Date to be reckoned with for seniority

Please clarify whether seniority should be counted from the date of promotion or date of joining in higher post. For example A, B,C,D (Seniority wise) employees promoted from the post from UDC to Head Clerk on the same day say 01.01.2010.

I am on deputation as accountant in the pay scale of 4500-125-7500 from october 2007 to till date. Earlier I was holding the post of L D C from 31.08.1998 and my basic pay was 3575 as on 01.01.2006 and my earlier increment month was August.
