Readers could have noticed that status of Anomaly Committee is an issue which was much talked about in Gconnect chatter box. Ever since it was formed by the Government after implementation of sixth pay commission report, considerable number of representations were made on many issues that created anomaly among employees.
The issues such as junior employees came to service after 6CPC implementation getting more pay than the senior counterparts, postponement of regular increment for more than one year to the employees who were getting pre-6cpc increment from Febrauary to June, were raised vehemently with the anomaly committee.
To the relief of the affected employees, there are indications that these two issues among others could be sorted out in favour of employees.
The first meeting of the National Anomaly Committee which was held on 12th December, 2009 has given these positive directions as the Government side in the said meeting has accepted to necessary orders in these two issues among other genuine demands by Confederation of central government employees and workers.

As per the minutes of meeting, for the issues 1 to 4 detailed above demands of confederation were accepted and issue of formal orders are awaited. For the last two issues Government has agreed to consider the issue once again.

Dear Sir,I hope there would be positive attitude of the National Anomaly Committee meeting met on 12-12-09 under the Chairmanship of DOPT Secretary,”The RTI reply given by the Min of Fin regarding all the merged scale (Rs.5000-8000,5500-9000 and Rs.6500-10500) will get grade pay of Rs. 4600 vide their No F.No 22/2/2008-IC.II dt 24-10-08,partially Min of Fin Govt of India,DOPT has issued order dated 13 Nov 09 and 16 Nov 09 for merged scales and for Stenographers/OS ,this has cleared the upgradation of grade pay Rs 4200 to 4600 for all pre-revised scales clubbed to Grade Pay Rs.4200 as on 01-01-06,only the matters of timing for implementation to various depatt and it is upto the the decision of deptt how early they can restructure to increase the grade pay for the employees working/worked in the pre-revised pay scale of Rs.5000-8000 and 5500-9000 once for all.Most sufferer are DRDO lower formation ie.Estt/labs where staff is heartburning viz Admin Astt ‘C’,Admin Supdt,Stores Astt’C’ ,Stores Supdt and other supervisory Staff ,all deptts has issued directive to their subordinates offices.In view of the above, to our mind the entire matter needs reconsideration of higher up for the increase of grade pay of Rs.4600 wef 01-01-06 to 31-08-09.Sir,one heartburning problem is for Scientific Staff and Technical staff there no hard and fast rule their problem are immediatly solved and every body to assist them but sufferers are Ministerial staff in lower formation who have got NO GOD FATHER. The minor changes suggested by the Employees Union and the positive hints from the Anomaly Committee are welcome. But the major differences remained unattended, which need consideration of the authorities are:- i) Common Uniform Multiplication Factor should have been adopted for fixing the Pay Band. It varied from 1.86 to 3.0. ii) The difference between the lowest and highest pay scales is (PB-1 Rs 5200 + G/Pay Rs 1800) Rs 7,000 and 90,000 (fixed) (ratio of 1:12.86) besides the additional perks and facilities being provided to the senior officers in the form of 24×7 staff car, free telephones/mobile/internet, newspapers/ periodicals, office refreshment and what not. While lowest paid employee gets Rs 350/- on 5% increase in DA, the senior officer will get Rs 4500/-. It amply illustrates the discrimination, though the market rate is same for both. A ratio of 1:6, with a minimum scale of 15000/- would have been reasonable.
iii) The pre-revised pay scales of Central Secretariat Staff and other field offices were on same grid, which have now been separated with higher scales for CS Staff, discriminating the Staff of field offices. iv) Officers having Grade Pay Rs 4800/- are allowed an automatic jump to Grade Pay 5400/- on completion of 4 years in the scale, while this benefit is not given to any other scales. v) The categories of merged pre-revised scales of 5000-5500 have been placed in a very disadvantageous position with curtailed promotional avenues. The merger of scales lacks any sense. Only hope now is upgraded fixation as per illustration at VI-B.

