Hometown is the place declared by the employee as his home town
LTC to home Town is available for once in two years. i.e once in a block of two calendar years, such as 2008-2009, 2010-2011 and so on.
The leave travel concession to any place in India shall be admissible irrespective of the distance of the place of visit from the headquarters of the Government servant, once in a block of four calendar years
LTC is allowed for journey to “Home Town” once in a block of two years and “Any place in India” once in a block of four years in lieu of any one of two Home town LTC. In other words, in a block of 4 years a government at the maximum can either avail one home town LTC and one All India LTC or two home town LTC.
Leave travel concessions shall be admissible on completion of one year’s continuous service Fresh recruits to central government may be allowed to avail 3 home town LTC and one All India LTC in lieu of one home town LTC. This concession is entitled to them for first two block years of four years.
Government officers are allowed to encash ten days of earned leave at the time of availing of LTC and to the extent of sixty days during the entire career. The leave encashed at the time of LTC will not be deducted from the maximum amount of earned leave encashable at the time of retirement. It is further clarified that where both husband and wife are Government servants, the present entitlement for availing LTC shall remain unchanged, and encashment of leave equal to 10 days at the time of availing of LTC will continue to be available to both, subject to a maximum of sixty days each during the career.
The hometown once declared and accepted by the controlling officer shall be treated as final. In exceptional circumstances, the Head of the Department or if the Government servant himself is the Head of the Department, the Administrative Ministry, may authorise a change in such declaration provided that such a change shall not be made more than once during the service of a Government servant.
A Government servant who is unable to avail of the leave travel concession within a particular block of two years or four years may avail of the same within the first year of the next block of two years or four years.
Yes. Provisional LTC claim to the extent of 90% of estimated fare can be received as LTC advance.
where a Govt. servant traveling by road takes a seat or seats in a bus, van or other vehicle operated by Tourism Development Corporations in the Public Sector, State Transport Corporations and Transport services run by other Government or local bodies, reimbursement shall be either the actual hire charges or entitled class by rail by the shortest direct route, whichever is less. Reimbursement shall not be admissible for journey by a private car (owned, borrowed or hired), or a bus, van or other vehicle owned by private operators.
As per OM No.7(1)E.Coord/2009 dated 22nd March, 2010 austerity measures will remain in place for travel by air (where admissible) on LTC, which would continue to be restricted to economy class irrespective of the entitlement. Also travel by private airlines has also been restricted as far as LTC is concerned. However, travel by air using private airlines while performing tour to North Eastern Regions on LTC has been permitted.
No. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, relaxation for travel by air to visit to NER is valid till 1.5.2010.
No. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, Group A and Group B employees will be entitled to travel by Air from their place of posting in the case of tour to NER availing LTC. Other categories of employees will be entitled to travel by air to a city in the NER from Guwahati or Kolkota.
Yes. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, all central government employees will be allowed conversion of one block of Home Town LTC into LTC for destination in NER. This relaxation is irrespective of the availment of all India LTC previously by the employee in the same block year of 4 years. For example, if an employee availed All India LTC in lieu of home town LTC in the first block consisting of two years, he is eligible to avail LTC to NER in lieu of Home town LTC available in the second block consisting of two years
No. If parents are not wholly dependent on the government servant, they are not entitled for any LTC.
LTC 80 is a scheme offered by Air India for booking air tickets when central government officers avail LTC. Prior to July 2009, tariff under LTC 80 was very significant as officers were allowed to travel in private airlines while claiming LTC. In such cases rates under LTC 80 were reimbursed to officers irrespective the amount spent by them for travelling in private airlines. However, after July 2009, travel by private airlines while proceeding on LTC is not allowed and further officers are allowed to claim only the economy class airfare or LTC 80 rates. In normal parlance home town is a place where the government servant is born. However it may not be applicable to many as we would have shifted to other places from the place of our birth due to various reasons. The following guidelines provided by govt which are not exhaustive could be useful for deciding the home town. But it’s clearly stipulated that the decision of the Controlling Officer whether or not to accept such place as the hometown of the Government servant shall be final.
When husband and wife both are Govt. servants, they could, at their option, choose to declare separate hometown and both of them may claim the concession separately under the normal provisions of CCS (LTC) Rules in respect of the members of their respective families subject to the condition that if husband or wife avails the facility as a member of the family of the other, he or she will not be entitled for claiming the concession for self independently. Similarly, the children shall be eligible for the benefit in one particular block as members of the family of one of the parents only.
A Government servant who declares, subject to the satisfaction of the Controlling Officer, that his hometown is outside India, will also be entitled to the leave travel concession for visiting his hometown. LTC in such a case will be limited to the fares for journey up to and from the railway station (by the shortest route) nearest to the hometown or the railway station for the nearest port of embarkation/disembarkation in India.
Where a Government servant and his family perform journeys separately, there is no objection to his presenting separate claims. In each case, however, the claim should be for both outward and inward journeys.

No. As per the OM No: 31011/4/2007-Estt (A) dated 2.5.2008, relaxation for travel by air to visit to NER is valid till 1.5.2008.
i wish to state that LTC to NER is extended for 2 years i.e up to 1-5-2010. please correct me if i am wrong.

