Pay issue of armed forces to be resolved shortly

Ministerial committee, set up to look into the armed forces’ grievance about pay “anomalies”, is likely to sort out the matter soon. External Affairs Minister, Mr Pranab Mukherjee, who heads the three-member committee, on Monday said he had discussed the matter with Prime Minister, Dr Manmohan Singh and Defence Minister, Mr A K Antony.


“Shortly, I am going to discuss with the Finance Minister (Mr P Chidambaram),” he told reporters here when asked about the issue.

Without giving details of his discussions with the Prime Minister, Mr Mukherjee merely said “I do hope we will be able to sort out the issue shortly”.

The committee, which also includes Mr Antony and Mr Chidambaram, was set up by the Prime Minister on September 25 in the wake of deep resentment in the armed forces, who complained that there were “anomalies” in the 6th Pay Commission recommendations an d that it had lowered the status of their officers.

After the government notification was issued on August 29, the issues of “anomalies” in the pay for officers was first raised by Air chief Fali Homi Major in his letter in his capacity as acting Chairman of Chiefs of Staff Committee (COSC). Chiefs of N avy and Army too have been voicing their resentment.

Mr Antony has strongly favoured resolution of core issues raised by the three services chiefs in their representation to the government.

He wrote to Mr Chidambaram, raising issues of disparities”, including the ones relating to Personnel Below Officer Rank (PBORs).

    Please let me know about the statement of Mr Amar Singh of SP leader that sacrific of Inspector Mohan Chandra Sharma is not justified as he was not on bonafide duty. Please ask from Mr Amar Singh SP Leader if someone see the terrorist and than he shoot dead them by his private arms, than that person should also booked for murder of terrorisr under IPC 302. Am I correct or not please reply.

    My basic pension nason 01/01/2006 ia Rs 2605/- now what basic pension fixed as on 01/10/2008 as defence pensionner.

    I t was expected to get high power commitee report before Diwali. It is over and the dead line fixed i.e end of month is also over. Pre-2006 retired armed force personnel are eagerly waiting for their revised pension fixed as per 6th CPC.Why is the Govt not issuing necessary orders for payment of revised pension as per 6 CPC to pre-2006 retired armed force personnel pending receipt of high power committee report?Govt has already issued orders for payment of lumpsum amount as arrears to serving personnel. Why could’nt they issue similar orders for pensioners also?

    My pension is 2600/- What will my pension be after VI Pay Commision. I retired on 31st July 2007. Therefore Pay commision arrears are applicable for me from 01st Jan 2006 till 31st July 2007. when will the 40% arrears be paid of retired personnel of armed forces.

    Dear Sir, i have retired fro IAF wef 01 mar,99 with a basic pension of Rs.2343. after the implemantation many Govt GO’s my basic pension was fixed at 3989/- wef 01 Jan,06 out of which 1152/- is the commuted value. Kindly apraise me of what shall be my revised basic pension wef 01st Jan, 06 and what will be my arrears.

    Orders for payment of revised pension to pre-2006 retired armed force personnel have since been issued vide G of I, M of D, Dept of Ex-Servicemen Wellfare, New Delhi letter No 17(4)/2008(I)/D(Pen)/Policy dt 11.11.08. The rough calculation of pension of pre-2006 retired armed force personnel is Basic Pension(less DP) x 2.26 +1000= Revised Basic Pension. DA on the sum total(revised basic pension) is also applicable. The present rate of DA is 16%

    The calculation given above is for PBOR. For Officers it is BP(less DP)as on 01.01.06)x2.26+3000 +DA on the sum total as applicable

    There is a mistake in my alculation. The correct callculation is as under :-

    Revised Basic Pension = Basic Pension as on 01.01.06(less DP) x 2.26

    OR

    50% of minimum of revised scale+grade pay+MSP. The mistake occured is regretted.

    The three members commettee headed by Mr Praonab Mukerji is still silent to give PB-4 to Lt Col. The moral of Army Officers will go down who are serving for the nation. Media is also silent on this matter.

    Orders for payment of revised pension as per 6 CPC to pre-2006 retired armed force personnel have since been issued. The calculation is either Basic Pension(less DP)as on 01.01.06 x 2.26 OR 50% of(minimum of pay band+Grade Pay+MSP) for 33 yrs of service, whichever is higher of the two calculations. In almost all cases the first calculation is higher than the second. The benefit of MSP is, therefore, denied to pre-2006 retired armed force personnel. It is, therefore, requested to make the first calculation as BP(less DP)as on 01.01.06×2.26 +50% of MSP.

    Sir,
    I think the pay fixation in r/o pre-2006 ex-servicemen are getting from bad to
    worse because competent representatives are not being fully aware of the payment
    system even though Defence is the only organisation where each and every rule is framed by the good old authorities who were having practical knoledge and experience.
    Civil service has to get a service touch to become competant because basically civil authorities are lethargic and substandard in all respects novertheless, they can twist, change colours and make ups and downs to suit their position’s existence/survival.
    Sevice have izzat poorly so to civil which is a big difference.

    I released from Indian Navy on 31 Oct 2007. a) when i will get/likely to expect my all arrears/ dues of commutation, gratuaty,salary arrears from 01 Jan 06 to Oct 07 and pension arrears from O1 Nov 07 to tilldate 07 and Howmuch . I am very greatful to you if u can give the information and accordingly I can plan my carrier and my family settelements.

    Execellant. Happy to know that at least someone is aware and worried to the fact that the fixation of pension for Pre Jan 2006 is going to be worst. Its already seems as per the orders on the subject till now came out. From that IT IS NOW 100 % CLEAR THAT UNLESS THERE IS ANY NEW AMMENDED ORDER COMES, NOT ONLY MSP BENEFIT IS ZERO, but Persons served less that 28 years are going to affect much more.

    It is, therefore, requested to make the first calculation as BP(less DP)as on 01.01.06×2.26 +50% of MSP.

    Govt had given some improvement to pension for those armed force personnel have retired prior to 01.01.1996 to make them at par with the post 1996 retirees. This benefit was given from 01.04.2007. It is not clear from the orders issued for paying reivsed pension for pre-2006 retired armed force personnel weather the said aspect has been taken into consideration to decide the consolidated pension with effect from 01.01 06 or not.. If not, the pre-1996 retirees would be great loosers. The concerned authorities are requested to take care of this case.

    Fixation of pension for persons retired after 01 Jan 2006 are availble at http://www.pcdapension.nic.in/6cpc/CIRCULAR-400.pdf.
    what is the status of MSP for a persons retired before 01 sep 2008 and after 01 Jan 2006 .will they get MSP in pension from the month of sep 08 and for calculation of pensionary benifits.

    sir, please let us know what is govt.`s final decision on one rank one pension and new pension grant @ 70% instead of @50% enhancement. Also pls let us when is 60% of the remaining arears are going to be paid?
