Is this order genuine. I have a doubt about the genuiness of this order as the same has not yet been uploaded in the official website of Min of Finance or 6th CPC. It is suggested that the genuiness of such orders may be verified before uploading the same on our forums, otherwise we may loose our credibility.

The basic pay of old DR Assistant who have put in 7 or less than 7 years regular service as on 1.1.2006 will be fixed less amount than those Assistant who joins after 1.1.2006 (whose basic will be i.e. Rs.17140). That means DR Assistants who joins after 1.1.2006 are gainer drastically.

what about the assistants recruited through common competitive exam and posted in other offices other than CSS, AFHQ. i have cleared the 1995 common graduate level exam and posted in other office. i am getting grade pay 4200 after completion of 05 years as section officer till date. many lower in rank were posted in CSS and getting 5400/- as grade pay after completion of 04 years as S.O.
then what will be motivation factor to work devotionally?

This is good news that ultimately Government agreed to give GP of Rs.4600 to Assistants/PAs of CSS. Now difference between the GP of Assistant/PA and SO/PS has been reduced to only Rs.200. Do you have any information about raising the GP of SO/PS of CSS? I have learnt that our associations are fighting for raising the GP of SO/PS from 4800 to Rs.5400 that too in the PB3 scale. Is it ture? Please inform through this forum.

Amalgamation of Anomalies – thy name is govt. of india. I joined as Steno Gr. II in a subordinate office. My Scale of Pay was Rs.1400-2300. But, the Central Secretariat Grade C and Assitants’ Pay Cale was Rs.1400-2600. When the JCM took up the issue, in view of the same educational and technical qualifications prescribed by the Govt, the Govt. awarded the same scale, but with a minor difference in the EB. After a few months, the Scale of Pay of Central Secretariat Steno Gr.C and Assitant was revised to 1640 – 2900. But, this was not granted to Steno Gr. II by the Govt. and even the Vth Pay Commission chose to ignore this. Doesn’t this tantamount to Human Rights Violation ? Similarly, I got one acp after 12 years of service and my present pre-revised scale is 5500—. So, govt. according to its whims and fancies issue orders without really applying its mind.

Dear sir,In fact the pre-revised scale of the employees who are drawing Grade Pay Rs.4200 6500-10500. The reason is that Rs.5000-8000,5500-9000 and 6500-10500 are merged and the grade pay of 4200 (i.e 40% of 10500) has arrived and given. As the pay commission rightly said, the other two lower cadres are feeder cadres 6500-10500 and once the pay of 6500-10500 is increased to 7450-11500 in order to give Grade Pay 40% of 11500 =4600,the feeder cadres should also get the same grade pay due to merging. More over they were brought to 6500-10500 scale as recommended by the sixth PC.(II) I belongs to a pay scale of Rs 5500-9000 , from DRDO (lower formation Lab) as Admin Supdt before 01-01-2006,my present grade pay is 4200 but as per Om dtd 13-11-2009. Retired on 31-07-2006,may I be benefitted to avail grade of 4600 from 01-01-2006.DRDO HQ has not sent any directive to its lab/estts on the issue/decision on it. Can you through some light on the same issue or you will take up the issue with Fin Min. No body bother about the retirees.Due to NO GOD FATHER.Thanks.

I have joined on 29.08.05 as Inspector of Postoffices in the pay scale of 5500 and now geting grade pay of Rs4200. In the report of 6th CPC it was categoricaly mentioned about Inspector of Postoffices that they have been upgraded to pre reivesed pay scale of Rs6500 wef 1.1.06.But now whether we will be given a grade pay of Rs4600 of Rs4200 Since a post of Asst Supdt of Postoffices already exists in grade pay of Rs4600.

This is for Gurdev Singh. As per the recommendations of 6th CPC,GOI approved vide Gazette Notification issued in the month of Aug 2008, the pre-revised scale of Steno II/OS was revised to 6500-10500 from 1.1.06. As per the recent Ministry of Finance, GOI Dt 13th Nov 2009,the pre-revised scale of 6500-10500 as on 1.1.2006(Not prior to 1.1.2006) , are elegible for a higher GP of 4600.This definition of Min of Fin, GOI,applies to Steno II/OS. This upgradation cannot be called as merged scale due to specifiic recommendation to these cadres.

