New Children Education Allowance Scheme

While we are very busy in calculating the our New Pay and Arrears, Govt has come up with another sweet surprise. The Sixth Pay Commission recommendations for enhancing the Children Education Allowances and merger of the same with Reimbursement of Tuition Fees has been accepted by the Govt as such.

As a result, all Central Government Employees are to be given a reasonable reimbursement of Educational Expenses unlike earlier restriction like reimbursement of only tuition fees of up to Rs. 40 per month.

Salient Features of reimbursement of children education allowance are :

  • Children Education Allowance and Reimbursement of Tuition fees have been merged and the new scheme is known as Children Education Allowance Scheme.
  • This scheme can be availed by Government employees upto a maximum of Two Children
  • This is applicable for School going children only (nursery to 12th Std including 11th and 12th std conducted by Junior colleges)
  • The Scheme has no nexus with the performance of the children in the class.
  • The reimbursement is applicable for admission fees, laboratory fees, special fee charged for agriculture, music, electronics or any subject, fee charged for practical work, fees for use of any aid or appliance by the child, library fees, games/sports fees, fees for extra curricular activities, purchase of one set of text books and notebooks, two sets of uniforms and one set of school shoes.
  • The annual ceiling for reimbursement of children education allowance is fixed at Rs.12,000/-.
  • Hostel subsidy will be reimbursed upto maximum limit of Rs.3000/- per month per child. However, both hostel subsidy, and children education allowance can not be availed concurrently.
  • The maximum limits in Children Education allowance and Hostel subsidy would be automatically raised by 25% every time the dearness allowance on the revise pay structure goes up by 50%.
  • This scheme is effective from 01-09-08.
  • Reimbursement of the children education allowance and Hostel subsidy would be made on production of original receipts self certified by the employee.

    The relevant portion of income tax is given below which clearly stipulates any amount of payment which is in the nature of develpment ( vidyalaya vikas nidhi(vikas= development), sir in my opinion VVN is not allowable for claiming reimursement of tuition fees.

    (13) Tuition fees, whether at the time of admission or thereafter, paid to any university, college, school or other educational institution situated in India, for the purpose of full-time education of any two children of the employee.

    Full-time education includes any educational course offered by any university, college, school or other educational institution to a student who is enrolled full-time for the said course. It is also clarified that full-time education includes play-school activities, pre-nursery and nursery classes.

    It is clarified that the amount allowable as tuition fees shall include any payment of fee to any university, college, school or other educational institution in India except the amount representing payment in the nature of development fees or donation or capitation fees or payment of similar nature.

    THIS IS THE MEANING OF TUTION FEE I HAVE PAIED SOPRT FEE,LIBRARY FEE,MUSIC FEE, COMPUTER FEE IN THE SCHOOL FOR MY SCHILED CAN ALL ABOVE FEES GOES UNDER 80C IN TAX , OR SECTION 10. ANOTHER ONE THE AMOUNT IS REMBRUES IN THE SCHOOL CAN IT A PART OF SALARY PLEASE REPLY ME IMMEDIATELLY

    As per Children Edu. assistance Rules your definition of Tuition fee is absolutely Right. Whereas as per Sec.80 C of IT Act Tuition fee means only Tuition Fee. If the School authorities gave the receipt for all other items like music/computer fees etc under one nomenclature Tuition Fee then it is okay. However, Whatever reimbursed to you under CEA should have to be included as income of that year

    As per latest order No. 12011/16/2009/Allawance dt. 13.11.09 issued by Min. of Pers. PG & Pensions, VVN charged by Kendriya Vidyalaya is reimbursable subject to other conditions of the order

    Children education allowance is for nursery to class XIIth. What is definition of nursery? Does it include pre-nursery, as in Delhi Public School pre-primary starts with pre-nursery followed by nursery, prep and then 1st while other institutions start with nursery followed by Lower KG, Upper KG and then 1st, taking exactly the same number of years before child reaches class 1st. However as per Govt. 6th pay commission, reimbursement in latter case is possible but same is not in case of DPS as it has termed its lowermost pre-primary class as pre-nursery – not specified in the 6th pay commission notification. Please clarify

    all claims paid by an officer to the school authority from the purse is payable, if it is on school book./. fee slips ,except donation (. including any item of expenditure which paid at every month or at regular interval) it may be development fees, session charges, annual charges, as there are different nomenclature for different school .we sholud not read much on them. but donation and bus fare is not payable

    As per instructions tution fee paid say Rs.8200 or more paid in the first quarter can be reimbursed. However it has to be ensured that total amount reimbursed during the year does not exceed Rs.12000. Further it has also to be ensured that in case of dies not period appropriate recovery is made.