In regard item no. 5 above I would like to highlight that in case of upgraded or merged posts of the previous Central Pay Commissions the question of bunching arises due to upward revision of pay structure at minimum by 3 times of pre-revised pay structure. For instance, the post of UDC revised from Rs. 330-560 to Rs. 1200-2040 (more than 3 times by 4th CPC), from Rs. 1200-2040 to Rs. 4000-6000 (more than 3 times by 5th CPC) but the 6th CPC revised them from Rs. 4000-6000 to Rs. 5200-2020 which is less than 1.86 times at minimum. Likewise the pre-revised scale of Rs. 5000-8000 and Rs, 5500-9000 revised to Rs. 9300-34800 which is 1.86 times at minimum by the 6th CPC. Similarly the pre-revised scale of Rs. 6500-10500 revised equally with that of pre-revised scales of Rs. 5000-8000 and Rs. 5500-9000 by the 6th CPC. Since multiple factor of 1.86×5000 is 9300 which is the minimum revised pay of Rs. 9300-34800 nobody will be eligible bunching under proviso of Rule 7(i)(A)(ii) of CCS(RP) Rules, 2008. However in case of Pay Band 4 and HAG+( from pre-revised scales of Rs. 14,300-18300 to Rs. 24050-26000) it clearly stated in Rule 7(i)(A)(ii) of CCS(RP) Rules, 2008 that PB-4 will be clubbed for counting stages of bunching and the benefit of one increment for every two stages in the pre-revised scale will also be granted in the revised pay scale of HAG+. Government’s decision under para 2.2.21(i ) to (v) of 6th CPC stated that ‘fixation of pay in the revised Pay Bands will be done by multiplying the basic pay drawn as on 1/1/2006 on the existing Fifth CPC pay scales by a factor of 1.86 ‘which is applicable to all AIS and non-AIS. In case of merged and upgraded posts combined fitment table created from the 4th CPC(vide Swamy’s 4th CPC) onwards but in the 6th CPC the same is yet to be created in respect of merged and upgraded posts by the Ministry of Finance. The fitment table of pre-revised pay scale of Rs. 6500-10500(S-20) under OM dated 30-8-2008 may suitably be modified so as to include merged and upgraded pre-revised pay scales of Rs. 5000-8000, 5500-9000 and also Rs. 4500-7000 without changing minimum revised pay of Rs. 12090 as these lower posts were upgraded/merged to pre-revised pay scale of Rs. 6500-10500. Consequent on further upgradation of pre-revised pay scale of Rs. 6500-10500 to pre-revised pay scale of Rs. 7450-1200 vide OM dated 13-11-2009 and OM dated 16-12-2009 the fitment table may finally be modified with minimum revised pay of Rs. 13860. In case of non-upgraded posts of Rs. 4500-7000 the existing fitment table may be used as at present. Similarly the same formula may also apply to other merged and upgraded posts in order to justice to all merged and upgraded posts.

Good News for those retired between 1.1.06 and 2.9.08 and having more than 20 years service but less than 33 years. Now their demand for full pension has been accepted vide circular dated 10-12-2009. Also those taken VRS during this period and benefit of additional service will not be asked to refund the gratuity.

In my department, ie Customs & Central Excise, they have already started calculating the arrears amount due to this upgradation of grade pay. In fact, the December salary is to be paid on account of this upgradation only. No specific orders are required as the Finance Ministry OM is itself enough. You may approach your administration in this regard.

The so called dealing hands UDC’s who are in PB-1 and are not in the subject of discussion so far. I would like to know (1) Is ther any proposol for increasing their grade pay. (2) In Organised Accounts Cadre the Junior Accountants who complete 3years of service are being place in PB-2, where as it will take a minimum of 12 years or some times more than that to an UDC to reach PB-2.
In view of this I humbly request the concerned union members, JCM members to take up the issue with the pay anamoly committe

As per MACP after completion of 10 years the individual will be fixed at the next higher grade pay. Instead at the next higher grade pay in a particular cadre. i.e. in AFHQ cadre after UDC (grade pay 2400) the next promotion will be Assistant(grade pay 4200) where as after completion of 10 years of service as UDC in the grade pay of 2400 he will get the MACP in 2800 grade pay instead of 4200. In this connection I would like the concerned to take up the issue to fix the MACP in the next higher grade pay in that cardre rather than fixing the next higher grade pay.

hi i am from income tax department. it is nice to hear from Mr. Venkateshan that the upgradation of grade pay is being started in your department. I have a query and shall be happy if any vody can clarify the issue:
An inspector drawing pay at Rs. 6700 in pre-revised scale 6500-200-10500 was given basic of 6500*1.86 = 12470 + GP 4200.
A new entrant in the grade pay of 4600 is entitled for pay of 12540 + 4600(GP). the revised pay was fixed less than the new entrant.
post 13 nov 2009 OM the grade is upgraded top 7450-11500 prerevised (GP 4600).
the minimum of this upgraded pay scale as per revised pay scale is 7450 *1.86 = 13860.
As per the rule 7 (1)(A) (ii) of GR622(E) – sixth pay commission notification – if the pay after multiplying by factor of 1.86 is less than the minimum of the revised pay scale, then the pay is to be taken as the minimum of the revised pay scale.
My query friends is this :
Should teh minimum pay in the revised upgraded pay be fixed at
1. 12470 + 4600.
2. 13860 + 4600.
3. 12540 + 4600.
there is confusion as to what the actual revised poay on 01.01.2006 should be.
Please Guide.

Pay in the Pay Band in the case of all employees in the Pay Scales of Rs.5000-8000 and Rs.5500-9000 has to be fixed at Rs. 6500 multiplied by 1.86 i.e. Rs.12090 (this should be the starting basic pay). That is what has been recommended by the 6th CPC in Para 2.2.19(vii). In this regard the official side stated to have a re-look into the matter. Will that be conceded ?