There is no questions of doubt in the matter. Those officials who were in the Pay scale of Rs.6500-10500/- prior to implementation of 6th CPC Report will get Rs.4600/- as GP. All officials who were in the pay scale of Rs.5000-8000 and 5500-9000 will continue to get Rs.4200/- only even after merging them with Rs.6500-10500. In fact, the D/o Expenditure vide OM dated 13.11.09 has modified the merger to the effect that now Rs.5000-8000 and 5500-9000 stand merged together and get Rs.4200/- GP and Rs.6500-10500 and Rs.7450-11500 stand merged together and get Rs.4600/-. The matter is clear. There is no ambiguity or doubt.

I cound not understand the orders. It has been stated that Assistant/PA in CSS Cadre who were in pay scale of Rs. 6500 (pre-revised), will get G.P. of 4600. However, they were in the pay scale of Rs. 5500/- (pre-revised) as on 1.1.2006. They were given the pay scale of Rs. 6500/- in September 2007. Could any one clarify?

Even God cannot clarify it as dominat lobby in Ministry in Delhi gets the order issued favourably which is not interpreted in right perspective by other field offices of other ministry/deptts as the order dated 13.11.09 clearly says that the pay scale of Rs5000/5500/6500 has been merged with 6500 which is being merged with Rs7450 with grage pay of Rs.4600. I would like all other field office to reject this idea of getting separate orders for separate cadre/posts. while PSs/Assistants of CSS can get grade pay of Rs4600 being in prerevised scale of Rs5500 till 15th september,2006. why not others should get grade pay of Rs.4600. Donot mix both orders of DOPT dated 13.11.09 and 16.11.09.

No doubt on the recommendations of the 6th PC, GOI, approved vide Gazette Notification issued in the month of Aug 2008 implemented wef 01-01-2006. As per your version the Admin Supdt was placed in the pre-revised pay scale Rs.6500-10500 as on 01-01-2006 (NOT PRIOR TO 01-01-2006) are eligble for a higher grade pay of Rs.4600.No where upgradation it is merged scale. When no benefit is being afforded to these scale then what for these are merged. Admin Supdt is a Selection Post clearance by the viglance depatt. Please bear with me I may be wrong but question for Grade pay 4600 for pay scale 5500-9000 in Custom Depatt/P&T Depatt/Railway/Asstant Deptt/PA in CSS Cadre why we are ignored (DRDO Labs/Estts) for the benefits . When Central Govt employees of 5500 -9000 of other department are getting the pay grade of Rs.4600 why not the same all wef 01-01-2006 Different yard stick is used for different department, when pay scale are the same.Kindly rethink and give your expert advice in the matter.

Whether i will be getting 2nd ACP on completion of 20 years service as per 6th pay commission. whether i will be getting GP of RS. 4800/- or Rs. 5400/-

Before going deeper into the issue, it will be useful if some one clarify the genuiness of the order. Otherwise, it will be like examining the horoscope of an unborn baby ! On the official website of FINANCE MINISTRY, only two orders regarding the upgradation of this particula scale appears, fisrs dated 13/11/09 and the second dated 18/11/09 regarding Pharmacists etc. Since they are uploading every order immediately on the website, why the said order of 16/11/09 is singled out ? Further, the format of order and addressees looks odd ! The fax number appearing over the 1st page published on G-Connect website is that of CPWD and not of finance ministry.

Congratulations for all the Inspectors of Central Excise, Customs and Income Tax, at least GP of 4600 achieved. I personally congratulate the Association leaders of Revenue Department for achieving this fruit. In this perception, I going to put one query regarding fixation of pay consequent on implement of GP 4600. As per the Section-II, Part-A of the 6th CPC Notification, the minimum entry pay for new recruits in the GP 4600 is to be fixed at Rs.17140/-. As the minimum pay is to be applicable for promotees after 1.1.2006, those who are not reaching the minimum pay as per the new rules i.e. 3% notional increment at the time of promotion. Further, it is to be noted at the DOE vide 29.1.2009 clarified that FR 22 (I) (a)(1) is still holds good; if yes, as per the FR rule, minimum of cadre pay will be fixed if the officer has not reached that minimum.
Kindly give comments and suggestions for the above issue.

There is no question of doubts and all those who were drawing GP 4200/- will now be paid GP4600/- in view of OM dated 13.11.2009 to common categories and OM.17.11.2009(Secretariate staff). The acceptance of the 6th Pay Recommendations of GP4600/- was included in the Gazette Notification (CCS(RP)Rules 2008 Page.37 with illustrations in page No.63 4A and 4B. Hence all 5000-8000 and 55000-9000 and 6500-10,500 will get GP 4600 at par with 7450-11500 w.e.f. 1.1.2006. The present oM is issued to claim arrears from 1.1.2006 as there was a mention in the intitial OM that separate orders will be issued. Now the Ministry has issued and all those who are drawing 4200/-gp will be benefitted.