QUERY: No.1. Is there any time gap required for availing two LTC (LTC-hometown adn ALL India.)QUERY No.2: Can two LTCs can be availed in the same year. Eg. Query No: 1: We will try answer your query through an example.
Suppose home town block years are 2006-07 and 2008-09 and All India block year would be 2006-09. If you had availed home town LTC during the year 2006 you can avail another home town LTC or All India LTC during the year 2008, 2009 and 2010 (during the extended period of one year).
Query: 2: Two LTCs could be availed in the same year when one LTC pertaining to previous block year which is extended up to one year and the other in the same year but relevant to the present block year

I remember that there was a circular allowing NE travel in lieu of home town LTC. But it was allowed only upto May 2009. Under answer to Q.14, a circular of 2008 has been mentioned according to which travel to NE is allowed. please clarify if thisis correct and valid as in 2010 also.

To Avail the LTC Facility by Air with 02 Year Old Child
Dear Sir,
With due respect I wish to say that, I would like to avail the LTC facility with my wife and two year old child. In connection to this, I would like to draw your kind attention:
i). My Pay Band is PB3(Rs.15690-Rs.39100)and Grade pay Rs.5400.
ii). In this pay band I am entitled to avail the Economy class air fare (Vide OM No. 19030/3/2008-E.IV, Dated 23th September 2008).
iii). Family members are also eligible to avail the facility of the LTC on the entitled class i.e. Economy class air fare (Vide OM No. 31011/4/2008/-Estt(A), Dated 23th September 2008).
iv). Airlines charge fare for more than two year child.
In this concern I would like to know whether my child is also eligible to travel in flight with us for the entitled class ?

no such restriction in commencing your LTC journey in a calander year. These blocks are totally different and as far as LTC concerned “block years” are relevant and not “calander Year”. There is a Govt of India decision stating that you can avail concurrently two different blocks. that is on completion of one LTC’s inward journey of a block, you may start a new journey immediately, of a new block.

as per LTC Rules only fares from Hq to destination & back is eligible. IRCTC package will not be fully reimbursable. So get separate Air fare tickets etc from the package operator. If a consolidate bill given as package it is cumbersome to get it reimbursed from your Admin/PAO.

I hired a taxi operated by Iceland Tours and Travel Pvt Ltd, SNT Bus Station, Gangtok ,from bagdogra airport to Gangtok. The particular operator is approved and recognised by Department of Tourism, Govt of Sikkim,. As per revised LTC orders travel by taxi is approved where two places are not connected by rail and taxi operates from point to point with the approval of State govt. Bagdogra and Gangtok are not connected by rail and taxis operate on regular basis with the approval of State Govt from one location to the other. Please clarify if the amount spent on hiring the taxi will be reimbursed to me.

kindly go thro the clarifications issued in regard to the NER LTC concession dated 14/05/2008 under point 3.
As per the same Pvt air fare is fully reimbursable for the entitled officers i.e gr a & B including gr B (non gazetted). Further as per OM dated 11/03/2010 LTC availed through pvt airlines by non entitled officers are also allowed as the fare should have to be restricted to entitled train class fare. So our FAQ 11 is correct as per the extant orders
Gconnect admin is taking utmost care in giving comments/interpretations which are well within the frame work of extant provisions as well based on unbiased logical inferences (where such interpretations required)

Sir,
I have joined in EPF Organisatin on 5 th Nov. 2003. I have availed LTC home town in 2006-2007 & in 2008-09 . Thereafter I havn’t availed any LTC. Now I want to avail LTC Home Town as well as LTC any where in India both in the month of November 2010 . Can both LTC be availed in the same year. Please Clarify. If I want to avail both LTC in the same month what will be option to avail it.

Dear sujeeth
Not possible as you have availed your 2006-2009 quota of HTC 2 times and therefore no extension. So you are entitle for either HTC/LTC(AI) for 2010-2011 bloc and another HTC/LTC(AI) as the case may be, in 2012-2013 only.

still confusion is lying with a question that whether an employee of group B non-GO can trail by air in place of NER availing LTC in case his place of posting and hometown are same.
All orders indicates that hometown LTC can be converted in NER.

No confusion at all. there are 2 ways to avail NER concession for all . one is by availing AI to NER. the other one is by conversion of Home town to NER. But as your home tow and HQrs are one and the same You cannot avail the option 2 i.e no conversion of home town.BUT you can avail All india LTC by AIR to NER. Avail and enjoy.

sir, i want to know if any employee applied ltc in the block year 2006-09 extention year 2010 for NER in air-flight for non entitlement class. whether he can avail ltc again for NER in next block year 2010-2013 in air.

Since LTC to NER by air has been extended till 2012, you can utilise the home town LTC for the home town block year 2010-11, as travel to LTC by air

Sir, I have earlier travelled to NER (by Air) by converting my hometown LTC during the block year 2008-09. I am now planning again to travel to NER (by Air) by availing LTC for the block year 2010-11. Is it permissible under the provisions of LTC rules. please clarify.

thank you for your reply, but i asked one employee already availed on all india ltc to NER region by air (non entitled for air) for the block year 2006-09 extention 2010 on april’2010. again that employee applied all india ltc for the block year 2010-13 to NER region by air (non entitled fo air) in the same financial year. your reply in this regard is highly soliciated.

If the LTC(NER) availed in the extended period, he can avail ltc (ner) in the next block very well in the same fin.year also