What is the starting basic pay fixed for new entrants who joined after 01-01-2006 in your department. I enquired with my admin department they are not telling anything and said that they are still waiting for the orders. and also said that though the grade pay had been changed for new entrants who joined after 01-01-2006 they will pay only 9300 as basic pay and 4600 if they receive the order.

Sir, This is to bring to your notice that 6,cpc recmmend pension not less than 50% of minium of of band plus grade pay admissible,but while fixing my pension,as I have not completed 33 years (30.5 years.)factor of 61/66 is applied hence I am loosing almost Rs.2000/- permonth where is the parity is maintained.
Please clearify.My date of retirement is 31/08/2003,inthe grade of Rs.14300-18300 and in 6cpc PB 4 Rs.37600-.This should also be treated as anomoly. Thanks.

The Anomaly Committee has failed to address the most serious issue which has already been highlighted as under:
” Due to the first time introduction of one uniform date of annual increment i.e., 1st July (July to July as year) for all the employees, severe injustice and discrimination has been caused to those 50% of the existing employees whose date of annual increment in the unrevised pay scales otherwise falls after 1st January but before 1st July qua those whose date of annual increment falls after 1st July but before/on 1st January. Those whose date of annual increment in the unrevised scales is in December, their annual increment is pre-poned (advanced) to 1st July by nearly 6 months in the revised scales and hence get a recurring benefit, for all years to come, of an advanced annual increment by 6 months and consequently increased retirement benefits as well. On the other hand, 50% of the employees whose date of annual increment in the unrevised scales falls in January/February etc. their annual increment is postponed to July upto/by 6 months( annual becomes 13-18 months) and hence suffer a recurring loss, for all years to come, in the revised scales and a consequential loss in retirement benefits also for no fault of theirs.Solution: As a one time measure, commensurate with the first time introduction of one uniform date(1st July) of annual increment, it is requested to pre-pone notionally the date of annual increment in the pre-revised scale to 1st January of all those employees whose date of annual increment otherwise falls between 2nd January and 30th June, so that they can also get a similar benefit of their due annual increment, six months before at least in the pre-revised scale (if not in the revised scale) seemingly at par with those who have already been given of a similar benefit of preponement (whose date of annual increment otherwise falls between July and December) before the first annual increment is given to all the employees on one uniform date in the revised scales i.e., 1st July. In the matter of annual increments, between July to July in the unrevised scales, there should be no discrimination among the employees; one set of 50% getting the benefit of annual increment and the other 50% not getting the benefit. If as a one time measure, the annual increment of December can be pre-poned (advanced) and reduced by/upto 6 months to July in the revised scales, and then there is nothing wrong to set the parity by pre-poning the benefit of annual increment notionally for others also in the unrevised scale from June to 1st January, again as a one time measure only. By doing so, heartburning, injustice and discrimination, arising out of (by) giving annual increment after 13-18 months, against 50% of the employees can be redressed.
As per Clarification-1 vide F. No. 1/1/2008-IC dated 13.9.2009, only employees completing 6 months and above in the revised pay structure are to get increment on 1.7. 2006. On this very basis, before switching over to the new system of one uniform date of increment (1st July) for all the employees, firstly acknowledge, credit and give benefit of one pre-revised increment on 1.1.2006 to all those who have completed 6 months or more, after their last increment, in the pre-revised scale in 2005. Otherwise, they will suffer a loss of more than 6 months service and their annual increment will be after 13-18 months and not after 12 months resulting in a recurring loss to the 50% of the employees and consequently loss in retirement benefits (whose date of increment is between Jan. and June). Since 1st July 2006 is the benchmark for the first increment purposes in the revised scales, preceding one year from July to July should be the basis of the last increment and every employee who has completed 6 months or more should get one increment of the pre-revised scale by/on 1.1.2006. for fixation purposes.
In the revised pay structure, due to the introduction of one uniform date of increment 1.7. 2006, the worst losers/sufferers are those 50% employees whose date of increment in the unrevised scales was between 2nd Jan. and 30th June. Between July to July for 12 months preceding 1.7.2006, such employees have not got any increment (even of the unrevised scale). They get annual increment on 1.7.2006 after a gap of 18-13 months. If they exercise their option under Rule 11 and get their fixation postponed to their next date of increment (as per unrevised scale) between Feb. 2006 to June 2006, then the next increment they will again get after 13-18 months on 1.7.2007 and not on 1.7.2006. The only solution is to give one increment in the pre-revised scale on 1.1. 2006 at the time of fixation to all those who have completed 6 months or more after the last date of increment in the pre-revised scale”. I hope the Anomaly committee will address this issue at the earliest.

