid not just for central university teachers but also for state-run colleges or universities recognised by the UGC.

I think this will not come under the purview of model code of conduct as this is not the new announcement but is part of whatever central government has already implemented for the central government employees.The HRD minister should push it forward and hopefully judiciary and CEC will not interrupt in the matter.

The HRD ministry should not give additional extension to submitt recommendations, otherwise, such situation will not be created. Any way, if they released late, they will suffer in the state election by the teaching community. The reason, more infletion, fear of recent financial situation of bank and market. However, the ministry should atleast release some news about what they are planning to do for the teaching community. They should declare the restructured scales of UGC teachers with proposed benefits by HRD Ministry. Let us see what the govt. can do for the teachers.

I fully agree with Mr. Anil, this is not the new announcement, it is only the extension of the notication already implemented at central govenment. Dr.Chadda’s recommendation should be accepted in whole, and the fixation of pay should be done according to 6cpc formula. The teachers at the verge of retirement will benefit with the extension of service. I thank the authorities in advance for this deepavali gift. (hopeing so11//)

Well no problem in getting the approval of pay report by HRD Ministry even if model code in force due to state elections. The notification may be issued after 4th December 2008 after elections are over.

Sir Without any valid reasons to implement VIth pay to the Non-teaching employees in the Central University. Why so delay for implement the same ? Non teaching staff is not much benefitted compare to Teaching staff i.e 20% hike in non teaching but 70% hike in Teaching. An urgent action to implement the same may be iniated please. The HRD minister should push it forward and hopefully judiciary and CEC will not interrupt in the matter. Due to Deepavali festival, staffs are eagarly expecting the new pay with arrears.

What about IIT, IIMs, IIITs, NITs, ISM and IISc Pay Scales?. Prof. Mehta has been given 3 months to submit the report which is too long a time for a few thousand teachers of these institutions specially when the recommendations have to be in the backdrop of the report already submitted by Prof. Chadha.

The AICTE officers concerned are still sleeping as they are not affected by this AICTE pay.Technical institutions in the country are the most severlly affected by shortage of faculty. We don’t know when AICTE will understand its reponsibilities?As Mr.Sam Pitroda said, this AICTE should be scrapped.It is creating avenue for the college adminsitrations to harass faculty members and nothing else. It is totally spoiled technical education in the country by not taking action against erring institutions (both Govt/private)

I think, the HRD ministry should release the proposed pay scale hike immediately. The VI central pay comission has already apporved by the central government. The UGC pay hike is a part of the VI central pay comission. However, I would like mention that why there is another committee heade by prof. Mehta for IITs, NITS, IIsc, etc. If this committee has to be formed, then it should be formed at least two to three months before. Then Chaddha and mehta comittee would be able to submit their report at the same time. The UGC pay comittee report placed the Lecturer and reader at the same pay band along with different grade pay. Therfore, The mehta committee will be able to change the pay band of Lecturer and Reader (Assistant Professor).

Professor Chaddha and his associates need to be heartily thanked for creating the post of Senior Professor in a university for those who have spent 10 years as a Professor. I request, however, that with this legitimate honour a small incentive of few extra increments may also please be granted by the UGC, MHRD and Cabinet, if missed to have got a mention by Prof. Chaddha, and this should be extended to all those who have completed 10 years consistently as a Professor and nothing is known against their character and academic conduct. This will be the minimum courtesy from the MHRD to honour this highest qualified position under the Govt. of India who builds up and shapes the able human resources with ultimate conclusive advice through this noble profession to carefully and graciously command different spheres of the whole nation.
I further feel indebted to the PRC for the redressal of previous PRC anomalies and granting CAS promotions from the date of eligibility with arrears from 01.01.1996. This has been a long due justice to the sufferers, as their redressed salary arriving at on 01.01.2006 will now be considered for fixation under the new UGC pay scale under the Sixth Pay guidelines. Explicit orders to this effect may please be issued in order to avoid any confusion/inadvertent discrepancy in this context at the local level.
Further, I do agree with Professor Chaddha that teachers’ periodical appraisal and emphasis on the maintenance of discipline, morality and sense of integrity should be the part and parcel of the new pay package.
Thanks for a historically remarkable recommendation by true academicians for true academicians.

The Election Commission should give a nod to the HRD a go ahead. The pay scales will never influence the UGC teachers on any election. A I do agrre with the moral code of conduct. The govt should convince EC and should not take shelter under EC for delay tactics.

No body knows that there two categories in an educational institutions one is TEACHING STAFF other one is NON-TEACHING STAFF. No one bother about the non teaching staff. They are neglected category, to run an educational institution their help and service also require. We find two types of PAY Scales one is UGC Scale another is STATE Scale. why is this dicrepancy, in a single institution. A educational institution is a temple where, there is no differentiation is made.
