I am working in the A & N Police, Port Blair as Supervisor Operational and my pre- revised B.P was 5500- 9000. On complection of my 24 years of service my second ACP was granted to 6500-10500 w.e.f 09.08.1999.and my B.P as on 01.01,2006 was 9500/-. There is only three posts of inspectors in our organisation and after the 6th cpc their pay was up- graded to 7450- 11500/- with grade pay 4600/- in PB2.
What I understand is, my functional post is Supvr. Oprl with the B.P 5500- 9000 and was up- graded only on ACP and I am not holding the funcional post that carried pre-revised pay scale of of Rs. 6500-10500.
MACP is very clear that BP 5000, 5500, 6500 have been marged and sanctioned grade pay 4200 and after 31.08.2009 while implimenting MACP, two fixation would be done, 4600 for first ACP and 4800 for the second ACP. O.M no. F.No. 1/1/2008-IC:GOI issued on 13th Nov. 2009 would not be applicable to me because I am not holding the function post against 6500 which is up- graded to 7450 with gr. pay 6400.
My question is if the said order is applicable to my case what would be my pay and grade pay as on 01.09.2008? My second question is whetther I am eligible to get my 3rd MACP w.e.f 01.09.2008?

Point 1: You are eligible for BP 17670+GP 4600 w.e.f.1.1.06 and your will get BP 19740+GP 4600 as on 1.9.2008, even though you were placed in scale of 6500-10500 due to ACP. There is no bar/ restriction for granting GP 4600 in the said OM dated 13/11/09.
Point No. 2: You have not furnished the date of your entry in to the service and the post/scale for deciding MACP. However, taking the information that you had been given 2nd ACP on 9/8/99 itself, you might have completed your 30th year by 2005 itself and thus certainly you are eligible for 3rd MACP w.e.f 1/9/08 with GP 5400 ( assuming that you had entered dept in 5000 scale )

I JOINED AS LDC AT AIT,CUTTACK ON 16.8.1990. I REFUSED DEPARTMENTAL EXAMINIATION PROMOTION AS UDC IN THE YEAR 2002 (JULY). TILL DATE I WAS NOT GRANTED THE REGULAR ACP AFTER THE COMPLETION 12 YEARS ON THE PRETEXT OF I REFUSED THE PROMOTION. MOREOVER, THE ACP IN OTHER DEPARTMENTS LIKE CENTRAL SECRETARIATE TO SSC CANDIDATED IS GRANTED FROM THE IST JULY OF SUCCEEDING YEAR OF EXAMINATION. BEING A SSC CANDIDATE MY DEPARTMENT DOES NOT AGREE TO THIS AS THEIR IS NO CLEAR CUT ORDER FROM THE DOPT. KINDLY CLARIFY TO THE ABOVE.

I joined in NEIST (CSIR), Jorhat on May, 1979 as Jr Steno and promoted to Sr. Steno w.e.f. 01-01-1989 and as such I was not eligible for 1st ACP (12 Years). On completion of 24 years of service ACP was granted to me w.e.f. 16.05.2003 in the pre-revised scale Rs.6,500-10500/-. On implementation of 6 CPC my BP as on 01.01.2006 was Rs.15440/- with GP Rs.4800/-. My question is under MACP whether I am eligible for 3rd ACP on completion of 30 years (1979+30) i.e. w.e.f. 01.05.2009 or not. If I am eligible, what will be the next GP ? and if not what will be in my fate as I am retiring on superanuation w.e.f. 01.03.2012 i.e. before completion of 10 years in the same grade of last ACP w.e.f. 16.05.2003.

sir, you have completed 30 years as on 1.5.2009 and during 30 years you have got one promotion and one financial upgradation under ACP. MACP is applicable w.e.f.1.9.2008. Accordingly, you are due for third financial upgradation w.e.f.1.5.2009 to the Rs. 5400/-. (i.e., next higher grade pay to the grade pay of Rs.4800/-). represent immediately for grant of 3rd financial upgradation w.e.f.1.5.2009.