i dont stated why official side still stated to have re-look into the matter for considering the minimum pay at Rs. 6500 multiplied by 1.86 i.e. Rs.12090 (this should be the starting basic pay) when this has been clearly mentioned and recommended by the 6th CPC in its Para 2.2.19(vii).
Accoridngly in IAAD deptt. the departmental AAO’s pay should be fixed at minimum 7500 (the minimum of upgraded pay 7500- ) *1.86 ).

all cadres drawing 6500-200-10500 as on 1-1-06 have now been delinked by o.m. dated 13-11-09 and merged with 7450 with grade pay of 4600/- hence, in my opinion the grade pay of erstwhile cadres who were drawing 5000-8000 and 5500-9000 will be entitled for 5500 multiplied by 1.86. hence 10230 and the grade pay of 4200. and similarly the pay of 7450 with grade pay of 4600 should similarly be modified to 7450 multiplied by 1.86 and will result in 13860.

what will be grade pay of Stenographer Grade-II (5000-8000)and Stenographer Grade-I (5500-9000) after issue of the Min.of Finance OM dt. 13th and 16th November 2009 with referfence to OM dt.22-10-2008. I feel Grade-II and Grade-I Stenos should get 4600 grade pay with effect from 01-01-2006. Please clarify anybody.

hope by this time you could understand the situation that the persons who got promotion before 1.1.2006 in which way there are compensated the anomoly. lot of variation arise that these people got more pay than the seniors. even for the persons joined in the year 1995 they have not been given any opromotion but they are getting grdepay more than the senior.
why, how
i joined as scientfic asst. on promotiion in 2002 my gp is 4200 since 5000.5500. and 6500 are megred i was placed in gp 4200 it is quite injustice and in recent times our department has announced that 5000,5500 are mersged for the benefit of department. takeing this issue the persons who joined inthe year 1995 they are also being given 4600 as per the macp… request my pay in this regard

“I hope there would be positive attitude of the National Anomaly Committee meeting met on 12-12-09 under the Chairmanship of DOPT Secretary,”The RTI reply given by the Min of Fin regarding all the merged scale (Rs.5000-8000,5500-9000 and Rs.6500-10500) will get grade pay of Rs. 4600 vide their No F.No 22/2/2008-IC.II dt 24-10-08,partially Min of Fin Govt of India,DOPT has issued order dated 13 Nov 09 and 16 Nov 09 for merged scales and for Stenographers/OS ,this has cleared the upgradation of grade pay Rs 4200 to 4600 for all pre-revised scales clubbed to Grade Pay Rs.4200 as on 01-01-06,only the matters of timing for implementation to various depatt and it is upto the the decision of deptt how early they can restructure to increase the grade pay for the employees working/worked in the pre-revised pay scale of Rs.5000-8000 and 5500-9000 once for all.Most sufferer are DRDO lower formation ie.Estt/labs where staff is heartburning viz Admin Astt ‘C’,Admin Supdt,Stores Astt’C’ ,Stores Supdt and other supervisory Staff ,all deptts has issued directive to their subordinates offices.In view of the above, to our mind the entire matter needs reconsideration of higher up for the increase of grade pay of Rs.4600 wef 01-01-06 to 31-08-09.Sir,one heartburning problem is for Scientific Staff and Technical staff there no hard and fast rule their problem are immediatly solved and every body to assist them but sufferers are Ministerial staff in lower formation who have got NO GOD FATHER. 1. Most of the anomalies can be solved if the Anomaly Committee de-links the Annual Increment and the increment earned on a/c of promotion or MACPS. 2. Wherever any specific starting Pay in Pay Band has been indicated to the DRs, at least the same should be the minimum starting pay for the promotees, who are now forced to draw less than their juniors.

Whether the JCM discuss the following points in next meeting scheduled on 16.1.2010.
1. The peon (7th std) joined on 31.12.2005 and a postgraduate LDC joined on 1.1.2006 will be geting same salary. Is it not a sin?
2. The 6th cpc suggested stage of pay for those who are joining on or after 1.1.2006 for 5000(pre-revised) will get 9300+4200 and for 6500 (Pre-revised) will get 12540+4600. But what is the stage of 5500 pre-revised if appointed on or after 1.1.2006.
3. Similarly the person joined on 31.12.2005 in the pre-revised 6500 will be fixed by multiplying 1.86 (ie., 12,090+4200) whereas his junior joined on 1.1.2006 will get 12540+4600, how it happens?
4. The grade pay of 4200 given to 5000-8000 and 4600 GP given to 5500-9000 and 5400 GP has been given 6500-10,500 by the Employees Provident fund organisation (Ministry of Labour) in the field offices, whereas certain ministries are not allowing the same to field offices ? why this discrepancy inspite of approval by Ministry of Finance.

