Ya. Govt is not coming out with an clarification in this aspect. Retiring employees deserve to get the increment for the period actually worked by them. Increment date in those case are to be adjusted to the date of retirement. For example if an employee retires in March, we feel he should be given an increment when he retires as he had worked more than 6 months without any increment in the pay.

As per old TA rules (for which we could opt) Self declaration with distance traveled in KM is enough for claiming expenses incurred for local travel on mileage basis. New TA rules used the term 'reimbursement' which is interpreted by PAOs as production of original bills claiming expenses for food, local travel etc

For outright purchase of residential property it has to be within a period of one year before the sale or two years after the sale; or within a period of three years after the sale construct the residential house. The rationale behind the different time limits is that an outright purchase takes lesser time compared to building a house.

The long awaited pensionary relief to our JCOsand ORs anf their equvivalent in navy & airforce is finally out. One can understand it is not OROP, but a modifed parity. The abnormal delay in issue of these orders were accompanied by lies and counter lies by those in powers. Anyhow the letter is finally out. i am not sure whether it addressses all issues concerning everyone. it is only people who are affected by the orders can tell.

There was this person by name Prabhu an air force sergeant i think, who had been writing in these columns. may i request him to study these orders and inform others whether these orders address all the issues that he had raised.

The Punjab Government desreves praise for revising its previous orders regarding Pre 2006 Pensioners. Most of the Cental Government Pensioners were at the maximum of the Pay scale when they retired but their Pension has been restricted to the Minimum of the Pay Band of the revised 2006 scales. In case of employees who were in service on 1/1/06 and were even at the minumum of the pay scale in the pre revised scale, their pay was not fixed at the minimum of the pay band but was fixed many stages upward. It is unfortunate that the officers of Department of Pension and Pensioners Welfare only looks after their own welfare and has the most negative bias against old pensioners. It is a matter of fact that the Officers of that department relish at the prospect of old and infirm pensioners going to Administrative Tribunals. Even when they get relief from thr tribunal, the department files appeals right upto the Supreme Court. If you see the past record of the cases, the department loses 90 percent of the cases but in the process dealys the implementation by several years in which many pensioners pass away.I suggest that the Department should be renamed as the Department of Pension and the Suffix Pensioners Welfare dropped because they are only known to make Anti Pensioners Rules and even the judgments are interpreted negatively. It is a sad fact that Senior IAS officers in that department hardly apply their mind and merely act as rubber stamps to the subordinates who get sarcastic pleasure in denying Pensioners even their legitimate dues.
