Pay fixation with increment on grant of non-functional scale to SO of CSS

Department of Personnel and Training has ordered for granting an increment @ 3% of basic pay (pay in payband + grade pay) and grade pay of Rs.5400 at the time of non-functional upgradation to Section Officers belonging to CSS.

As per Sl.No: 1 of table to Section II of Part B to CSS (Revised Pay) Rules 2008, enforced consequent on implementation of Six Pay Commission report, this non-functional upgradation from the pre-revised scale of Rs.7500-12000 (PB-2) to Pre-revised Scale of Rs.8000-13500 (PB-3) is granted to Section Officers belonging to CSS after completion of 4 years of service.

    comarades,
    as usual the Supdts of C.Ex who got promotion after 16 to 20 years have been left out in this order. The DOPT/Implementation cell while upgrading the grade pay of 4200 to 4600 for the erstwhile Rs.6500 pay cadre, it has been done to all inclusive of Inspectors of C.Ex. Why dont they issue such an order for this cases also, as this is common to many Departments. why the Section officers in CSS are so special?

    sir, now govt.s to rectify its mistake in pay fixation to section of its employees. however i request govt. to be more liberal towards to Class IV employees who is not to get promotion and as per revised norm there will be no more Class IV employees recruitment. so the existing staff salary maybe reviewed more liberally. thanking you,yours sincerely, V.Padmanabhan TO VCRC Pondicherry

    Though 6th CPC had recommended parity in pay scales of employees of CSS and other Central Govt. services and the Govt had accepted it, almost all cadres of CSS have been given upgraded scales on a daily basis. Congrats to CSS cadre. Unfortunately nothing has been done to rectify the anomalies in the scales of other Central Govt services with regard to variation in Multiplication Factor applied for PB 1&2 and PB3&4, HAG, HAG+ etc., wanton merger of scales of 5000-5500-6500 depriving promotions to these categories and invoking heirarchical grade pay on MACP. Will the authorities now wake up and look into the anomalies as a whole and bring out a comprehensive order covering all central govt. employees.

    I fully support Mr. Veliyam Sasi’s comment dated 24-11-09. As he correctly pointed out there should be parity between CSS/CSSS and other Central Govt Services as recommended by 6th CPC. It is high time to remove anomaly. Employees are already suffering on account of merger of pay scales (5000-5500-6500) with this act who is benefitted- only the Juniors and seniors have been deprived of. Similarly common UFM must be applied i.e. for PB-1-3 instead of 1.86 it should be applied 2.56 as in the case of PB4 personnel.

    Sir,

    Pay fixation benefit with grant of increment for non-functional scale to Section Officers of CSS is a good gesture. If the same benefit is extended to all the PS of non-secretariat offices in the grade pay of Rs.4800/- eligible for Rs. 5400 Grade pay on completion of four years in Rs.4800 GP. Thus the parity between CSS and non secretariat offices will be established. MACP anomaly on granting of Rs.5400 Grade pay to these staff members will also be cleared.

    I WAS APPOINTED AS AN ASSISTANT W.E.F. 14.07.1983. ON HAVING COMPLETED 24 YEARS OF SERVICE WAS GRANTED PAY SCALE OF RS 7450-11500, BUT AFTER IMPLEMENTATION OF 6TH CPC, MY OFFICE HAS GRANTED ME THE GRADE PAY OF

    RS 4600 ONLY(.) IS IT JUSTIFIABLE

        I had been promoted to 6500 scale in the month of june 2006 after completion of 5 years in 5500 scale as we have that system of promotion but now govt order says 4600 GP for those who have 6500 on 1/1/2006 what about the 41/2 years i have already rendered in 5500 scale when will i get 4600 GP

    Time for another fight.Hardly few days passed,the deptt gave clarification on upgradation of gradepay to ITOs who have completed four years of service. Now the CSS SOs are correctly allowed increment of 3%on stepping upto prerevised scale of 8000
    It should have been made applicable to all other departments like IT,CE. Is it that govt does not want to do justice to all without a fight from the employees?

    I think that the government should issue an order for fixation of pay scale on the basis of qualification & job responsibilities not a designation & department wise. Various department do not accept these orders as the order for special department only not for our department, of which the officials become worry having no sufficiant ground for their justifications.

    Recently DOP&T issued 3% increment in the case of SOs/PSs who have qualified four years of service and granted 5400 grade pay. Will this be applicable to PSs who qualified their SO/PS Exam 2005 and joined their posts from April to July, 2009 because on 1st of July, 2009 they have completed fours years of regular service. Will this order benefit to the new enterants.