I joined service as Jr. Clerk (LDC) on 12-10-1984. I got promotion on 4-5-1998 as Sr.Clerk (UDC) in 4000-6000 scale (after 14 years) and now with PB of 5200-20200 with GP 2400. My next promotional hierarch is Head Clerk/Assistant and its PB is 9300-34800 with GP of 4200. I have completed 24 years of service. 2nd MACP is due on 12-10-2008 as per MACP OM a GP of 2800 is available in between my present promotional post GP. I think, I will be eligible to get PB of 9300-34800 as there is not further pay fixation on regular promotion as per OM dated 19-5-2009. While pay fixation, on granting one increment of lower basic pay, the pay band will be below the minimum of my promotional post PB. Then I will get minimum of PB 9300-34800 of my promotional post with GP of 2800. Other wise please clarify. On getting regular promotion to Head Clerk/Assistant GP 4200 would be granted. Please clear my doubt and clarify the position with details. The MACP has put the employees in a disaster position and huge financial loss. There is a disparity among employees who are granted ACP before and after 1st Sept.08 in the same cadre. I may cadre, the employees granted 2nd ACP before 1st Sept.08 is getting GP of 4200 and will get GP of 2800 after operational MACP. This disparity should be removed immediately at least within the cadre by virtue of equal work being done by every one by issuing further amendment order otherwise will be forced to for justice at any way. This should be considered as common point for all employees and put forth to the government for consideration in a point of spirit. Otherwise , option should be given to all employees for opting to go with ACP or MACP which is beneficial to the employees.

If Mr. Vengat’s opinion that pre-revised scales 5000-8000, 5500-9000 is delinked from 6500-10500 vide OM dated 13-11-2009 is accepted whether so many posts specifically upgraded/merged from pre-revised scales 4500-7000,5000-8000, 5500-9000, 6500-9000 to 6500-10500 under so many paras of 6th CPC will be treated as null and void at a stroke. In case the Ministry of Finance intend to delink scales 5000 and 5500 from 6500 a new scale in the FIRST SCHEDULE such as Sl.No.17 is required. Otherwise pre-revised scales from 5000 to 6500 and now to 7450 are not delinked as per CCS(RP) Rules,2008 and OM dated 13-11-2009 and 16-11-2009. A very very happy new year 2010 to all my readers.

In the First National Anomaly Committee Meeting held on 12th Dec. 2009, it was contended that in the case of an employee in the pre-revised pay scale Rs. 5000-8000 drawing Rs. 5600 as on 1.1.2006, his pay would be fixed 6500 multiplied by 1.86 i.e. Rs. 12090, as it was merged with scale of Rs. 6500-10500.
In this connection, it is worthwhile to mention that the Finance Ministry has granted grade pay of Rs. 4600 to pre-revised pay scale of Rs. 6500-10500 w.e.f 01-01-2006 vide F. No.1/1/2008-IC. Hence, pre revised scale of Rs. 5000-8000 and Rs. 5500-9000 which were replaced by the revised pay structure (PB-2) having grade pay of Rs. 4200 may not be comparable with Rs. 6500-10500 whose grade pay is Rs. 4600.
Further, Sixth Pay Commission recommended vide para 2.2.21 (v) of its report that in case a post already exist in the scale of Rs. 7450-11500, Rs. 6500-10500 should be merged with the post in the scale of Rs. 7450-11500 and accordingly it was replaced by the revised pay structure (PB-2) having grade pay of Rs. 4600. On that case, in the case of an employee in pre revised scale of Rs. 6500-10500 drawing Rs. 6700 as on 1-1-2006, his pay should have been fixed 7450 multiplied by 1.86 i.e Rs. 13860 as it was merged with scale of Rs. 7450-11500. But the rationale behind this computation is wholly incorrect and illogical.
Therefore, it will be a great aberration if Govt. agrees to the proposed fixation norms which was discussed in the first national anomaly committee meeting held on 12th December 2009.

Great injustice has been done to those whose increment falls between Feb and June.The anomaly committee should examine this with due care and sympathey.My pay was 13500(Maximum) on March 2007 and retired on 30th June 2007.When New pay Scale came into effect I was denied the increment as a result I lost heavily.This needs to be addressed.

The moment prerevised scale/posts of Rs.6500-10500/- is shifted to the extent of grade pay of Rs 4600/- in pre-revised scale of Rs. 7450-11500/- as a course of merger/up gradation then computation of pay fixation, as forwarded by NAC e.g. Pre- revised Basic Rs 5600/- of scale Rs.5000-9000/- to be multiplied by Basic Rs.6500/-,interpolating scale Rs.6500-10500/-, with the laid down multiplication factor shall dilute a uniform pay fixation basis & shall develop a rational demand of employees having B/Pay Rs. 6700/- in scale Rs. 6500-10500/- for fixation treating their pay equivalent to Rs. 7450/- to be multiplied by 1.86. Matter needs be streamlined before executive orders are issued.