    children education allowance is taxable. It has to be shown as income. On the other hand tuition fees paid (up to 2 children) can be deducted under Section 80C. As you might be aware 80C deduction has a limit of Rs. 1 lakh. So if your regular savings such as GPF, LIC, PPF, ULIP etc exceeds Rs. 1 lakh there is no point in claiming exemption for tuition fees

    transportation charge can also be reimbursed as it is part of education. Some school include it in their fee also while in some cases parents have to pay to the private bus or van operator. Items mentioned in the order are just illustrative and not exhaustive . Hence odd should interprete in good self

    Yes. Reimbursement can be in a single payment. For example if you have paid the school fees of your son for the entire year 2009-10, in June 2009, it can be reimbursed by the admin as a single payment (not exceeding Rs.12000)

    In fact, re-imbursement is possible only if the institution is recognized by central / state govts. Obviously private coaching / tuition etc. cannot be reimbursed.

    tution fee-RS 32000 PA and devlopment fee is Rs-8000.
    I want to know how much fees is reimbursable . 1—hostal subsidy RS -3000 PM or RS-1500 PM. If 1500 pm then tution fee is reimbursable or not.

    Hostel subsidy of Rs.3000 per month can be claimed in your case, since the hostel fee and tuition fee put together exceed Rs.36000/- per year

    My son completed his 12th Std during 2008-2009 from Our Own High School, which is located in Dubai,UAE. The school is cbse recognised school. I applied for cea during apr 2009 and my claim was sent to audit department during may 2009. Our audit people rejected the claim without any remarks. Since, the school is a CBSE approved school, it should also be treated like any other CBSE school in India.How do I claim this amount and what is the reference covering these schools also

    OMs relating to CEA talk only about reimbursement of various fees paid to a recognized school. There is no specific bar on the locality of the school. Ask your employer to reject your application in writing along with sufficient reasons

    My son, 3yrs. old, studying in pre k.g.. I paid Rs.11,300/- as admission fees for the year 2009-10. The bill issued by the school also mentioned this payment as admission fees. No further fees was paid under any head or in any manner. It was paid in June 2009. When I filed the application for the reimbursement I was told by the Accounts people that it should be filed only in Sep 09 (end of the quarter). I filed it in Sep 09. Now, they are saying that the entire amount will not be reimbursed in single payment and it will be divided into 4 equal portion that too will be reimbursed at the end of the each quarter (i.e)Sep,Dec,Mar, June. I want to know whether I am eligible for single payment immediately or have to wait upto the year end. Is there any rule provision for the above issue, kindly give it in your reply.

    CEA will be applicable to two children at any point of time and it is not related to number of children the employee has been blessed with.  In your case, you can apply for CEA for your two younger children once the eldest enters into college

    You are entitled to claim the entire CEA amount (no exceeding Rs.12000) for a particular year if you had paid the said amount.  The provisions of CEA say, claim can be made once in three months.  It does not mean that the amout paid has to be divided into four equal portion

    I have incurred more than the amount of Rs.15,270/- towards tuition fees for my child. (Tuition fee including admission fee Rs.13,600/- ; purchase of 1 set of books Rs.370/- ; purchase of note books Rs.140/- and purchase of uniforms Rs.160/-) (For the I term Rs.8100/- paid on 26-02-2009, II term Rs.3200/- paid on 08-08-2009 and for the III term Rs.3200/- paid on 07-12-2009). However, I made a claim only for Rs.12,000/- on 18-12-2009 with enclosing all receipts. Even after such payments have been made for the full academic year, the ACCOUNTS PEOPLE have restricted bill, passed it to the amount of Rs.6,335/- and issued the cheque without giving any written detail for such restrictions. I refused to accept the payment. Kindly clarify, whether my claim for the whole amount in single payment is genuine or not.

    My question on Feb. 9 , 2010 is awaiting reply. Many of us facing such problem of claiming children education allowance reimbursement. The Accounts People, as usual, viewing on their own way and restricting the claims beyond the instructions given in the OM. They are dividing the amount for 4 quarters and sanctioning accordingly. They refuse to sanction the full amount even if we have paid the entire fees for the academic year. On showing the other replies from the gconnect.in, they are challenging the reliability and authentication of the site and not obliging. Please guide us WHAT WE CAN DO FURTHER? Please note, this is not the problem of an individual.

    We opined that CEA claimed in a particular quarter can be more than Rs.3000/- subject to maximum of Rs.12,000 in a year. This is very clearly given in in Para 1(g) of original order.

    I have three child. Eldest son is going on BE-iv year and second son is going to BE-Ist year., and third child is going on vii class. I was claimed of children education allowance for 2nd & 3rd child. 2nd child is out of a beneficials due to he has joined BE course. Remaing 3 rd child is claimed to rebursement of CEA but my office is denied to grant CEA for 3rd child and said it is as per clarification issued by DOPT in which it is mentioned that only eldest 2 child are admissible for benefit. whether pl. clarify I got benefit or not