After implementation of VI CPC recommendations pre revised scales of 5000-8000 and 5500-9000 were merged with 6500-10500. Thus on 1 Jan 2006 only one revised pay scale exists, ie 6500-10500. This scale carries grade pay of Rs 4200/-. Now Govt on 13 Nov 2009 has revised grade pay of Rs 4600/- instead of Rs 4200/-. Hence, all personnel who are drawing pay scales of 5000-8000, 5500-9000 and 6500-10500 should get grade pay 4600/- wef 1 Jan 2006. . But audit authorities not accepting this contention. Please clarify correct poss-ion.

Sir, Iam working in Min. of Commn. & Information Technology as T/M “f”. my prerevised scale is 5500-9000. In 6CPC 5000.5500 and 6500 merged and given GP 4200/-. In recent notification I seen that only 6500 and 7450 pre revised scale is merged and enhanced the GP from4200 to 4600. In other organisations example Min. of Labour Dept. giving GP4600 for 5500 prerevised scale. Why not to other GOI Organisations, and why this disparity and kindly reply.
I request the authorities to change the GP 4600 for 5500-9000 pre revised scale employees.

6th CPC has merged three pay scales upto 6500-10500 into one pay band. 6th CPC has the eliminated the disparity between the CSS and subordinate cadres. On implementation of 6th CPC those who were in three pay scales have been given the merged pay band. Thus the benefit of enhancement of GP to 4600 should be given to all beneficiaries who were in the three pay scales. Now the CSS officers have again given disparity to subordinate cadres and the merger of three pay scales done by 6th CPC has rendered useless and giving the benefit only to CSS cadres excluding subordinate cadres. This is a shame on the part of CSS cadre. The Govt. should give extending the benefit to all three pay scales which are merged into one so that the interest of all can be protected.

Anyone please look into the fate of ministerial cadre of Subordinate offices who have been the most neglected cadre under Govt of India. All privileges of higher pay and perks are being given to the so called CSS cadre disproportionately at the cost of these subordinate cadres. Although the very objective of the 6th Pay commission was to rationalise the difference in Pay between the Subordinate cadre and Secretariate cadre, paractically it has not been done. the subordinate cadre suffers from the same set back and considered as employee of se\cond feedle in the govt departments.
It is unfortunate that a LDC recruited through same recruitment agency as CSS cadre donot get their promotion in some departments even after completion of 20-23 years of service. Although MACP was their last hope, the same is also proved to be another jerk to this cadre. Recently a department under Ministry of Water Resources released the promotion from the grade of Assistant to the grade of Office Suptdt in fielld organisation. Srprisingly, the Grade Pay for this promtional cadre has been notified as as 4200/- in PB-2. Where as an Assistnt as well as a senior UDC in this cadre is also drawing the same GP. It may be seen that there is no mening of such promotion where the financial benefit in 3 hierarchial grade is the same. It appears that the department and the Ministry of Finance have not taken in to account these employees working in subordinate cadre with such nomenclature. The MACP has been proved to be most harassing for LDC/UDCs in subordinate cadre who even after rendering 23/24 years of service would only get nominal benefit of Rs.400/- and would not expect to reach in GP 4600 during their service. It is a great injustice doen to this cadre as no one for them to speak and need to be addressed by the goverment on the principles of natural justice.
It is hightime that the ministerial cadre of subordinate offices (LDC/UDC/Assistant/Office suptdt) may be restructured and may be given due justice in revising the pay structure of this cadre and while implementing MACP and other just benefits.
It is suggested that the cadre may be restructured at par with the other ministerial cadre in govt of India. The Grade pay of this cadre in hieracchy of UDC/Assistnt /Office suptdt after rendering 20 years of service may be prescribed as 4200/4600/4800 respectively prescribing the corresponding pay scale.