Many of the anomalies crop up due to improper fixation. This happens even in case of pensioners who have no way to compare. It will be appropriate if the revised pension is fixed based on the revised grade and the stage at which an employee retires( i.e. addition in number of increments depending on service in that grade). The recommendation and implementation has been to fix the pension at 50% of minimum of revised grade if not meeting fitment formula. It is requested to take up this with anomaly committee.

I have studied 6th CPC report and also CCS (RP) Rules, 2008. The strange treatment by the Implementation Cell in some cases of recommendations are quite contrary to the CCS (RP) Rules, 2008. Clarification regarding ignoring fraction of Rupee while rounding off increment is contrary to the provision of rounding off to the next multiple of 10 (which does not imply ignoring anything). Likewise, clarification regarding grant of an additional increment after fixing the pay ason 1.1.2006 in case of those employees who were drawing pay at the maximum of thier pre-revised scale for more than a year, particularly in case of those getting stagnation increment in between Feb 2005 to Jan 2006 is not in consonance to the Rules. An employee having a stagnation increment is naturally entitled to additional incrment as he was drawing pay at the maximum for at least two years. Would JCM draw attention?

MY COMMENTS ON THE ABOVE CLARIFICATION IS BELOW
The clarification given for each point of doubt is contradictory to the other on the following reasons making lot of further injustices to the Assistants. I am showing the examples of three employees promoted in different dates as per the above clarifications in the same post which will reveal the Himalayan blunder through the latest clarification.
1. Eg. (point of doubt 1) An employee who was promoted as Assistant on 1.11.2002 and fixed his pay in the minimum of 5500 reached his basic of Rs.6025 as on 1.1.2006 . He will get only Rs. 15,810 (6025×1.86+4600).
2. Eg. (point of doubt 2) Another employee who was promoted as Assistant on 1.11.2005 and drawing 5500 only on 1.1.2006 are opting his pay fixation from 15/9/2006 as per fitment table of 6500-10,500 he will get Rs.16690 (6500×1,86+4600)
3. Eg. (Point of doubt 3) Another employee who was promoted as Assistant on 1.6.2006 and was drawing 5500 from 1.6.2006 will get Rs. 18,460 (7450×1,86+4600).
The ultimate result that three employees promoted with same recruitment rules in the same pre-revised scale of 5500-9000 on 1.11.2002 and 1.11.2005 and 1.6.2006 will get refixed his pay as Rs.15,810, 16690 and 18,460 respectively. Whether, any Ministry will give such foolish clarification. Normally the senior has to get more pay whereas in this aspect the junior most in the same scale will get Rs.18,460/- as per the clarification said to have issued.
My suggestion to solve all these problem, give fixation benefit to all Assistants in the replaced pre-revised 7450-11,500 with bunching benefit and grade pay of Rs.4600/- for the pre-revised 5500-9000 as per the pay commission suggestion and government approval and further clarification given in OM dated 13.11.2009 to sort out all injustices irrespective of CSS etc.etc.
In this context, I would like to reproduce one para from pay commission report chapter:
3.8.1: Common categories of staff are those categories that are engaged in semilar functions spread across various ministries/departments/organizations of the Central Government. These categories are not limited to any specific Ministry or department and, therefore any decision taken for them impacts more than one Ministry/department/organization

MACPS has been formed to deny the benefits that were received in old ACP Scheme. Merely placement on the next higher grade pay instead of GP of promotional post is injustified. Moreover, earlier, those appointed through SSC were given ACP on 12/24 years counting from their year of SSC Examination and not from date of joining. MACP on 10/20/30 should also be granted from the year of examination of SSC. Secondly, IN CBI/IB/CRPF/CISF, etc. LDC and Constable were getting same scale of pay in 5th CPC, but Constable getting more pay than LDC. Similarly, UDC and HC were getting same sacle of pay in 5th CPC. This also has been modified by the 6th CPC, resulting in HC getting more pay than UDC in these departents.

I passed the cash & accounts training course conducted by ISTM, New Delhi in March, 2005 and the results published in June, 2005. I was holding the regular post of UDC in the scale of pay of Rs.4000-10-6000 and as Assistant on adhoc basis in the scale of Rs.5000-150-8000. I opted for fixing my pay w.e.f. Sept.,2005, which was normal date of increment. As per 6cpc recom., my pay was fixed on 1.1.2006, without taking into account the advance increment granted to me. My office gave me two increments of Rs.100/- each on passing the C&A course. Audit has put a query stating that the pay as on 1.1.06 should be fixed after taking into account the adv.increment. Can anybody who know the rule position/ have latest orders in this regard, help me.