    Any advice or comments in the matter

    By issuing irregular clarifications on extending the benefits of new grade pay to those completed four years of service in non-functional scale the DOPT has shown its partial attitude towards other departments when it has taken pain to extend the benefits only to CSS staffs. In what way other employees of the same scale in other Depts are inferiors to those CSS staffs benefited. Is it because they are all sitting in arms reaching place they are appeased and others are totally demoralised by making them to wait till they complete 4 years after they reach the functional scale which are never possible with many of the highly stagnated cadre like Superintendent of C.Ex. Unless there is a rational approach to this type of problems the efficiency of the work force will reflect on the performance of the Dept.

    Though u have provided copy of order granting upgraded GP of Rs.4600/- to CSS Assistants / PAs no such order is found in the official website of GOI. What is the reason? Can anyone throw some light?

    I joined as a LDC on 06.05.2003 & my basic pay as on 1.1.2006 Rs 3200. I have promoted as accountant on 16.4.2008 after clearing deptt. examination in the scale 4500-125-7000. But my pay fixation has been done as on 1.1.2006 3200*1.86 +Rs 1900 and my basic pay as on 16.4.2008 Rs 9770 and an accountant appointed in my offic on 1.3.2008 his basic pay is Rs.11360. Why ?

    At the time bifurcation of Audit and Accounts in I.A.&.A.D, during 1984, it was stated that the pay scales in Audit wing was on par with Central Secretriat. This was disturbed during 1986 and 1996. This was settled during 2003. In VI CPC, the Grade pay of of CSS in the case of SOs/PSs who have qualified four years of service in Grade Pay of Rs.4800 are granted 5400 grade pay. This benefit was also extended in Revenue Department (in Income Tax and Central Excise). What the sin committed by AAO in I.A.&.A.D. who are in Rs.4800 and those who have also completed 4 years service not getting Grade Pay of Rs.5400

    I had been granted ACP of 6500 (Revised 9300-34800+GP4600)scale in the month of june 2004 after completion of 12 years in 5500 scale of Assistant (Group C) .Then I passed LDE for promotion to the post OS (B group non gazated) in pay5500 (Revised 9300-34800+GP4200)in Nov09. Pl confirm will i get 4600 GP in the fixation of my promotion.How much Benifit i will get.If i will assume the charge jan 10.then i get loss of one increment.

    As already by virtue of 1st ACP yoy were in 6500 scale before 1.1.06 and got you GP 4600 from that date as per OM dt 13/11/09. Passing of exam will entitling you only the functional designation as OS( B non gazetted) and no monetary benefit will be available

The matter is under consideration of Min. of Finance to extend the benefit of non-functional scale to all the non-secretariat offices in the grade pay of Rs.4800/- eligible for Rs. 5400 Grade pay on completion of four years in Rs.4800 GP. - orders may be issued soon - thanks to all who actively participated

    I am working in the Sashastra Seema Bal (SSB), under the Ministry of Home Affair (MHA), Govt of India as a Pharmacist with the qualification of 10+ 2 with Diploma in pharmacy with registration with the state pharmacy council. I have joined in SSB on 08/10/1998 in the pay scale Rs. 4500-125-7000. My basic pay on 31/12/2005 is Rs. 5375/- and after 6th pay commission I have fixed are as under :-

    1. On 01/01/2006 : Rs. 10000/- + Rs. 2800/- GP
    2. On 01/07/2006 : Rs. 10390/- + Rs. 2800/- GP
    3. On 01/07/2007 : Rs. 10790/- + Rs. 2800/- GP
    4. On 01/07/2008 : Rs. 11200/- + Rs. 2800/- GP
    5. On 08/10/2008 : Rs. 11620/- + Rs. 4200/- GP (after fixation under MACP)
    6. On 01/07/2009 : Rs. 12100/- + Rs. 4200/- GP

    But now Govt of India review the cadre of Pharmacist vide their O.M no. 1/1/2008-IC Dated 18/11/2009 issued a revised Pay structure of Common category of Pharmacist cadre are granted Non-Functional upgradation to the next higher grade having grade pay of 4200/- in the PB-2 w.e.f 1/1/2006 on completion of 2 years service.

    Please clarify the following point please:-

    1. Will we get the benefit of the recent up gradation of pharmacist to PB-2 ?
    2. As per the above mentioned OM dated 18/11/2009, Date on which the Rs 4200/- Grade pay granted to me under the Non-functional up gradation.
    3. As per the OM dated 18/11/2009, what is the basic pay on 01/01/2006 and 08/10/2008 (on 08/10/2008 myself completed 10 years of services).
    4. What the date of next increment.
    5. What is the Non- Functional upgradation?
    6. If Grade pay of Rs. 4200/- is given to me on 01/01/2006, can it is count for 1st MACP.
    7. How MACPS will be given. For example I joined my service in the year 1998 and completing 10 years in October, 2008. Will I be eligible for grant of MACP on October, 2008 or it will be granted latter on (in which date).
    8. whether the said non-functional upgradation will be counted for the purpose of grant of financial up gradation under MACP.
    9. Date of next up gradation under the MACP and it is 1st MACP or other wise.