I’ve read this debate with genuine interest, as i belong to CSS. Despite being appointed in the pay-scale of 6500/- we were being given the pay equivalent to that of Rs. 5000/- which was a shame. The order dated 16.11.09 is genuine, and DoPT/AFHQ/Railway/MEA are going to issue separate orders for their cadres – that’s why it’s not there on the MoF website. A number of queries have been raised about grade pay of 4600 to other cadres, the order dated 13.11 is very clear. Posts having the pre-revised scales of 6500/- are to be given Grade pay of Rs. 4600/- Almost all these posts were Gr. ‘B’ Gazetted posts except a few posts like in Rev. Department. CSS was given 6500/- pre-revised because of their parity with service coming through same competitive exam. The field services that see parity because of edu. qualification and other reasons have to see also the mode of recruitment. In my view all the posts coming through the combined Grad. level exam of SSC shall be given equal pay…whatever it is. If field offices are to be given parity, their recruitment shall also be from the same method. More views are solicited.

(issued in the order this time stating that Assts are recruited directly and hence they are given this scale) which is a new findings/reasoning this time. Pl. do remember that Assistants/Grade-II stenos (belonging to Sub-ord. offices) or otherwise known as Grade C stenos were also appointed through SSC only. But, till 15.9.2006, they were in 5000 scale of pay but CSS Assistants/Steno C were in 5500 scale even though they were appointed through the same examination. They after 15.9.2006, Assts/Steno C’s Pay was increased to 6500. Even then, Subord. office’s Asst/Steno were in the same pay 5000. Why the scale was not given to Sub-ord offices even though they were also recruited directly? For Assistants/Steno C of CSS, their next scale which was 6500 was revised to 7500. But, for Assts/Steno-II of Sub offices, it was 5500, then 6500 and 7500. Is this correct? Tell from your heart sir. Pl. do not hurt the feelings of the Sub-ord ofices just because your interests are being taken care of very well by the Govt. unilaterally 1st in the year 1990 by drawing similiarity with Supreme Court (grant of 5500 scale) then on 15.9.2006 parity with CE/IT/Customs Inspectors (grant of 6500 scale). The functioning of CE/IT/Customs (they are of executive in nature) is entirely different from that of Assistants (seatwork and clerical in nature). Inspectors wander throughout the coastal areas of the country on duty. Assistants sit in a chair and do their duty. Now, tell me where is the parity in nature of duty? Was any justification given by the Govt. at the time of granting the scale. simple reason – equal scales in the deptt. of IT/CE/Customs were given 6500, here also for Assistants (6500) is given. Is this correct reasoning?
You have said “In my view all the posts coming through the combined Grad. level exam of SSC shall be given equal pay…whatever it is. If field offices are to be given parity, their recruitment shall also be from the same method”.
Plz do not say like that and hurt the feelings of other cadres of sub-ord offices. Plz do not justify just because you have got the benefit. Okay sir.
ONE THING IS CLEAR. IF THE GOVT. WANTS TO GIVE, IT WILL GIVE (by so many reasonings). IF NOT, IT WILL NOT GIVE (without any reasoning).

i would like to inform your that as per recommandion of 6th cpc regarding various categories of edp staff. data entry operator grade c (5000-8000) shall stand merged with data entry operator grade d (5500-8000) and recommended pay scale by 6th cpc is 6500-10500 as on 1.1.2006. i would like to know wheather this scale is treated as pre-revised scale for both the post and wheather they will entitiled to get grade pay of rs 4600 grade pay from 1.1.2006.

While doing so, you’ve also neglected the correctness of facts and have also tried to show Assistants in poor light. I didn’t wish to reply, but I’d be fooling you if I don’t correct the facts misplaced by you. These are as follows:- i) Assistants and Stenographers are not recruited through the same exam, SSC takes a number of exams and all of them are not equivalent. ii) Assistants are the only grade which were recruited by UPSC till 1980s, other serveces were recruited through different methods, iii) Assistants are one of very few Group ‘B’ Non-gazetted officers recruited by SSC whose appointing authority is the Hon’ble Presideng of India. iv) Inspectors of IT were a group ‘C’ posts till six months ago, and their group status is still not clear. v) The comparison that Assistants work is clerical file-work in nature is unjustified, as this is the nature of work in Ministries and all the officers up to the level of Cabinet Secretary does the same kind of work, do you suggest that all of them may be given the clerical pay-scales. vi) Assistants have not been given the pay-scale of 7500 – rather it is 7450. vii) we’ve also suffered because of this Pay-commission as it downgraded the pay-scale of 6500 to 5000, had there been a correct upgradation of posts in 5000 or 5500, the beginning of PB-2 will be Rs. 12090 AND NOT 9300. And if you want to go in the genesis of all these proboems, you’ve to go the order of 2004, when M/o Fin. unilaterally upgraded the pay-scales of Inspectors to 6500 which included the Group’C’ post of Inspector of IT. viii) If toughness of a job is to decide the pay-scale of a post, then the Armed Services, Mazdoors and safai-karmacharis shall be given the highest pay-scales.