Whether upgradation of pay scale of UDC (4000-6000) is considered or not? UDCs are dealing hand of the system, by upgrading the scales of Assistant cadre and not considering the upgradation of UDCs, it has created a lot of disparity amongst the UDC cadre. Most of the employees working in UDC cadre are graduates / post graduates, and by putting them in Pay Band 1, is a great injustice to them. I request the concerned authorities to look into the matter.

The difference between various grade pays is good enough except 4600 – 4800, which is only Rs 200/-. An employee who will be eligible for GP of Rs 4800/- from Rs 4600/- under MACP, will get Rs 200/- after 10 years of service!!!
The Grade Pay structure by and large is smooth in ministerial cadre grades e.g. 2000/-, 2400/-, 2800/- having a jump of Rs 400/-. It is also smooth in Gp A cadre i.e. Rs 5400/-, 6600/-, 7600/- and 8700/- having a jump around Rs 1000-1200/-. Only medium level employee has been made victim of new MACP, where an employee will get Rs 400/- after 10 years and 200/- after 20 years of service, which means he will have no charm for this scheme.
The Anomaly committee should abolish the grade pay of Rs 4600/- . There should be grade pay of Rs 4200/-, 4800/- and 5400/- so that the employee can get a good jump of Rs 600/-, otherwise there is no benefit of MACP to this group of employees.

Hi..!! I am presently working as an AAO in the PCDA (P) Allahabad. I was in the pay scale of 4500-7000 on 01.01.2006 and my basic pay was 4875/- on 01.01.2006 and the month of increment was March.
I was promoted in the scale 6500-10500 on 28.07.2007 after passing SAS Exams. Now in the Pay commission we have been given the Grade pay of Rs. 4800/-.

As per new PC the minimum pay of direct recuits in Grade pay 4800/- is 18150/-, hence it appears that the pay of old employees should not be less than this amoumt. Kindly guide me..!!

Govt should take action to enhance the morale of CG employees who are serving the govt for about 25 – 30 years by enhancing GPs as suggested by Sru Gurmukh, instead of killing the working spirit in the employees in 5000,5500 pre-revised scale PAs and do justice to the sufferes who are not much happy with the MACPs injustice of GP 4600 and nect GP 4800 only Rs.200/- after putting nearly 29-30 years of service.

same story, I am presently working as an AAO in Delhi. I was L.D.C. in the pay scale of 3050-4990 on 01.01.2006 and my basis pay was 3575 on 01.01.2006. I was promoted in the pay scale of 4500-7000 on 012.01.2006 and my basic pay was fixed at minimum i.e. 4500/- on 12.01.2006. After than I was promoted in the scale 6500-10500 on 23.06.2008 after passing JAO(C) Exams. Now in the Pay commission we have been given the Grade pay of Rs. 4800/-.
Please guide me in my fiaxtion as on:

Anomaly committee’s final decision is yet to come. Only upon a OM clarifying the position, you can at least opt for 6cpc fixation either from 12/1/06 or 23/6/08 the days of your two promotions by ignoring your arrears. But it is advisable in present position (pending anomaly committee decision) you can opt both from the date of your increment ie., on 1.7.06 and on 1.7.08.
But the fixation as you said (i.e., 6500*1.86) is totally wrong when you opt to get your 6cpc arrears from 1/1/06. When you opt for 6CPC pay from 1.1.2006 you are entitled to get 3% increment for each promotion.

Hi..!! I am presently working as a Principal in Kendriya Vidyalaya Happy Valley Shillong (Meghalaya)-793007. I was in the pay scale of 10000-325-15200 on 01.01.2006 and my basic pay was 10975/- on 01.01.2006 and the month of increment was July.
The Kendriya Vidyalaya Sangathan sent the recommendation on the basis of 6th CPC as reproduced below:
Revision of Pay Scales of Teaching Staff of KVS Based on the Part-B (Section II)(XVII)

Now according to the 6th Pay commission I have been given the Pay Band Pay Rs 20420/- Grade pay of Rs. 7600/-and Total Basic Pay Rs 28020/- as on 01.01.2006
Please guide me in my fiaxtion as on:

Dear Sir,
Please read the following example:-
1. Old Basic pay as on 1.1.06 = 10975 (10000-325-15200)
2. Revised pay band = 15600-39100
3. Revised grade pay = 7600
New scale :-
As on 1.1.2006
1. Ex. Basic pay as on 1.1.2006 Rs. 10975
2. Pay after multiplication by a factor of 1.86 Rs. 20414 (R/O Rs. 20420 > 15600)
3. Pay in the Pay Band PB-3 Rs. 20420
4. Grade Pay attached to the Scale
Rs. 7600
A. Basic Pay as on 1.1.06 (Rs.20420+Rs.7600) Rs. 28020
Basic Pay as on 1.7.06 as under
a). Pay in the Pay Band (1.1.06) Rs. 20420
b). Pay after annual increment @ 3%
= {20420 + .03(20420+7600)} Rs. 21261 (R/O. Rs. 21270)
c ). Pay in the Pay Band PB-3 Rs. 21270
4. Grade Pay Rs. 7600