CSIR has granted reimbursement of newpaper bill an amount of Rs. 150/- per month for section officer /equivalennt. it means those drawing Grade pay 4,600/-. Recently Section officer grade pay up graded i.e. 4,800/- so 4,600/- is not equivalent of section officer so 4, 600 is not entitled for reimburshment for newspaper bill.
Moreover I would like to know that 4600 grade pay also not getting ad-hoc non productive bonus also. Kindly confirm me whether I will be entitled for the same or not, because I am technical GrII(4) in CSIR staff and my grade pay is 4,600/-

My Question is about MACP.
I joined in a statutory Govt. organisation in March,1983 in pay scale 4000-6000 (Revised), promoted in scale 5000-8000 in Nov.1992, again promoted in 5500-9000 in Jan.1997, again in 6500-10500 (Gazetted) on 30 June’2008. (5000,5500,6500 merged, hence one promotion will be counted) Presently, I have granted 4200 GP and GP 4600 (7450 scale) is under process for approval from Ministry. How could I get/come under MACP and what will be my next GP. I am near to complete my total service of 27 years.

I had my basic pay Rs. 6900/- in 6500-10500 which now has been merged in the 7450-11500 Grade Pay 4600/- I have already fixed in GP-4600/- I have the querry that my basic will be revised and would it be fixed according to at Rs. 7450/- basic as per illustraion 4-A of 6th PC report and as per Railway Board letter no. PC-VI/2009/I/RSRP/8 dated 22.12.2009 (RBE No. 226/2009). Please clear the matter to me. Thanks

If you are covered by the recent govt orders for grant of grade pay of Rs.4600 for those who were in the pre-revised scale of Rs.6500-10500 as on 1.1.2006, then you are not entitled for fixation of 6cpc pay after revising your pre-revised pay scale to Rs.7450, as per existing orders. This is the case putforth by various association for which govt is repeatedly justifying the 6cpc fixation based on 1.86 rule.

1. whether the state govt experience (delhi govt) is eligible for counting for grant of Macp in central govt service.
in my case i have worked three years in delhi govt as TGT which has got GP 4600/-at present in my present gob GP is same .my case was through proper channel and past sevices rendered at delhi govt is counted by my new office. therefore please guide me on MACP. thanks

I have some queries regarding MACP. I have enrolled in the Pay scale of 1400-2600 (IVth CPC) and further revised to 5000-8000 (Vth CPC) and upgraded to 5500-9000 on 2001 as 1st ACP. Now after the VIth CPC due to the merger all the three scale have been placed in the same category and awarded a common grade pay of Rs.4200. I also got the same grade pay as on 1.1.2006. As per the MACP order issued by the DOPT on 19 May 2009 it is clearly stating that one who upgraded from 5000-8000 to 5500-9000 prior to 1.1.2006 will be placed with the next higher grade pay of Rs. 4600. as on 1.1.2006 but repeated request/representation made to our department has not been given any fruitful result. So, please suggest me that I am entitled to get the Grade Pay of Rs. 4600. or not and further the second upgradation will get after completion of 20 years or not . Now I have completed 20years 08 months in the same grade and scale. Our department says that second upgradation will get after completion of 22 years of service.

You have not provided the date of appointment in 1400 scale. However taking 2001 as 1st ACP, DOA may be 1989 and thus you will get 4600 during 2009 itself

i was originally rcruited as BRI/III in the scale Rs. 1400-2300 in the year Oct/1998. Got first promotion in the year Dec/1995. Then got SE/Bridge in May/2002. and SSE/Bridge in April/2004. and due to compulsion I changed my category in March/2006 to Drawing and in March I became SE/Drawing ……. So the NF Railway is not considering for MACP though SE & SSE are of same Grade Pay Rs. 4600. Please clarify my case. Thanks……Alok

I have joined the department in Aug.1983 as stenographer. After restructuring I was promoted in Grade-II w.e.f. 15.3.2001 and Grade-I promotion w.e.f. 10.3.2006.
Presently I am getting grade pay @ rs/4200/- on MACP what will be my grade pay i.e; 4600 or 4800. Please confirm

you might be eligible for 3rd MACP after completion of 30 years of service (during 2013). If you were drawing pay in pre-revised pay scale of Rs.6500, you will be eligible for grade pay of Rs.4600 now and GP of Rs.4800 during MACP.