As per para 3.1.10 and 3.1.11 of 6th CPC Stenographers and Assistants will be designated as Executive Assistant and will discharge the functions presently carried out by Assistants and Private Secretaries. Further as per para 3.1.14 and 3.1.15 parity between field and Secretariat offices is recommended and Stenographers and ministerial of field offices shall also be designated as Executive Assistant and their method of recruitment shall be as prescribed for Executive Assistants in the Secretariat. Now, how this recommendation is suddenly changed as recommendation of Commission was accepted by Government in toto and commission”s recommendations are normally not changeable for 5 years. This comment is for those who presumed that Grade Pay Rs. 4200 shall remain intake for ministerial and stenographers of field offices. In my opinion, ramani”s assumption is valid in view of the above recommendations.

Sameer ji, sorry, I correct my mistake of mentioning the pay as 7500. it is actually 7450. Thank you for pointing out. The crux of the matter is that Govt. needs no justification in grant of scales, etc. If it wants it will unilaterally give. If not, even if it is genuine, it will not give. I said “pl. do not justify the Govt’s actions”. This is what I wanted to say. I did not blame you sir. For your information, As per DOPT’s order, those scales whose maximum of scale of pay ends with Rs.9000 (5500 to 9000), has to be classified as Group B. It was not done as per that in many departments. But, Inspector post is a Group B non-gazetted one. In this case also, the Department classified it so late on the basis of the above order and Court’s directions. Hence Inspector is a Group B (Non-Gaz) post. Naturally, the arduous nature of duty also has to be taken into account while deciding the pay scales. I did not say that those who do seatwork should be given less pay. It is true that in our country, the armed personnel are paid inadequately. Nobody can say why govt gives one set of people higher scale and deny another set who actually deserve. My contention is that there should not be disparity between the secretariat and the field formations (For example a person who gets appointed through SSC in sub-ord office as UDC (4000 scale) gets the promotion to 5000, 5500 and 6500 scale, whereas in secretariat offices, UDC (4000 scale) gets promotion to the scale of 6500 (after 15.9.2006) and prior to that to 5500 scale. UDC of sub-ord office will have to climb 3 stages to get to 6500 scale whereas in Sectt. office, it is just one step (when both are appointed by SSC). Is this correct? This kind of discrimination should be taken off. Nothing is in our hands. We can only raise our voices. But…..

I agree with Sh. Samir Sahi. The Assistants recruited throug same examination i.e combine graduate level are sent to CSS and other field offices. There is no element of merit involved it. For e.g a Assistant working in field office can be higher in merit of S.S.C to the Assistant working in any Ministry. Therefore there should be no discrimination among the Assistant Recruited through same examination.

Granting of 4600 GP to IFS B PA/Assistants is a good move as with others. My question is the difference between non-gazetted and gazetted is now only Rs. 200 which is a pittance. Moreover, granting of 3% increment on completion of 4 years i.e. on obtaining NFS grade 5400 should have been extended to MEA and other departments of Government. Why this selective application of granting 3% increment to CSS only and not other Ministries of GOI e.g. MEA, Railway Board is a mystery and why can’t all be treated as one and given the benefit to all, rather than selective application? It only causes heart burn and unnecessary fight to get the due. Government is only interested in creating problems rather than solution and peace among its ’servants’.

The basic pay of old DR Assistant who have put in 7 or less than 7 years regular service as on 1.1.2006 will be fixed less amount than those Assistant who joins after 1.1.2006 (whose basic will be i.e. Rs.17140). That means DR Assistants who joins after 1.1.2006 are gainer drastically after the Notification of Ministry of Finance dated 13th November, 2009.

After all, Assistants were also granted pay scale of Rs. 6500-10500 only in September, 2006 and were drawing scale of 5500-9000 as per 5th PC. Government also gives favour to CSS Officials, why? Even many scales of Rs. 5500-9000 were Group -B non-gazetted and were performing duties equivalent to Assistant. Then why disparity in scales. All scales which were in the pre-revised scale of Rs. 5500-9000 should also get the grade pay of Rs. 4600/-. After all the 6th PC had recommended merger of three scales and granted grade pay of Rs. 4200/-. Since the grade pay of Rs. 4600/- granted only to the pre-revised scale of Rs. 6500-10550 then why not to Rs. 5500-9000

