Increment for ITOs while getting 5400 NF grade pay

In line with CSS officers, Group B Officers of Income Tax department are to get an increment when they are given non-functional upgradation from the pre-revised pay scale of Rs.7500-12000 to Rs.8000-13500 with enhanced grade pay of Rs.5400 after completion of 4 years of service.

As per the order No: HRD/CM/175/15/2008-09/Pt-2/1249 dated 31.12.2009, issued by HR department of Directorate of Income Tax, department of expenditure was consulted in this matter and it was opined by the Department of Expenditure, 6CPC implementation Cell, that Income tax officers Group ‘B’ are to be allowed the benefit of one increment as laid down in Rule 13 (1) of CCS (RP) Rules 2008 for fixation of pay at the time of allowing non-functional pay scale of R.9300-34800 with grade pay of Rs.5400 in PB-2 on completion of four years of regular service.

We feel the very interesting thing in this announcement of Income tax department is this order has been issued along with the clarification of Department of Expenditure, 6CPC implementation Cell, on the issue of granting one increment at the time of non-functional upgradation. So, it goes without saying that this order is not only beneficial to Income tax Officers but also to their peers in other departments such as Superintendents of Customs and Central Excise, Customs Appraisers, Group B Officers in Postal Department, Section officers in Ministry of Finance etc., who are all granted non-functional upgradation after 4 years of service after 6cpc implementation as they could easily claim similar benefits with their respective departments by citing the clarification of Department of Expenditure, 6CPC implementation Cell.

    It is good news. We can hope same treatment for others depu. Is there any news that so now aao in IAAD is going to get grade pay of 5400 on completion of 4 years.

    Is it not strange that these orders are contrary to CCS RP rules ,2008  which state that for NFSG there will not be any fixation and only change in GP will be given.
    Since  CSS SOs could manage it all others one after another is getting and rightly stated all cadres similarly placed will have to be given.

    The non functional upgradation while granting GP of Rs.5400 and one additional increment whether this will be treated as promotion or not. If not, the persons who are due for 2nd/3rd MACP will they get MACP also when they are due. Can anybody clarify this point?

    Sir,

    This is regarding Personal Pay for the officials who were accorded G.P 4,600- from 4,200. As per previous orders they were drawing P.P of Rs. 200-00 in the pre-revised pay scale of 6500-200-10500. But after enhancing the G P to 4,600- many have revised the personal pay to Rs. 450-00 instead of Rs. 400-00. Kindly clarify.     Similar order had been issued by the CBEC in File F.No.26017/98/2008-Ad.II(A) dated 17/23.12.2009 which is addressed to all CC’s, DG’s Commissioners under CBEC.Now we have to wait and see what sort of clarifications that the DDO and PAO may require in the matter.

    Assistants in CSS has been granted 4600 GP and SOs with 4 years service 5400 GP.However,the counterparts in organised Accts/Audit Depts Viz. Sr.Auditors AAOs were not granted these GPs. A straight case of anomoly to be adrressed by the Govt. on priority.

    I am eligible to get get an increment, as I had completed 4 years of service as ITO, prior to 01-01-2006 itself and have been given Grade Pay of Rs.5,400 from 01-01-2006. However, I would like to know whether I am also eligible for MACP, as I have completed 20 years of service, as on 04-12-2009.
