The long awaited orders for payment of Second Installment of 6CPC Arrears has been issued by Department of Expenditure, Ministry of Finance in the Office memorandum F.No: 1/1/2008-IC dated 25.08.09.
It is stated in the said office memorandum that the 60% arrears may now be paid to Government Servants.
It is also stated that in the case of employees who joined in the Govt service after 01.01.2004, the second installment of arrears may be released only after individual application forms for registration to the New Pension Scheme have been obtained by the DDO/PAO from the concerned employee.

this is a good thing that 2nd instalment order has been issued. we also request our colleagues that govt should think over the MACP scheme that the next grade pay of the next post may be given because a UDC is the most looser. As per earlier scheme he was given ACP in the 4200 grade pay but according to new scheme he will be given grade pay of 2800

It seems that the present Govt believes in letting its actions speak louder than words. the PM did not even make a casual mention from the ramparts of Red Fort on 15 Aug about the payment of arrears-an act that would have earned him some brownie points. On similar lines the Fin Minister did not tom tom about disinestment of PSUs in his budget speech, yet within weeeks after that the NHPC IPO came along. All this augurs well for the nation. May the UPA govt continue to promise less and deliver more.

For Pensioners though, there’s a poser. Quite a few pensioners whom I know personally, have yet to get their Revised Pensions fixed as per approved 6CPC recommendations. They are yet to get their 1st installment of the Arrears. What happens to them? Do they get their Arrears, 1st & 2nd installments, together now in Sep ‘09?

The LPC have been issued on 21-08-09 and The Office Memorandum F.No: 1/1/2008-IC dated 25.08.09 i.e, orders for payment of Second Installment of 6CPC Arrears is issued by govt on 25 aug. 40% (1st inst) & children ed allow till mar-09 have been paid to me by CIPL,GzB. I am seeking help to know that which dept will now pay the 60%(2nd inst), children education allowance from apr-09, Bonus for year 09-10, etc. will any one help me or suggest me relevant orders or the same.

Being the entrants of Government Service on or after 01/01/2004 we are compulsorily fall under the New Pension Scheme. Being fully controversial in its formulation, the New Pension Scheme is yet to be accepted by our parliament and the basic postulates of the Scheme need to be fully regularized.
Now for the purpose of the registration and allotment of PRAN(Permanent Retirement Account Number) the Ministry Of Finance instructed vide its departmental O.M cited under reference (2) stated that, “in the case of post-0l/01/2004 entrants into the Central Government, the second installment of arrears may be released only after individual application forms for registration to the New Pension Scheme have been obtained by the DDO/PAO from the concerned Government servant.” this is totally against the Principle of Natural Justice and being the model employer of the State, the Government of India should not impose ill conceived office procedures in regard to the New Pension Scheme, in a forceful manner to its employees as it is required.
As the payment of 60% arrears to the central government employees is arising only out of the implementation of the Sixth Central Pay commission and not because of the post entrants and pre-entrants of Government services on or after 01/01/2004. This is absolutely against the Article 14(1) of the Constitution of India which envisages that, “The State shall not deny to any person equality before the law or the equal protection of the laws within the territory of India.”.
In a stage when there is no clear cut operating procedures and with the question of who is going to be managing the funds of the New Pension Scheme still uncertain, in this scenario these kind of forcible instructions from the democratic state, is seriously viewed by this innocent category of Central Government Employees as highly undemocratic and feel insecure about their future life. It is the duty and obligation of the State and its Departments to establish its requisite office procedures by means of very transparent and in an informative manner to the beneficiaries of the of any Scheme (like New Pension Scheme), but not in the way of simply bifurcating the Central Government Employees as post entrant and pre entrants of the Government Service based on their appointments and putting a precondition for paying their legitimate payment arrears which shall deviate the role of the welfare state from the basic goal of social equity and public welfare

I wanted to know that the second installment of 6th pay commission have arrived in the IPA of the personnel who were in the service before 2004. What about the personnel who joined the service after 2004? Why are they deprived of this installment? Why is the condition for them that they have to fill up PRAN application form for getting the installment however the same condition was not there when the frist installment was released. Is their fault is that they joined the service after 2004? At this forum i just wanna raise this issue that the second installment should be released to those also who have joined the service after 2004. Just before releasing the installment the condition of filling PRAN form is not correct.and moreover this could have been initiated last year also….please do something

I am working in national test house Mumbai under min of consumer affires, I was chemical assistance gradeII in the pay scale of 5000-150-8000. My basic pay as on Jan 1 2006 is 5600.My basic fixed as per 6th pay commission is 10416 plus grade pay 4200.I am selected in National Test House in the pay scale of 6500-200-10000.
I was joined in National Test House in September 2008.The 40% arrears was drawn &paid to me by my parent dept.
My 60% arrear is not paid ,because my parent dept fixation was wronge,
I have submited the due &drawn certificate from my DDO but this dept is saying that my fixation is not audited.the required Audited fixtation copy pl help me how will i get my arrears pl tell

I Mr. Ezhar Ahmed, UDC working in Central Silk Board, Bagnalore I wanted to know that is Physically Handciapped person those who are staying in Offcial quraters with a 1 KM diantace they are eligible for doubl Transport Alowance or not, In this connection it is to state that, I was getting doublt TA sicne last year 1.9.2008 to 30.9.2009, but suddenly they are diallow me to give the Dobule TA and they will give me single TA since from 1.10.2009 on wards. as per the OM No.21/(1)/97-E-II(B) 3/10/1997. By which the grant of Transport Allowance to emplyees provided with offical accomodationwithin one kilometer of office or with in a campus housing the place of work and residence was diallowed. the order has been withdrawn by th Central Govt. order dated MIFF (Dept. of Expenditure) OM No.21/(2)/2008-E-II(B) dated 29.8.2008. There was no ditance/ campus conditions attached for grant of conveyeance allowance in the same context, In this connection I am request you to kindly justified the matter and inform me that I am elgible for double TA or not, becasue I am staying in office ammodation with in a 1 kilometer distance. and clear a dought to my office.