I joined as Staff Nurse in 1983. As per the 5th Pay Commission(PC) the scale was 5000-8000. I got promotion as Public Health Nurse through DPC(equivalent to Nursing Sister)in 1996 in the scale of 5500-9000. 2nd ACP in July 2007 in the scale of 6500-10500 along with other Nursing Sisters(the scale of Asst. Nursing Supdt.). The SJH authorities has put me in the GP of Rs. 4200 in the absence of clear-cut clarification about PHNs while the Nursing Sisters which are also equivalent have been given the GP of 5400/-. The qualification for Nursing Sister is Diploma in General Nursing and Midwifery while for PHNs, it is compulsory to be either B.Sc(Nursing) or Diploma in GNM + PHN course. Means for PHN, better qualification is required but Grade pay is 4200/- . I want to know why less Grade Pay to better qualified person and with the same seniority.

I joined as PA Gr. II in Oct. 1987 in the Pay scale of 5500-9000 as per 5th Pay Commission in the other counterpart office and got promotion as PS in the scale of 6500-10500 on August 29, 1995. I had completed 10 years as PS in 2005. Being in other counterpart office my pay had not been fixed notionally w.e.f 1.1.96 and not got arrear from Oct. 2003 as had been given to CSSS. The 6th CPC overrulling the contention that CSSS come through UPSC while others through their own department’s exam so they should be better placed. There is no doubt that the work charter of PS in CSSS and PS of other departments is similar and rather harder than them in some departments. It is a fundamental right same work same pay. The 6th CPC maintained the parity. Once again the parity status awarded by the CPC has been ignored and our Pay has not been fixed according to what had been fixed in CSSS. It is shocking that I completed 4 years of service as PS in Aug. 1999 but Grade Pay of RS. 5400 is given from 1.1.2006, total injustice to PS of other departments. In the recent clarification it is stated that Grade Pay of 5400, which was given to those, who had been given the non-functional scaleof RS. 8000-13500, would be considered as 2nd ACP. Since the non-functional scale after four years of service was granted to make distinction between Group ‘B’ Gazetted post and Group ‘A’ post, while the deamand was that Group ‘B’ also be given the scale of 8000-13500 initially as is given to Group ‘A’ post. However, it was not agreed but a new non-functional scale of 8000-13500 was introduced, while in our hierarchy, there is no such scale and the next scale is 10000/-(old) and Grade Pay should be 6600/- and not 5400. Pl. clarify why the same has not been given to PS of other depts. which has been given to PS of CSSS. Also kindly consider my abvoe suggestion.

as per Finance Ministry’s above OMs ?
Since I could not understand the action taken by few departments and the meaning of the OMs dated 13.11.2009 and 16.11.2009, I request you (anyone) to kindly clarify the following doubts:
1. Who are the posts existed in the pre-revised scale 6500-10,500 on 1.1.2006?
2. Who are the posts existed in the pre-revised scale 6500-10,500 on 31.12.2005?
3. Is there any difference in the questions 1 and 2 above?
4. What is the replaced scale of 5000-8000 and 5500-9000 as on 1.1.2006?
5. On what basis the grade pay 4200 given to those merged scales as on 1.1.2006?
6. Why the para 4 of OM dated 13.11.2009 not applicable to the merged scales?
7. Why the illustrations 4A and 4B annexed to CCS (R P) Rules,2008 was applicable at the time of implementation? And why it was not considered when revised OMs dated 13.11.2009 and 16.11.2009 were issued?
8. The para 4 of OM dated 16.11.2009 1st sentence states” while considering the case of granting upgraded grade pay of Rs.4600 to Assistants and PAs in the Central Secretariat, it is noticed that Sixth pay Commission had recommended parity in terms of hierarchical structure of office staff in Field and secretariat offices upto the level of Assistants and this recommendation has been accepted by the Government” – Why this is not being accepted by Babus when the Government accepted?
9. The 8th line of OM dated 176.11.2009 states “with the sissue of this Department’s OM of even number dated 13th November, 2009, the grade pay of Rs.4600 has already been introduced in the case of Offices staff in Field offices” – Whether this sentence of the Finance Ministry is applicable to all the Ministries?
10. Whether any comparative study of the nature of work of Assistants in the Central secretariat and Field office have been taken up by any agencies other than the 6th cpc and its conscious decision to merge?

