The Ministry of Health and Family Welfare is all set to implement Sixth Pay Commission’s plan to introduce health insurance scheme for central government employees that would dramatically increase the number of locations and hospitals where they can access medical facilities.
The ministry has invited quotes for premium payments from non-life/health insurance companies, while an expert group advising the ministry on the scheme’s contours has met several times.
The insurance plan substantially adds to the current Central Government Health Scheme that covers only 24 districts and that too only for outpatients. It has a cumbersome system under which a CGHS-empanelled doctor can prescribe hospitalisation.
The introduction of Central Government Employee and Pensioners Health Insurance Scheme (CGEPHIS) will change all that.
“We have already floated the request for quotes from insurers on February 28. We expect the scheme to be finalised soon. The employee and his family will be covered for hospitalisation and surgical procedures for an amount of Rs 5 lakh,” said a ministry official close to the development.
There are an estimated 1.7 million families of serving employees and 700,000 retired employees under the CGHS. Sanjay Pande, managing director, Amicus Advisory said, employees will now have access to 3,000 hospitals and nursing homes under the new scheme.
The new scheme is being made compulsory for new entrants as well as those who retire after the launch of the planned scheme. It is optional for those retiring before the scheme is launched.

I have already leave a response about it. New scheme is beneficiary for private doctors and nursing homs and some cunning Govt. employees. Simple Govt. employees will be harassed by the private nursing homes.
A VERY VERY BIG ” NO ” FOR THIS NEW INSURANCE SCHEME.
CGHS SCHEME SHOULD BE EXTENDED TO ALL DISTRICTS WITH MORE AND MORE FACILITIES.

I read the schme. This scheme is beneficiary for PRIVATE NURSING HOME AND DOCTORS only. Government servant as well as Government both will be the looser if this scheme is implemented. Privete Doctors and Nursing Homes are pressing very hard on Government to Implment this scheme.
I have an experience to share. My near relative’ wife fell ill and hospitalised in a well reputed hospital of Meerut City. My relative asked lumpsum cost of treatment to Doctor, she replied that Rs.17000/- will be the cost. My relative’s son was working in M/s WIPRO Ltd. and his parents are covered in a CASHLESS insurance policy made by his company. My relative told about it to the doctor on the discharge day after completion of the treatment of his wife than Doctor was very happy and told him to come after 07 day to collect the Discharge certificate and now cost of the treatment was Rs.45000/- (more than 2.5 times of actual cost).
By this example you can understand that who is the beficiary for this type of cashless health insurance schmes. In my view this Insurance Scheme is a very very costly affair to Government and also for a simple (i.e. who is not cunning) Govt. Servant.
In my openion CGHS scheme should be implemented in all over India with a more simple proceedure to avail treatment and more and more facilities.

It is necessary for the Ministry of Health to spell out clearly that the proposed scheme of insurance includes outpatient treatment and also modalities for dispensing medicines for long term medicines. If CGHS is to be dispensed, then existing method of outpattient treatment and dispensing medicines should become the responsibility of the Insurance providers.