I was appointed in the cadre of Auditor in November, 77 and promoted to Sr.Auditor in April 1984. I further promoted as SO, AAO and AO. The last promotion as SAO got in Sept 1997. I got a total of five promotions in the regular line of department. Am I entitled for MCAP financial upgradation since I completed thirty years of my service and thirteen years continuously holding SAO ?

I was appointed as Steno III in Sept 1984 in payscale of Rs.1200-2040. Then appointed as Jr Translator in Feb 1991 in payscale 1400-2300(revised 5000-8000) in the same deptt. I got my I ACP in Feb 2003 in payscale 5500-9000 and then promoted as Sr Translator in March 2005. Pay scale of Translators have been upgraded, but my department is silent as financially it is heavy loss to me. My pay has been fixed based my existing BP ie Rs.7025/- as on 1-1-2006 with GP Rs.4600/-. How will I get my MACP.Please clarify.

First appointment in 2400 GP -1984; promotion to 4200 GP in 2/1991 ( ignore the ACP/promotion to 5500 scale) Thus you have to be granted 4600 GP from 2001 i.e effective from 1/9/2008 and from 2011 you will get 3rd MACP 4800 GP as per MACP orders

Dear Sir, The answer given by you is not meeting My above made quieries. I have appointed on 1989 in the pay scale of 1400 (IVth CPC) and 5000 (VthCPC) and awarded first ACP on June 2001 to 5500-9000. But after the VIth CPC the pay scale have been merged and awarded common gradepay of Rs. 4200. Due to this I and my junior counterparts are in the same gradepay. On 19 May 2009 the DOPT have been issue the new MACP order and mentioned that who ever got two financial upgradations prior to 1.1.2006 and completed 25 years of service will be granted two upgradation in the grade pay of Rs. 4600 and 4800. It means who ever got one financial upgradation prior to 1.1.2006 ie. from 5000 to 5000 will be placed to the grade pay of Rs. 4600. Is it true or not. Please suggest as early as possible.

Dear sir,kindly refer mine querry dated 09 Mar 2010 cited above,what about who were,pre-revised scales merged with the pre-revised 6500-10500 on 01-01-2006,this scale carries grade pay of Rs.4200. All the department have issued upgradation of grade pay from Rs.4200 to 4600 wef 01-01-2006 for their subordinates staff in response to Govt OM dated 13 Nov 09 ,16 Nov 09 except DRDO Estt/labs. DRDO HQ has not issued any direction to its estts/labs for revision of grade pay from Rs.4200 to 4600. Perhap DRDO HQ is awaiting DOPT instructions in this regards.I request my senior expert members of GConnect and board members to kindly look into the matterThose retired from service from 01 Aug 2006 are most sufferers being served in the scale of Rs.5500-9000 Office Supdt,Stores Supdt & retired from on the above cited date. Not only yours in our fin min itself (Excise/cusoms Income TAX ) no change of grade pay to the 5500 scale holders. However, from the wordings and reply given by the NAC for the querry seeking 1.86*6500 for 5500/5000 scale holders, it is said that “already given 4600 GP for 6500 scale holders and this 1.86*6500 not considered”, and thus we can derive that 5000/5500 scales merged with 6500 scale will also get 4600 GP. But our departments will go by categorical Orders only not by genuine inferences. Any how if you are having any such explicit orders issued by other Ministries where 4600 granted for 5500 scales , kindly send- we will also tap the doors of our ministries