The chief law assistants and law assistants in the Railways are the most neglected lot. To become an LA one requires graduation with LLB degree under ones belt with experience at bar or within a department which is the highest in a category. But in terms of career prospects and job satisfaction a post of LA offers very little. In 6 PC the career prospect of an LA/CLA has been further compromised. While a section officer in accounts department is drawing higher grade pay, it is denigrating that an LA should draw less. The authorites should take care of this aspect else declare a package for LAs with option to go out of the Railways and set up their own practice.

The DoPT OM Dt.16.11.09 has increased the GP of Assistants/PAs from 4200 to 4600 for the cadres of CSS/CSSS,RBSS, MEA and AFHQCSS. At present EPFO has already endorsed the same on 23.11.09. But what about the other statutory/regulatory bodies, authnomous bodies, subordinate & attached office(s). MoF should had given pay parity to all with CSS/CSSS as elucidated by the 6CPC report. Is a formal amendement order comming for its implementation in all offices for their Assistants/PAs/Stenographers

After implementation of VIth PC recommendations the pre-revised scale of Rs.5000-8000,5500-9000 were merged with 6500-10500.Thus on 01-01-2006 only one revised pay scale carries grade pay of Rs.4200. Now Govt on 13 Nov 09 & 16 Nov 09 has revised grade pay of Rs 4600 instead of 4200. Hence all personnel who are drawing pay of scales of 5000-8000,5500-9000 and 6500-10500 should get grade pay 4600 wef 01-01-06.In this regards I bring to your kind notice an RTI reply given by the Min of Fin say all the merged scale 5000-8000,5500-9000 and 6500-10500 will get grade pay of 4600. vide their OM No F.No 22/2/2008 IC-II dtd 24-10-2008 in favour of application filed by Sh Manoj Kumar under RTI Act extract of this define in para 2 that as per 6th PC’s report,as accepted by the Govt the pre-revised scales of Rs.5000-8000,5500-9000&6500-10500 have been gtd identical revised pay band of PB-2 (Rs.9300-34800 with gde pay of 4600. This is in accordance with the recommendations of the 6th PC. This issue with the approval of Director (IC). Dear sir, I am not only affected but all Admin Asstt ‘C’, Admin Supdts, Stores Asstts ‘C’, Stores Supdts and some other Supervisory Staff, working in DRDO Labs/estts and some of them since retired from 01-08-2006 to 31-07-2008. They were working in the pre-revised scale s Rs.5000-8000 and Rs. 5500-9000 have not been benefitted with the Grade pay of Rs 4600 so far. Still they were in receipt Grade py of Rs.4200.Only employees served/working lowere formation of DRDO Lab/estt are most sufferer. Kindly look in to the matter and take up the case with Finance Ministry, Deptt of Expdr. (Implementation Cell) at the earliest to save them. Sir, As on 1-1-2006 (Ministry of Health and Family Welfare) I was in the scale of pay of Rs.5000-8000 (GP Rs.4200) and got promotion to the scale of post of Rs.6500-10500 on 24-5-2009 without any monetary benefits except change of designation. My present GP is Rs.4200. Whether I will also get GP of Rs.4600 since my post carries 6500-10500 scale.
The Officers who were in the scale of pay of Rs.6500-10500 as on 1-1-2006 are now considered for giving GP Rs.4600.
Kindly clarify.

Is it true that the grade pay of Rs. 4600 has been granted to Assistants/PAs of CSS Cadre? If so, there will be a great parity between the PAs/Assistants of other cadre. Assistants/PAs are recruited through a competitive exam conducted by SSC. I am also one of those, I have also competed SSC Exam with other person who were given the appointment in CSS Cadre. For example, we were two persons, both appeared in the exam of SSC on same date, given the same paper. one person was given appointment in the MHA/ under CSS Cadre, I was given appointment in an attached office of MHA. Now, I found that the person who was given appointment in the MHA has been granted GP of Rs. 4600/- Why it is not for me. What is my fault. At the time of exams, the scales of PA in the CSS Cadre and the cadre of its attached office were same and therefore, I joined in the attached office. Had, the scales at that time different in these cadre, I also definitely opt for CSS Cadre. Could any body clarify it? Can persons like me hope for the grade pay of Rs. 4600?

On promotion, the pay of the UDCs (of CSS & allied Cadres) will have to be fixed at Rs 12540 + 4600 as there is change in Pay Band (PB) i.e. UDCs fall under PB-1 and the post of Assistant to which they are promoted is PB-2. In case their Pay in Pay Band has crossed Rs 12540 on the date of promotion, then they can exercise the option to get their pay fixed by granting one increment @ 3%.