My dear Sh Hanumanthji sorry in reply your querry. “The RTI reply given by the Ministry of Finance say all merged scale Rs.5000-8000,Rs.5500-9000,6500-10500 will get grade pay of Rs.4600. The reply is reproduced below :-

,Subject : Application of Sh Manoj Kumar under RTI ACT. =With reference to RTI Cell’s UO No 3(202)/2008-RTI dated 13-10-2008. The applicant may informed that 1) Entry pay in revised appointment for direct recruit appointed on or after 1-1-06 as contained in section 2 Part A of first schedule of CCS (RP),rules 2008 has been finalized in accordance with Pay Commission recommendations contained in Para 2.2.22 (IV) Multiplication factor 1.74(Modified to 1.86 by the Govt recommended by the Commission was for fixation of the pay of existing employees in the revised structure as on 01-01-06. Now grade pay and pay band s has been approved by the Govt for direct recruits joining the Govt on or after 01-01-06. (2) As per 6thPC’sReport,as accepted ny the Govt the pre-revised scale of Rs. 5000-8000,Rs.5500-9000 and 6500-10500 have been granted the identical revised pay band of PB-2 (Rs 9300-34800) with Grade pay of Rs.4600. This is accordance with recommendations of the Sixth Pay Commission. This issue with the approval of Director (IC). This is in reference to Mr. Aravinda Kumar Dhar’s observation duly supported by Mr. Pradeep Chakraborty. I am sorry to say that I do not agree with them. The Pay Commission have recommended for merger of the pre-revised scales of Rs.5000-8000 & Rs. 5500-9000 with Rs.6500-10500. As a result of this, only one scale came into existence w.e.f. 01.01.06 i.e. Rs. 6500-10500/equivalent in PB 2 Rs. 9300-34800, in place of the above three scales. Since the implementation of 6th CPC, the pre-revised scale of Rs.6500-10500 is merged with higher grade or not is another matter. It doesn’t mean that the scale of Rs. 6500-10500 is removed from the Pay Band. The case is very simple. Rs. 6500-10500 is merged with Rs. 7450-11500 and Rs.5000-8000 & Rs. 5500-9000 are merged with Rs.6500-10500.
I would also like to club this point with the contention of JS (Pers) as exhibited in the Minutes of NAC Meeting held on 12.12.09. Her argument that the pay fixation in the revised pay structure has been done strictly in accordance with the fixation tables given in the CPC’s report, and therefore this could not be termed as an anomaly, is not true. Further, the Hon’ble Chairman also re-iterated that the tables are very much part of the recommendation of the Pay Commission. It is true. But the Hon’ble Chairman should also notice that Para 2.2.19 is also a part of the Pay Commission. The JS (Pers) also argued about the fitment benefit given to the above three merged grades i.e. 40% of maximum of Rs. 6500-10500 scale. The Administration should know that merely granting Grade Pay equivalent to that of a higher scale cannot serve the purpose of merger of scales. Until and unless you extend the benefit of minimum pay scale prescribed for the highest pay scale with which other pay scales are merged, you cannot term it as merger. So I would like to draw the kind attention of JS (Pers) that if you give the fitment benefit to the merged scales according to the maximum of highest pay scale, then you are bound to extend the benefit of minimum of the highest pay scale too. I am of the opinion that an inadvertent error occurred from the part of the Pay Commission too when prescribing the fitment table of PB 2 as Rs. 9300-34800, instead of Rs.12090-34800. If it has been so, this needless hoodwink by the Administration could have been avoided.
Furthermore, we should remember that the power rests with the Government to accept/ reject/modify any recommendation given by the Pay Commission, if it deemed necessary. So why not they clean up this mess?
The case is similar with that of Rs.6500-10500 merged with Rs. 7450-11500/-.
Kudos to Shri Raghavaiah, Shri Umrao Mal Purohit & their team. I am appreciating their effort. They may please impress upon the Administration to finalize this issue in the next NAC Meeting, without any further delay because the above four pre-revised scales are the backbone of bureaucracy.

The wordings of part B is “the scales 5000, 5500 are merged with 6500, being upgraded to 7450″ Why the gerund “being” has been used there. The sentence could have been coined like this ” the 5000, 5500 are merged with 6500 Full stop. scale 6500 to be merged with 7450.” But the intention of the commission is not that. They wish to settle the promotional anomaly already exist in between these scales esp in Customs Central Excise IT Departments(refer Commission’s elaborate discussions) To solve this anomaly -already existed and created by 6CPC and further complicated- the NAC SHOULD ACCEPT THIS AS A PAY ANOMALY