Dear sir, Kindly refer your reply in response to my comments regarding upgradation of grade pay from 4200 to 4600 for those in the pre-revised pay scale 5000-8000 and 5500-9000 and merged with pre-revised scale 6500-10500,but Govt has issued for upgradation of grade pay of Rs.4600 only for pre-revised pay scale 6500-10500 wef 01-01-2006 vide Govt of india Min Fin OM No 1/1/2008-IC dated 13 Nov 2009. Even for Stenographers/PAs and Assistant of CSS cadre in the pre-revised pay scale 5000-8000 and 5500-9000, their Grade pay from Rs.4200 to 4600 have been revised vide Fin Min Deptt of Expdr OM No1/12008-IC dated 16 Nov 2009 in forces HQs.Any how the Railway Ministry has also issued order for upgradation of grade pay Rs.4600 wef 01-01-2006 in the pay band PB-2 to Asstt of CSS vide their No PC-IV/2009/1/RSRP/8 dt 22-12-2009 (RBE No PC-VI/173)226/173 /2009).The matter was not ended here,even now the Ministry of Pet & Natural Gas, New Delhi has referred their case for clarification vide their file/ case No G27011/1/08-Estt and replied vide Govt of India MOF ,Deptt Expdr IC OM No IC uo No 10/1/2010-IC dated 27-01-10 regarding Grade Pay of Rs.4600.//Govt of India,Min of Fin in reply to (RTI) Application of Sh Manoj Kumar, given by Min of Fin says all the merged scale (5000-8000,5500-9000 and 6500-10500) will get grade pay of Rs.4600 vide their No F. No 22/2/2008-IC.II dated 24-10-2008 and dated 30-10-2008. I think these are explicit orders one cannot denied.// I failed to understand why only pre-revised pay scale 5000-8000 and 5500-9000 have been ignored especially for the Admin staff working in these scale.They always so called admin supporting staff.They always given raw hand treatment. Why always step motherly treatment is given to these ministerial staff serving in lower formation or subordinates offices alone. Because they got no God Father there to look after their interest. Any way kindly excuse me if I had gone out of the way. It is almost four -five month have passed for Fin Min’s order for upgradation of grade pay Rs.4600 wef 01-01-2006 reply if I am not corrector represent our case with force. I joined as Stenogrpaher Gr III on 9.02.1990 in the scale of 1200/-and joined on promotion on 31.05.1999 as Gr II steno in the scale of 5000. Again I got another promotion as Steno Gr I in the scale of 5500 on 22.01.2004. Please let me know my grade pay as on today as per MACP and 6th CPC.

I joined as Stenographer Gr. III on 9.2.1990 in the pay scale 1200-2040. I got promotion in 1999 and joined as Stenographer Gr. II on 31.5.1999 in pay scale 5000-8000. In 2004 I joined as Stenographer Gr. I on promotion in the pay scale 5500-9000. My present Basic is 13540 and Grade Pay is 4,200.
May I request you to Kindly let me know the following queries.
Whether My pay is in order as per rule.
What will be my grade pay under MACP.

After restructuring of Income tax department, L.D.C. & U.D.C. & DEO ‘Gr.A’ have been merged into new cadre Tax Assistant pay scale 4000-6000 in 2001. One employee was appointed as LDC in March,84 and not get any promotion due to non passing of departmental exam. In ACP, there was condition no.6 that bar ACP scheme to persons who do not fulfill ‘all-promotional-norms’.
But after restructuring in 2001, the said employee has been merged in a new cadre of Tax Assistant carrying pay scale 4000-6000.
Under MACP scheme there was no condition for passing the departmental examination for implementing MACPS. Now the said employee is eligible under MACPS.
What grade pay would be on 1.9.2008 under MACPS?

doa ldc 3/1984-gp 1900; redesignated as TA 2001 -gp 2400; as on 3/2004 20 years completed but got one elevation only. So he will be placed in GP 2800 w.e.f 01/09/2008