I am Inspector in Central Excise. I was getting Rs. 6700/- as basic pay in the grade os Rs. 6500-10500/- as on 1.1. 2006. My pay was fixed as Rs. 12470//- & Grade pay of Rs. 4200/- on 1.1. 2006. Now as grade pay is increased to Rs. 4600/- in the scale of Rs. 7450-13000/-. What will be my pay i.e 12470/- + GP 4600/- or 13860/- + GP 4600/- ( as in the scale of Rs 7450/-)

As per the gazitte Notification dated 29th Aug 2008, para 3 all the allowance are to be made effective from 01 Sep 2008 . The MACP is not an allowance but a pensionary benefit, therefore all those retired irrespecetive of whether it MACP is not a allowance keeping in view the fact that all govt servant retired between 1-1-06 should be given revised pensionary benifit with 1-1-06 of MACP ,so they are not deprived of MACP permissable under the rules.It is requested this disparity be removed by the govt.with effect from 1-1-06.

I was granted I ACP in august ‘99 in the pay scale of Rs.6500 – 10500.
Will they grant 4600 gpay for ACP 6500 – 10500.

Yes I you are in receipt of pay in the pay scale of Rs.6500-105000 as on 1.1.2006 you are entitled for the grade pay of Rs.4600

yes. if you were in the pay scale of Rs.6500-10500 as on 1.1.2006, you will be eligible for the grade pay of Rs.4600

My question is same as that of Yash. Is there any scope for primary teachers grade pay increment from 4200 to 4600.

Direct Recruits PA/Assistnats w.e.f. 1.1.2006 will get their minimum basic pay as 17540/-. Though promotees between 1.1.2006 and 30.8.2008 in the same grade have many options by fixing their pay with minimum as 17540/-., a big headed problems lies with the newly promotees PAs/Assistants since 1.9.2008 and the suceeding promotees in future as their pay will be fixed with the system of 6cpc i.e. one increment plus grade pay which will be very very low in comparision to direct Assistnats/PAs(steno.C) who may join the service after 10 years from now. This is the darkest side of those promotees after 1.9.2008(announcement day of the 6cpc). This seems discriminatory to several promotees or who will be promoted from UDC/steno. D in near future. So, the policy makers should hold accountable for this unbalanced set of norms and the system should be checked and verified quickly. Afterall, the members of the 6cpc are the most wronged people who have created this nonsense pay band system. More people would feel convenient and feel happy if the old system gets reinstated. Old is gold!! }. Therefore, there should be atleast a provision for the newly promottees since 1.9.2008.

I am sub Inspector (Storemen Tech) in Delhi Police and getting pre revised pay scale 4500-7000 after ACP scheme 5500-9000. However the Stenographer of Delhi police also getting 4500-7000 and next 5500-9000. But the Stenographer of Delhi Police have been upgraded with the gradepay of 4200 and 4600 respectively but till to date no upgradation order received from the concerned ministry. Let me know when both cadre got same pay scale in pre revised pay. how they upgrade in 6th cpc and why storemen tech not upgraded till to date. please carify the solution.

I am working in autonomous body of Central Govt. as Stenographer and my pre- revised Pay was 4000-6000. On completion of my 12 years of service my first ACP was granted to 5000-8000 w.e.f 13.2.2007.and my B.P as on 13.2.2007 was fixed 9660 + 4200 Grade pay. There is four posts of Sr. Stenographer in our organisation and after the 6th cpc their pay was up- graded to 6500-11500/- with grade pay 4200/- in PB2.
My question is if the said ACP. O.M no. F.No. 1/1/2008-IC:GOI issued on 13th Nov. 2009 is applicable to my case what would be my pay and grade pay as on 13.2.2007, an on 1.7.2007, 1.7.2008, 1.7.2009

While granting Rs.4600 as gradepay to Assistants/PAs of CSS/CSSS, D/o Expenditure has sent clarifications as follows:
i) Those who were Assistants and PAs may get their pay fixed w.r.to 5500-9000 fixation table + 4600 grade pay; ii) Those who opted for 15.9.2006 may get their pay fixed in 6500-10500 fixation table; iii) Those who were promoted between 1.1.06 and 31.8.2008 may get their pay fixed in the 7450 fixation table. One can go for step up of pay of that of junior by the senior. For direct recruits after 1.1.06 the pay would be in Rs.17140. A mixture of anamolies. To scuttle this, few Ministries have fixed pay in 7450 fixation table while many are still in dilemma. I wonder when these things would be clear and all get their pay fixed rightfully.
